SECTION C - STATEMENT OF WORK

The U.S. Fish and Wildlife Service (FWS), Montana Ecological Services Field Office, seeks technical assistance from a qualified Contractor to evaluate the population dynamics, health metrics, and contaminant exposure of avian species across Montana ecosystems. Birds are recognized sentinels of ecosystem health, and integrating demographic and contaminant information provides critical insights into natural resource injury and recovery.

The Contractor will support FWS by:

• Establishing and maintaining avian monitoring sites.

• Collecting and analyzing samples for contaminant exposure (e.g., metals, PFAS, pesticides).

• Integrating population, health and contaminant data to inform restoration planning, ecological risk assessments, and peer-reviewed publications.

2. Objectives

The Contractor will provide technical expertise and logistical support to:

1. Establish and maintain avian monitoring sites (including nest-box colonies for secondary cavity nesters) across priority watersheds in Montana.

2. Collect standardized population, demographic, and health metrics from target bird species.

3. Collect, archive, and analyze tissue samples (e.g., blood, eggs, feathers, feces) to characterize contaminant exposure.

4. Assess avian movement ecology (e.g., foraging home range, local site fidelity, dispersal, and migration) to better integrate health and contaminant exposure data and to understand population connectivity across Montana ecosystems.

5. Evaluate avian diet and trophic ecology through stable isotope analysis and DNA metabarcoding to better understand exposure pathways and integrate with health and contaminant endpoints.

6. Provide annual data summaries, contribute to reports/manuscripts, and assist with outreach as requested by FWS.

3. Scope of Work

Field Activities (dependent on project priorities and as funding allows)

• Nest-box establishment and monitoring: Install and maintain ~300 nest boxes at riparian and wetland sites. Record occupancy, clutch size, hatchability, site fidelity, and survival.

• Avian capture and handling: Capture ~500 individuals annually for banding, morphometrics, tissue sampling, and health assessment.

• Sample collection: Collect up to 150 eggs annually and associated tissues (e.g., blood, feathers, feces) under federal/state permits. Samples will be archived and analyzed for contaminants (e.g., metals, PFAS, pesticides, other site-specific analytes).

• Movement monitoring: Deploy lightweight tracking technologies (e.g., leg bands, color bands, geolocators, GPS or radio transmitters, as feasible) on a subset of target species to assess local movements, dispersal among sites, and migratory connectivity.

• Resight/recapture efforts: Conduct systematic resighting, band recaptures, or telemetry relocations to quantify site fidelity, territory turnover, and seasonal movements.

• Sample collection for dietary analyses: Collect fecal and blood samples from focal avian species for dietary/trophic analyses.

• Feather and tissue sampling: Collect feathers or blood samples suitable for stable isotope analysis (e.g., δ¹³C, δ¹⁵N, δ³⁴S) to characterize trophic position and foraging habitats.

Laboratory and Analytical Activities (dependent on project priorities and as funding allows)

• Perform contaminant analyses through accredited laboratories (e.g., metals/metalloids, PFAS, pesticides, and other site-specific analytes).

• Conduct biomarker or health parameter analyses (e.g., oxidative stress, hematology).

• Dietary and trophic ecology analyses:

o Stable isotope analysis (e.g., δ¹³C, δ¹⁵N, δ³⁴S) of feathers, blood, or tissues to assess trophic position, habitat use, and foraging ecology.

o DNA metabarcoding of fecal samples to identify prey taxa and reconstruct diet composition.

• Maintain rigorous chain-of-custody and data management protocols for all samples and datasets, with QA/QC documentation.

• Integrative analyses: Combine movement and dietary data with health metrics and contaminant profiles to evaluate whether exposure varies by residency, dispersal, or migratory status.

• Modeling: Apply spatial/statistical models to link movement ecology, trophic pathways, contaminant concentrations, body condition, and demographic outcomes.

Data Management and Reporting

• Deliver annual electronic datasets (Excel/CSV) including, site information, demographic data, and contaminant results.

• Provide metadata, QA/QC documentation, and summary interpretations.

• Contribute to data/statistical analyses, technical reports, permit reporting, and peer-reviewed manuscripts.

Coordination and Communication

• Coordinate with the FWS Project Manager and Trustee partners.

• Support presentations, stakeholder meetings, and cross-Trustee collaborations.

Deliverables

• Annual datasets of avian population, movement, and contaminant metrics.

• Integrated analyses linking avian movement patterns with contaminant exposure and health endpoints.

• Spatial products (e.g., maps, figures) illustrating movement connectivity among monitoring sites and potential exposure pathways.

• QA/QC summary and laboratory reports.

• Technical summaries or manuscripts for peer-review publication.

• Support for restoration planning and NRDAR injury assessment, as applicable.

Roles and Responsibilities

• Contractor: Lead avian field and laboratory activities, ensure scientific rigor, manage sample custody, conduct analyses, and provide deliverables.

• FWS: Provide project oversight, permits, and financial management, and coordinate with Trustees and partners.

Period of Performance

The period of performance will be up to one year, plus four one-year optional periods. Future option years may be exercised contingent upon the availability of additional funding and satisfactory performance by the Contractor.

SECTION G – CONTRACT ADMINISTRATION DATA

The following local clauses are provided in full text:

CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (DECEMBER 2015)

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
