This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation 140F0621Q0182 is issued as a request for quotation (RFQ). The anticipated award date is within 15 days after the close of this announcement.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 dated 07/12/21.

This requirement is being solicited as a 100% Small Business Set-Aside. The applicable North American Classification System (NAICS) code is 238220 Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $16.5 Million.

The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation.

Important Submission Dates & Site Visit Info:

Site Inspection:

Prior to submitting a quote, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance.

A site visit inspection has been scheduled for Wednesday, August 25, 2021 at 10:00am EST. The inspection will take place at the Visitor Center located at the Sachuest Point National Wildlife Refuge located at 769 Sachuest Point Road in Middletown, RI 02842. Meeting will start in the main parking lot and the POC is Matt Pavlak, 401-519-8030.

Question Submission:

All questions regarding this Solicitation must be submitted in writing to the Contracting Officer, Ryna Russell at ryna_russell@fws.gov no later than Monday, August 30, 2021 at 11:00am EST. If necessary, questions received will be answered through an Amendment to this Solicitation.

Scope of Work

STATEMENT OF WORK

HVAC Air Handling System Cleaning

U.S. Fish and Wildlife Service Sachuest Point National Wildlife Refuge (NWR) 769 Sachuest Point Road, Middletown, RI 02842

1. General:

1.1 The U.S. Fish and Wildlife Service, Sachuest Point National Wildlife Refuge (Refuge) has a need to clean the existing air handling system, registers and vents, and associated ductwork of dust, mold, mildew and other build-up. This procurement will be for the cleaning of the air handling system and ductwork.

1.2 Purpose/End Application: This work is essential in ensuring a healthy work environment for U.S. Fish & Wildlife employees,volunteers, and visiting public and ensuring a fully-operational and efficient air handling system in the facility. The station’s boiler and the two air handling units (AHU) were cleaned and serviced in April 2021. The three air conditioning (A/C) condensing units were cleaned in June 2021. Contractor will ensure the ducts and air system are clean, free of dust, mold, mildew, and other materials, and in good working order.

1.3 Contractor Qualifications: Must be licensed, insured and experienced in the HVAC field with cleaning commercial building duct work.

2. Place of Performance and Period of Performance:

2.1 Location: Sachuest Point NWR, 769 Sachuest Point Road, Middletown, RI 02842

2.2 Period of Performance: Service to be completed within 2 months of award.

2.3 Pre-performance Conference Call: Prior to commencing work, the Contractor shall schedule a conference call with the Refuge technical coordinator, at a time mutually agreeable to discuss and develop a mutual understanding relative to scheduling and administration of the work required by this contract

2.4 Contractor must coordinate a work schedule with the Refuge technical coordinator to close the building to the public during the air duct cleaning.

2.5 Work Schedule: Normal duty hours Monday thru Friday 7:30 a.m. - 4:00 p.m. In the event of emergencies, Contractor shall provide contact information.

Non-duty hours include week nights, weekends, and Federal Legal Holidays; New Year’s Day, Martin Luther King's Birthday, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day.

Whenever scheduled services fall on a federal holiday, the services will be performed on the previous or following working day. In no event will the Contractor change the work schedule without the prior consent of the Refuge Coordinator.

When a holiday falls on Saturday or Sunday, it is observed on the adjacent Friday or Monday, respectively. In addition to the holidays listed above, the contractor agrees to observe leave days or closures designated by Federal Statute, Executive Order, or Presidential Proclamation.

3. Scope

3.1 The principal objective is to thoroughly clean the inside of the hydro air handling system, including ductwork, supply and return registers to/from the air handling units, the two AHUs, and the HRU; thoroughly clean the external (public facing side) of each supply and return register. Cleaned components shall be free of dust, mold, mildew and other build-up. Re-seal any ductwork that may need to be opened for cleaning to prevent air infiltration and exfiltration. The work is to be performed by a National Air Duct Cleaners Association (NADCA) certified company and follow NADCA duct cleaning guidelines.

3.2 See attached photographs for duct work diagram, AHU information, and the location of the AHUs in the mechanical room. AHU 1 is approximately 8 feet from the ground, and AHU 2 is approximately 14 feet off the ground. The HRU is at ground level.

4. Deliverables and Delivery Schedule:

4.1 Supply all labor, equipment, materials, and supplies necessary to perform the work indicated, to result in a clean, dust/mold/mildew free fully-functioning air handling system.

4.2 Comply with Federal, State, and United States Occupational Safety and Health Administration

(OSHA), environmental regulations, other local authorities having jurisdiction.

4.3 Period of Performance: Complete project within four (4) weeks of contract award date.

5. Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI)

5.1 No government-furnished equipment is provided

5.2 This project does not entail any known hazardous materials. However, if any suspect materials are encountered, then the contractor shall test those materials for hazardous material content, and shall handle and dispose of any hazardous materials in a legal manner.

6. Evaluation and Acceptance

6.1 The services/work performed under this contract are subject to observation and review by the USFWS personnel. Acceptance is contingent upon proper working function.

7. Quality Control/Quality Assurance:

7.1 Any inspection by the Government shall be conducted in a manner consistent with commercial practice. The Government may conduct quality assurance for its benefit and has the right to refuse acceptance of nonconforming services. Quality issues with services tendered for acceptance or rejected by the Government shall be resolved in accordance with clause 52.212-4(a) Inspection/Acceptance.

The Government shall give the Contractor written notice of deficiencies whenever required services are not performed or the quality of work does not conform to the specifications of this contract. This written notice shall be served prior to withholding any payment. Repeated instances of "non-performance" or "unsatisfactory" work will be ground for termination or default of this contract.

7.2 All work must meet or exceed all Federal, State and local codes and regualations.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
