Performance Work Statement
Scope of Work
Timber Stand Improvement (TSI)
This project is part of the West TN Complex management program to improve forest habitat in older hardwood plantations. An initial thinning will occur within several hardwood plantation stands across Lower Hatchie NWR and Chickasaw NWR. The trees are not desirable in current markets. Therefore, completing the project using the hack and squirt method is prescribed to release quality residual trees and allow a flush of lower vegetation to improve current and future habitat for waterfowl, forest breeding birds, bats, quail, and other native wildlife.
Underplanting red oaks
This project is part of the West TN Complex management program to improve forest habitat in high-graded bottomland hardwood stands along an unlevied portion of the Mississippi River.
Past management, prior to the establishment of the refuge, increased the prevalence of shade-tolerant tree species and did not facilitate the development or maintenance of red oaks.
According to inventory data collected following the Service’s acquisition of the land, red oaks accounted for only 5.7% of the basal area. In accordance with the Comprehensive Conservation
Plan (CCP) and Habitat Management Plan (HMP), forest habitat management will concentrate on increasing the red oak component to 60 percent of basal area per acre (BA/A) on suitable sites (HMP Strategy 1.1.3) and developing and maintaining a diverse bottomland forest structure (HMP Strategy 3.2.2). The compartments addressed in this document do not have an adequate red oak seed source. The prescribed management action is to remove a significant portion of the canopy after two growing cycles to promote the development of the planted seedlings and provide a greater range of forest structure.
Description and Location
All areas are located in Lauderdale County within the boundaries of Lower Hatchie and
Chickasaw National Wildlife Refuges in West Tennessee. All areas to be treated are located north of the Hatchie River and east of the Mississippi River. Refer to the attached maps for specific stand locations and individual acreages. Each unit is accessible via county and/or refuge roads. Total area to be treated through TSI will be 1,480 acres and total area to be underplanted will be 350 acres (1,830 acres total).
Parameters
The Contractor must give the Government Representative (GR) notice three days before any day in which work will be done. The Contractor must meet with the GR on-site before any work is begun. Work will be allowed all days through the project time frame including Federal Holidays;
however, work must be accomplished during favorable weather conditions. The contractor shall require all personnel to practice proper sanitation procedures for all equipment (including personal protective gear) to avoid unnecessary spreading of invasive and exotic pest plant species within and from the treatment sites. Contractor must successfully complete no less than
50 TSI acres per week and no less than 175 underplanting acres per week. Allowances for wet or otherwise undesirable weather conditions may be granted by the Technical POC.
Performance Objectives
Timber Stand Improvement (TSI)
The objective of the TSI treatment is to hack and squirt undesirable trees (e.g. box elder, cottonwood, maple, etc.) within 2-6 inches DBH and planted oaks with poor form (e.g. forked or crooked stems, excessive epicormic branching, poorly developed crowns etc.) between 6-12 inches DBH in order to encourage growth of remaining trees and oak regeneration. Contractor must hack undesired trees using hand tools, making cuts for every 3 inches of DBH and applying
Arsenal according to label specifications. Remaining stands should contain a sufficient number of stems to remain manageable in the future. Residual basal area should be reduced to 50-60 ft2 or 130-180 trees per acre. The sites specified for TSI in this document are located on higher ground where seasonal flooding does not impact accessibility. Therefore, TSI operations can
West Tennessee NWR Forest Habitat Improvement
140F0S24Q0038 occur year-round with the exception of periods of heavy sap flow (mid-March – mid-April) which can diminish the effectiveness of the herbicide.
Underplanting Red Oaks
Nuttall oak and Cherrybark oak seedlings have been specified as the two red oak species to be underplanted throughout compartments 3A and 2W. Seedlings will be planted at a rate of 302.5 seedlings per acre using a 12 ft. by 12 ft. spacing. Planting will ideally occur sometime between
February and March but will be contingent upon longevity and timing of possible backwater flooding that can result from a rise in the Mississippi River above 24 ft. at the Osceola, AR gauge.
Payment
The GR will make regular inspections and conduct random sampling to survey completed work according to the Quality Assurance Surveillance Plan (QASP). Areas not meeting the Acceptable
Quality Levels (AQL) will be retreated by the Contractor to meet the AQL. If damage to unharvested trees is beyond Acceptable Quality Levels (AQL), payment will be reduced as described in the QASP. The Contractor will be paid according to the contracted amount for the acres successfully treated. The Contractor may submit for an acreage-prorated-payment for those acres that have been successfully treated monthly or may wait to submit for payment when the entire treatment is complete, at their option.
Period of Performance:
9/6/2024-9/5/2024
Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
The contractor’s quality control program is how he assures himself that his work complies with the requirement of the contract.
Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
