1. Technical experience, capacity and expertise to perform the required tasks within the period of performance and to meet all goals and objectives on schedule.
2. Technical approach to performing the required tasks as described in the statement of work addendum within the period of performance. The proposal shall include a narrative explaining how the work will be carried out in terms of the techniques, procedures, and cleaning schedule.
3. Past performance. The proposal shall include three examples of successful, timely completion of similar work. The examples may come from federal, state, or local government.

JANITORIAL SERVICES FOR
EDWIN B. FORSYTHE NATIONAL WILDLIFE REFUGE 800

PART A - GENERAL INFORMATION AND INSTRUCTIONS
GENERAL DESCRIPTION OF WORK: The contractor will provide janitorial services for the Edwin B.
Forsythe National Wildlife Refuge administrative office (5,300 SF), visitor information center
(VIC: 4,200 SF) and outdoor vault toilet building
(126 SF). The contractor's employees and representatives must maintain professional conduct and appearance. The contractor will be required to obtain security clearance to access buildings. The contractor will schedule work so as to minimize disruption to normal work routines and schedules, as well as normal employee and visitor foot traffic throughout the building, by

140F0622Q0074 coordinating with the station representative. The contractor is charged with the professional performance of all duties to ensure the protection and/or conservation of government facilities and property.
GENERAL PERFORMANCE REQUIREMENTS:
The contractor shall provide all cleaning supplies and equipment necessary to accomplish the cleaning of the facility. All cleaning products shall be environmentally friendly and free of toxic and polluting chemicals as described under the Green Product section. All paper towels/toilet tissue/trash can liners/bags/batteries for disposal and soap for dispensers will be provided by the government.
The work will be performed between the hours of
4:00AM and 8:00PM. The station will make the final time decision and will be discussed at the time of award.
- Extra attention will be given to cleanliness of all public areas and restrooms.
- Disposal of garbage and recyclables in the appropriate dumpsters at the Maintenance Yard.
- Clean all windows in the public area and interior/office windows with glass cleaner
(administrative office and VIC).
- Clean toilet bowls with disinfectant and toilet cleaner (inside/outside the bowls, underneath rim, top and bottom of seat).
- Cleaning staff will not move any materials or items on top of desk or shelves to dust or clean.

Administrative Building :
Cleaning tasks include but are not limited to:
- Sweep, mop (sanitize), and polish non-carpet floor areas.
- Vacuum carpeted offices, halls and common areas.

Cleaning tasks include but are not limited to:
- Clean (sanitize) outdoor restrooms, to include toilets, fixtures, doors, floors, and walls bi-weekly on Mondays and Fridays. Refill soap, towel and toilet paper dispensers as necessary.
MONTHLY
Mechanical/Electrical/Telecom Rooms (Total 5 rooms included in total square footage):
[Administrative Building contains mechanical, electrical, and telecom rooms (509 SF). The VIC includes two mechanical rooms (207 SF)]
- Sweep, mop (sanitize), and polish non-carpet floor areas.
- Dust and remove any accumulated debris from all level/horizontal surfaces throughout the rooms including but not limited to; doors, air handlers, duct work, water treatment tanks, control boxes, and computer servers.
BI-ANNUAL
Microwave, Oven, and Refrigerator :
- Remove all contents and clean exterior and interior surfaces thoroughly with appropriate cleaner.
ANNUAL CLEANING TASKS (Administration Building and VIC):
- Extra cleaning of tile floors and grout in all bathrooms, mud room, and entrance hall of administrative building.
- Thoroughly scrub and clean carpeted floors.
- Wash all windows, inside and outside.
- Thoroughly scrub and clean non-carpeted floors.

140F0622Q0074 writing by the contracting officer (CO) or by direction of the station representative relative to a specifically delegated task or work (such as emergency cleaning or re-accomplishment of unacceptable work). The contractor and its employees will abide by the facility security requirements regarding entry and exit, protection of government property, and follow the instruction of security, fire, and other emergency officials performing duties within the building to include obtaining security clearance.
PART B - OTHER PERFORMANCE REQUIREMENTS AND
INFORMATION
DOCUMENTATION AND REPORTING: The station shall establish a log book for the contractor to sign in and out of. The contractor may also note any observed issues such as unusual condition, damage to government property, or other information that adversely affects the contractor's performance and annotate them in the log book as well as report them to the station representative. The log book should indicate the time services begin and end each week. The station representative will annotate any issues discovered during inspection in the log book as well and report it to the contractor. The log book will be used to maintain quality control information (such as compliments or complaints), to determine the overall level of the contractor's performance.
OTHER CONTACTOR RESPONSIBILITIES: This agency facility houses agency offices, a visitor center, and refuge operations. The mission of the agency requires service employees to meet frequently with other federal and state government officials as well as community, schools, and local government representatives. Therefore, the contractor's employees must perform work in clothing that is clean and orderly as possible, given the type of work performed. The contractor must ensure that all contractor employees use appropriate safety clothing, shoes, or other devices while performing work. CONTRACTOR FACILITY ACCESS: The contractor must provide acceptable evidence of U.S. citizenship, legal resident status, and state and local residence to this agency for all employees scheduled for work at this facility. The contractor's employees may not use privately owned radios, CD players, or other musical devices while performing work during normal facility hours.
BUILDING/FACILITIES ACCESS CONTRROL: The service provider will be provided a key to the building.
In addition, service provider employees will be required to complete a background security check and obtain a DOI Access Card. Only employee(s) with completed background checks (active DOI
Access Cards) will be allowed to be in office unsupervised. The government will pay for a maximum of two employees to have their background checks done. It shall be noted that service provider employees subject to the background check will be required to travel up to five hours
(one direction) to an approved credentialing site on at least two separate occasions at the service provider's expense.
The service provider shall establish and implement methods of making sure all keys/badges to allow access provided by the Government to the service provider are not lost or misplaced and are not used by unauthorized persons. Keys/badges issued to the service provider by the Government shall not be duplicated. The Contract manager shall ensure that all keys/badges are returned upon termination of employment or at contract end. The service provider shall include procedures for immediate reporting to FF WMD
Management and the CO any occurrences of lost, unauthorized uses, or unauthorized duplication of keys.
CONTRACTOR EMPLOYEE BEHAVIOR: The contractor is responsible for the behavior of its employees while working within the facility. Contractor

140F0622Q0074 personnel shall not engage in prohibited activities, such as gambling, consumption of alcohol, use of non-prescribed medicines or drugs, or smoking. Contractor employees are to observe acceptable courtesy when engaging government officials and non- government visitors to the facility.
CONTRACT INSPECTIONS: The government intends to rely primarily on the contractor's inspection and quality control systems methods to ensure the facility is cleaned and maintained properly. The government will perform a limited number of regular inspections and unscheduled inspections of specific areas according to the facility assurance plan and client complaints.
QUALITY ASSURANCES: The government shall inspect and evaluate the contractor's performance to ensure services are received in accordance with the requirements set forth in this contract. The
COR (contracting officer representative) shall inspect by watching actual task performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this SOW. When a performance threshold has not been met or contractor performance has not been accomplished, the COR shall initiate and provide the Contracting Officer a Corrective Action
Report (CAR) for issuance to the contractor. The contractor shall respond to the CAR in accordance with instructions provided and return it to the
Contracting Officer within 10 calendar days of receipt.
SAFETY: The contractor shall comply with all local, state, and federal regulations for safety.
The utmost care and diligence shall be shown for all staff, visitors, and contracted personnel while working in all government facilities.
BUILDING SECURITY: Contractor shall comply with all security protocols to ensure that the locked

FACILITY DAMAGE: The contractor shall take all precautionary measures to avoid damage to government property and exhibits.
PERSONAL SECURITY: The contractor shall ensure the personal safety of his staff and all personnel around them. Extreme care should be practiced around wet floors, cleaning tools, devices, ladders, and other equipment.
GREEN PRODUCT USE: Janitorial services contractor shall meet the applicable requirements of
Executive Order 13514, Executive Order 13423, the
Department of Interior Sustainable Buildings
Operations and Maintenance Checklist, and U.S.
Fish and Wildlife Service Policy 560FW1.
Environmentally preferable products will be used by the Contractor, including products with low emitting materials, recycled content products, biobased products, non-toxic products, and non-ozone depleting products. Contractor supplied products and services will be energy- efficient and water-efficient.
All products used shall meet or exceed the
Environmental Protection Agency's guidelines for
Environmentally Preferable Purchasing. Prohibited characteristics of products to be used in cleaning include: no highly toxic, corrosive or environmentally harmful products, no carcinogens, no toxicants and no hazardous wastes or hazardous materials. Desirable characteristics include:
minimal skin, eye, and respiratory irritation;
biodegradability; avoidance of undesirable or unnecessary dyes and fragrances; and recyclable containers and minimization of nonrecyclable waste. The Contractor is encouraged to use products that are have no VOC's, have low flammability, are designed for use in cold water to save energy, and are pump sprays rather than aerosols.
Contractor will train all contractor employees in the proper use of products. All products will be clearly labeled.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [Contracting Officer to edit and include the documentation required under this contract]:
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date.

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment. (OCT 2020)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision-
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to-
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to-
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."
(d) Representations. The Offeror represents that-

The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that-

(e) Disclosures. (1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment-
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(ii) For covered services-
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained:
Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment-

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

52.237-1 Site Visit. (APR 1984)
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
52.212-2 Evaluation - Commercial Items. (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: best value to include
1. Technical experience, capacity and expertise to perform the required tasks within the period of performance and to meet all goals and objectives on schedule.
2. Technical approach to performing the required tasks as described in the statement of work addendum within the period of performance. The proposal shall include a narrative explaining how the work will be carried out in terms of the techniques, procedures, and cleaning schedule.
3. Past performance. The proposal shall include three examples of successful, timely completion of similar work. The examples may come from federal, state, or local government. The following information shall be included:
-Name of the job (to include address) -Project Prime¿s name -Issuing agency or company -Contract/Identification number -Start and completion dates -Brief description of the scope of work -How the work is substantially similar to the proposed project -No less than two (2) valid references that includes:
-Agency name, point of contact, phone number, email address
Technical and past performance, when combined, are significantly more important when compared to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.204-9 Personal Identity Verification of Contractor Personnel. (JAN 2011)
(a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.
(b) The Contractor shall account for all forms of Government-provided identification issued to the Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government:
(1) When no longer needed for contract performance.
(2) Upon completion of the Contractor employee's employment.
(3) Upon contract completion or termination.
(c) The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements.
(d) The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts when the subcontractor's employees are required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer.
