LONGLEAF PINE RESTORATION PLANTING

SECTION 1.0 Description of Services: The contractor shall furnish all personnel, labor, materials (including containerized longleaf seedlings) and equipment necessary to hand plant the following: hand plant 221,900 containerized longleaf pine seedlings on 468.8 acres that will take place during January (Jan) 2023 and Jan 2024.

Seedlings for both planting seasons, will be purchased from Andrews State Pine Tree Nursery in Chiefland, Florida. For the 2023 planting session the source is only Blackwater River State Forest. For this first session, the Air Force will order the seedlings but the contractor will be expected to purchase them. For the 2024 planting session the Avon Park seed source longleaf containerized seedlings will be used and the contractor will be expected to order and purchase them. An allowance of $210/1000 seedlings (including the refrigerated trailer) shall be used for tree costs for both planting seasons. An estimated cost of $215/1000 seedlings shall be used for the 2024 planting season. If the 2024 cost is higher than this, then owner will provide additional funding based on information provided by the contractor.

The enclosed maps (Appendix B) show the two year planting locations. Any machines and equipment used will be cleaned and pressure washed off site immediately prior to arriving at Avon Park Air Force Range (APAFR). This equipment will be inspected by the appropriate U.S.

Fish and Wildlife Service (Service) or Air Force personnel to ensure no transport of invasive exotic plants onto the installation.

1.1. Between Jan 1 and 31, 2023 hand plant 100,000 containerized longleaf seedlings evenly over 225 acres of mowed pastures at 444 trees per acre. Between Jan 1 and 31, 2024 hand plant 121,900 containerized Avon Park seed source seedlings evenly over 243.8 acres of recently burned, low basal area slash pine plantations at 500 trees per acre.

1.2. Containerized seedlings shall be stored in a refrigerated trailer at a controlled temperature of between 34°F and 40°F on APAFR until they are planted. No more than two weeks shall elapse between lifting the containerized seedlings at the source location and planting the seedlings at APAFR. Only enough seedlings for that days planting will be removed from refrigerated storage and taken to the planting site. Unused seedlings from that day will be returned to storage that evening. The contractor shall not depart APAFR for more than 48 hours while seedlings are on site without prior contact with appropriate Service or Air Force personnel.

1.3. Tree planting work for each year must occur during January when range closures and installation access are predictable. Some leeway regarding these dates may be allowed if approved by the Service personnel managing this contract.

1.4. The appropriate Service or Air Force personnel will designate the working order of the areas to be planted and the primary point of contact (POC) shall be contacted either in person or by telephone at (850) 630-3131 unless a different POC is designated.

1.5. Payment will be made by the acre for all acres properly planted with longleaf pine containerized seedlings.
