Item description: The U.S. Fish and Wildlife Service (USFWS) is tasked under the Marine Mammal Protection Act (MMPA) to evaluate sea otter population status and trends across their range in Alaska.
The southeast stock in Alaska was locally extinct by the early 20th century due to overharvest. Sea otters were reintroduced to southeast Alaska in the 1960’s and have continued to expand across their historical range. The successful reintroduction of sea otters has coincided with increasing conflict with commercial fisheries and subsistence users competing for shared invertebrate resources, which are the primary prey of sea otters. The last full population survey was conducted in 2011, and since then the population is perceived to be expanding. The Alaska Congressional Delegation and Regional stakeholders are requesting USFWS conduct a sea otter population survey across southeast Alaska to inform future management strategies. This will be the first regional sea otter population survey since 2011.
We will implement a photo-based sea otter population survey to provide high quality data in a safe and effective manner, which will provide a reliable current estimate of sea otter abundance and distribution in southeast Alaska. The imagery collected during the population surveys will also be archived for future use by scientists, stakeholders, and the public.
After careful evaluation of our needs for aerial surveys, we worked with a WaldoAir developer/engineer to fly a 2-day survey in Kachemak Bay in March 2021. Their camera system represents the ideal combination of custom-built flight planning software, coupled with a GPS sensor, and two 50 MP RGB cameras that can be mounted to the wing strut of a wheeled aircraft. The results of our sea otter aerial surveys with the WaldoAir systems were highly encouraging and set a new standard for photo-based aerial surveys in Alaska. With the WaldoAir system, we flew for the first time a survey at a safe altitude (875ft) at high resolution (2.5cm GSD) enabling us to count sea otters and easily distinguish adults and pups with the collected imagery. This information is essential for estimating sea otter abundance, distribution, and trends through time. We are now seeking to purchase this system for additional surveys in Kachemak Bay and southeast Alaska. Using the WaldoAir system will ensure that we collect comparable data to that which was collected in Kachemak Bay previously. The test flight data is also part of a longer-term study and will also be used to compare sea otter populations throughout all of Alaska.
Therefore, having the same camera system for all surveys is essential and will allow USFWS to make management decisions using the most current and accurate data.
Further, we will need the camara system developers/engineers to train USFWS biologists in the programming and use of the WaldoAir camera. This will include an overview of the flight planner software, the technical components of the camera system, and in-flight training, including the install, set-up, operation, and trouble-shooting of the camera for sea otter surveys. We anticipate this training can be achieved in 5 business days (Monday – Friday). The training will be held in Homer, Alaska.
