The Fish and Wildlife Service established the
National Wetlands Inventory (NWI) to conduct a nationwide inventory of the US Wetlands to provide biologists and others with information on the distribution and types of wetlands to aide in conservation efforts.
FWS Ecological Services will provide a webinar series on mapping wetlands and organizing a workshop on functional assessments for federal agencies. Both directly support the mission of the National Wetlands Inventory (NWI) to provide contemporary and standard compliant wetlands data for the nation.
Training in wetland mapping will facilitate the production of high-quality wetland maps that are standard compliant and require less time in quality assurance review by NWI. The initial

Webinars, Outreach and Advancement of Functional
Assessment Methodologies
1. GENERAL: The National Wetlands Inventory (NWI) was established by the US Fish and Wildlife
Service (FWS) to conduct a nationwide inventory of U.S. wetlands to provide biologists and others with information on the distribution and type of wetlands to aid in conservation efforts. For conservation of wetland resources, NWI promotes and enhances the protection and management of wetland resources, promotes application of sound science to wetland management efforts and to provide training and education for our partners and the public. The main common goal between these groups is a better understanding of wetlands and how to protect the resources throughout the Nation.
2. SCOPE: The U.S. Fish & Wildlife Agency¿s (FWS) through the NWI program for many years has provide outreach, training and knowledge sharing, educational webinar series as well as through in-person training and outreach sessions. 140F0920Q0024 evolving rapidly. Enhanced communication amongst and between scientists and managers is necessary to improve the awareness of new remote sensing tools and techniques capable of solving many of our most intractable wetland management challenges.
3. DELIVERABLES AND TIME TABLES: Specific task for this contract include:
A. Conduct six live wetland related topical webinars.
Host moderate and record the live webinars.
Identify topics for webinars and potential presenters. Contact presenters to confirm participation and dates/times for webinar.
Schedule, coordinate and facilitate both a planning call and a dry run/tech check with presenters for each webinar.
Promote webinars by collecting bios, headshots, and abstracts and posting on website and including in electronic newsletters, emails and social media. Post-process each webinar with video editing software.
Publicize availability of recorded webinars.
Provide recording links to FWS for their own website and other uses.
B. Final Report. The Contractor will provide documentation, one copy of the final report for the six webinars. Final report due 18 months after receiving the project
C. Functional Wetland Assessment workshop.
Work with FWS to identify other federal agency staff to participate on planning calls.
Coordinate and host 4-5 planning calls to develop and disseminate an agenda, identify any potential presenters.
Coordinate workshop invitations and registration and identify/reserve a meeting space. (Note the budget does not provide funding for a space so it must be provided at no cost, preferably at a federal facility).
Gather and disseminate any pre-workshop materials to registered participants. Facilitate the workshop and take detailed notes.
Develop a written summary of the workshop for distribution to all participants.

D. Final Report. The Contractor will provide documentation, one copy of the final report for the Functional Assessment workshop. Final report due 2 years after receiving the project.
4. INSPECTION AND ACCEPTANCE: The two project reports at the end of the two task will be used to document acceptance.
5. GOVERNMENT FURNISHED STAFF/EQUIPMENT:
A. Access to the NWI staff for coordination/planning of task.
B. If travel is needed, rules and regulations regarding GFE&I shall be the same for the contractor as for the government employee, including GSA travel regulations.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a
Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.
Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.

CONTRACTOR PERFORMANCE ASSESSMENT REPORTING
SYSTEM (JUL 2010)
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance
Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report.
Once the report is processed, it is available in the Past Performance Information Retrieval System
(PPIRS) for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting
Officer with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
