Section C – Description/Specifications/Statement of Work

INTRODUCTION AND BACKGROUND

Introduction:

This project is located on Bayou Sauvage Urban National Wildlife Refuge (Refuge) to improve forest habitat conditions. The project site is further defined as the Little Pine Island Tract. Past management, prior to the establishment of the refuge, increased the prevalence of invasive exotic species and did not facilitate the development or maintenance of native bottomland hardwoods. In accordance with the Comprehensive Conservation Plan (CCP), Habitat Management Plan (HMP), and Lower Mississippi River Valley Inflation Reduction Act Nature-based Solutions Project funding, forest habitat management will concentrate on restoring, developing, and maintaining a diverse bottomland forest structure. The prescribed management action is to plant native bottomland hardwood trees with a predominance of site-specific oaks and baldcypress to promote the development of the planted seedlings and provide a greater range of forest structure in areas that were treated previously to remove the invasive exotics by chemical and mechanical means.

Description of Services

All units are located within the city limits of New Orleans located in New Orleans East, within the boundaries of Bayou Sauvage Urban National Wildlife Refuge. All units to be treated are located within the Hurricane Protection Levee System. Refer to the attached maps for specific stand locations and individual acreages. Each unit is accessible via state highways or city roads. Portions of units 4, 5, and 6 are more easily accessible by boat from the surrounding canals. The total area to be treated through this tree planting is 1,067 acres with a bottomland hardwood tree mix and a ridge tree mix as described below. Planting will be performed at an 8x8 foot spacing for 680 trees per acre. The total number of trees planted in this contract in 2025-2026 is 725,560 trees.

The contract areas consist of acreage to restore habitat following previously applied herbicide and/or mastication.

The contract shall consist of planting bottomland hardwood trees described hereunder on the Little Pine Island tract from December 15, 2025, through March 15, 2026.

TASKS:

The Contractor must give the Government Representative (GR) notice three days before any day in which work will be started. The Contractor must meet with the GR on-site before any work is to begin. Work will be allowed all days through the project time frame including Federal Holidays; however, work must be accomplished during favorable weather conditions.

The contractor shall require all personnel to practice proper sanitation procedures for all equipment (including personal protective gear) to avoid the unnecessary spreading of invasive and exotic pest plant species within and from the treatment sites.

The contractor must successfully complete planting no less than 25 acres per day and no less than 175 acres per week once started. Allowances for wet or otherwise undesirable weather conditions may be granted by the GR.

All tree seedlings planted must come from nursery stock, originate from the same climate zone as the planting site, and be grown from the States of Louisiana, Arkansas, Mississippi, Alabama, or Georgia.

All trees planted will be bare root and either grown in the nursery for either one or two years, but not longer than two years.

All tree seedlings must be planted at just below the root collar to support resprouting in instances of damage from rodents, rabbits, and other varmints. Seedlings planted must not be J-rooted and all roots must be buried in soil.

All tree seedlings are to be planted in the ground and no seedlings may be left unplanted.

All tree seedlings must be protected from the dangerous climactic elements of sun, cold, and wind damage until planted and must be planted on the site from within one week of nursery harvest. At the contactors option, tree seedlings may be kept longer than one week after harvest in a cold storage at safe temperature and humidity conditions (34-38° Fahrenheit and relative humidity of 85-95%), until planted. The contractor is responsible for keeping all tree seedling’s roots moist to protect the seedlings from being damaged prior to planting so that these or other controllable factors would not negatively impact seedling survival after planting.

The Contractor will guarantee at least 80% survival of planted seedlings within one year of planting, barring any extreme climactic event such as mortality caused by flooding, drought, or by hog or other animal activity. If the survival after one year is determined by the Government Representative to be below 80% due to the negligibility of the contractor, the contractor will be required to replant the area with like species of seedlings at no additional cost to the government until the survivability reaches 80%. After one year of survivability, not including externally caused mortality, the contractor is released of any survivability clauses.

The Contractor is recommended to utilize boats or other watercraft for ease of access to units 4, 5, and 6 (see figures 2, 3, and 4). The Contractor must provide or pay for any watercraft they wish to use and are responsible for the safe operation and condition of any watercraft they utilize.

No trash or debris shall be left or allowed to remain on government land after the final planting is competed.

Specific Tasks:

Areas to be planted in 2025/2026 are on the attached maps. All tree seedlings, planting labor, vehicles, and watercraft for access, and optional cold storage equipment must be supplied by the contractor.

The supplies and services rendered to the government shall be:

1. Contractor is to furnish all labor, materials, supervision, transportation, equipment, and supplies needed to perform all work necessary to complete planting of 725,560 tree seedlings on 1,067 acres in five units shown in figure 1. The planting shall be from December 15, 2025 through March 15, 2026. All trees will be planted in these units as described below:

• Planting will include 108,120 trees referred to as the “Ridge Mix” on 159 acres at an 8x8 spacing within portions of Units 4, 5, 6, and 8, as shown in figures 2, 3, 5, and 6: The Ridge Mix tree seedling species to be planted hereunder will be of the tree seedling species mix and rates below

20,000 Willow oak (Quercus phellos) 18,120 Live oak (Quercus virginiana) 18,000 Water oak (Quercus nigra) 18,000 Persimmon (Diospyros virginiana) 18,000 Sugarberry (Celtis laevigata) 16,000 Swamp red maple (Acer rubrum var. drummondii)

80,000 Nuttall oak (Quercus nuttallii/texana) 78,440 Bald cypress (Taxodium distichum) 78,000 Overcup oak (Quercus lyrata) 77,000 Water oak (Quercus nigra) 77,000 Bitter pecan (Carya aquatica) 77,000 American sycamore (Platanus occidentalis) 75,000 Swamp red maple (Acer rubrum var. drummondii) 75,000 Sugarberry (Celtis laevigata)

Refuge staff will designate locations of each planting mix of species. Georeferenced PDF maps and shapefiles will be made available to the awarded contract. Lower site species such as baldcypress, bitter pecan and overcup oaks will be planted at lower elevations and wet areas, while Nuttall oaks, water oaks, sycamore, maple, and sugarberry are planted in mid elevations, and live oaks, persimmon, and willow oaks must be planted at higher elevations. Lower site elevation species may be planted at higher elevations, but higher elevation designated tree species may not be planted at lower elevations.

If the prescribed number of seedings above is unavailable, the vendor may substitute tree species and quantity at the approval of the GR, but the contractor shall supply a minimum of 75% of all tree species above.

Units 4 and 5 can be accessed by a foot bridge off Michoud Blvd. on the north end of those units, however the majority of these units are more readily accessible by boat. A primitive boat launch off Maxent Levee Rd. North may be utilized to launch any watercraft the Contractor wishes to utilize.

The majority of the area in units 4, 5, and 6 are overgrown and heavily stocked with invasive Chinese tallow trees.

These stems will have been chemically treated, however only a small portion on the north end of units 4 and 5 will be mechanically treated. Access and travel through these sites will be greatly limited and may only be accessible on foot. 4-wheelers and other UTVs will have difficulty navigating the dense underbrush, especially in unit 6 where no mechanical treatment will occur.

HOURS OF OPERATION:

Work will be allowed all the days during the period of performance including Federal Holidays; however, shall be accomplished during daylight hours and favorable weather conditions.

SUPERVISION:

To ensure the performance and accomplishment of the work as outlined herein, the Contractor shall provide adequate and competent onsite supervision (with the ability to effectively communicate in English), for all work to be accomplished by the Contractor’s employees. When contract work is in progress, supervisory personnel shall be available at all times to receive notices, reports, or requests from the Site Representative or his authorized representative. NOTE: At no time shall Government representatives direct or supervise the activities of the Contractor’s employees.
