CERCLA Project Groundskeeping

Crab Orchard National Wildlife Refuge Superfund Project

Title: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Project Groundskeeping

Introduction and Background The Crab Orchard National Wildlife Refuge (Refuge) is located in southern Illinois between the Cities of Marion, Carterville, and Carbondale in Williamson, Jackson, and Union Counties. The Refuge was created in part from a land transfer from the War Department now Department of Defense that included about 22,000 acres of the former Illinois Ordnance Plant. The former Illinois Ordnance Plant manufactured landmines, bombs, and artillery for the WWII effort. The buildings and industrial areas on the Refuge were subsequently leased to private companies and other government agencies. There are now many small locations scattered around the Refuge with contaminated soil and water from the industrial activities that are undergoing cleanup. The general purpose of this Scope of Work (SOW) is to support the U.S. Fish and Wildlife Service in the various cleanup activities by performing routine groundskeeping type activities around the Refuge, but not at the contaminated sites. Please see below for the point of contact at the facility, period of performance dates, deliverables, and an outline of the tasks.

Period of Performance Start Date: October 01, 2021 Completion Date: June 30, 2022

Work Schedule The Contractor shall perform all tasks during daylight hours.

Working on the weekends and/or Federal holidays is acceptable with advance coordination with the Field Supervisor. In no event will the Contractor change the work schedule without the prior consent of the Contracting Officer (CO) or Field Supervisor.

Whenever scheduled services fall on a federal holiday, the services will be performed on the previous or following working day.

Federal Legal Holidays: New Year’s Day, Martin Luther King's Birthday, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day.

When a holiday falls on Saturday or Sunday, it is observed on the adjacent Friday or Monday, respectively. In addition to the holidays listed above, the contractor agrees to observe leave days or closures designated by Federal Statute, Executive Order, or Presidential Proclamation.

Description of Tasks The Contractor shall furnish all necessary personnel, supervision, transportation, materials, equipment, and supplies to provide the below services in accordance with the terms and conditions of this Scope of Work (SOW).

Task 1 - Mowing Grassy Fields Mowing of grassy fields for about a total of 55 acres in several locations for two times per year at each location. This includes two waste landfills with 30-degree slopes in Industrial Area 7, one landfill with 30-degree slopes in Industrial Area 9, one capped waste site with 30-degree slope in Industrial Area 12, and one capped waste site with 30-degree slope near Hampton Cemetery, and around two relatively flat sedimentation basins and parking lot area in Industrial Area 9. The Industrial Area 7 landfills are within a fenced area so the mowing should also include a border of at least 20 feet along the outside of the fence line up to the paved road in some places that have been previously mowed. The average grass height after mowing should be less than 10 inches. Mowing equipment for the 30-degree sloped areas must be rated by the manufacturer to be appropriate for that environment.

Task 2 - Mowing Roads This includes relatively flat surface roads in remote areas that have been previously cleared of trees for two times per year. The foundations of the roads are in good shape from the original construction in the 1940s. The service roads lead to groundwater monitoring wells for access by a four-wheel drive vehicle for groundwater testing. The areas include EMMA Operable Unit Sites COC-3 (next to Hampton Cemetery) & COP-4 (within Industrial Area 12), west of Industrial Area 2D), Industrial Area 2D, Industrial Area 8, Industrial Area 11, and Industrial Area 12. A map will be provided of the previously cleared roads. This includes mowing the vegetation growing in the roadway and sides of about 12 feet wide for about ten miles of roads. The average grass height after mowing should be less than 10 inches.

Task 3 - Clear New Field This includes a relatively flat 8.0 acre+- field southeast of the repository that is grown up in invasive brush like Autumn Olive, Multiflora Rose, Phragmite, and Bush Honeysuckle. Also present are numerous small trees (less than 4” DBH). Removal of the woody growth shall be accomplished in a manner that inhibits regrowth while causing minimal soil disturbance such as pulling or plucking with heavy equipment to remove the roots as well as the brush/trees. Small trees are to be removed to the extent needed to facilitate mowing. It is critical that the woody vegetation (does not apply to Phragmite) not simply be cut off leaving behind a stickup that could cause tire punctures or be a tripping hazard. Soil clinging to the roots will be shaken off in place and brush piles established for later burning by refuge staff. Brush piles must be carefully stacked and compressed to facilitate later burning. No trees larger the 4” DBH will be removed in this area. The field will also be mowed with an average grass height of less than 10”. Phyto remediation cells are present near this area. Trees in the phyto remediation cells must not be damaged and a smaller maneuverable mower may be required in those areas. The goal is to convert this area to a savannah type of landscape.

Task 4 - Removal of trees The contractor will cut down and remove up to 40 live or dying mature sized trees from various locations identified by the Field Supervisor. The cut timber and wood can be stacked at locations identified by the Field Supervisor. The stumps will be cut as close to the ground as practical given the environmental setting and safety concerns. Some trees may be close to structures so care must be given as not to damage any building or other infrastructure features.

Task 5 - Trimming of Previously Cleared Well Heads Along and at the ends of the service roads mentioned in task numbers 2 and 3 above, are smaller sized concrete pads with groundwater monitoring well heads often surrounded by four bollards each. The weeds and woody vegetation like vines and brush have been cleared from 112 well structures. A map will be provided showing the previously trimmed well heads. As simple trimming with a weed eater for example needs to occur at these 128 previously cleared well structures to help keep the vegetation down. This allows easy access to the test the groundwater. Note that there are some monitoring wells that are not adjacent to service roads and may requires a hike of about up to 0.25 mile to access for the field work.

Task 6 - Road Repairs The contractor is responsible for ordering, paying, and delivery of 350 tons of rock and gravel.

Contractor is responsible for determination of quantity of 3” clean and CA6 product.

The contractor will level and shape a total 350 tons of rock and gravel that will be delivered to unimproved well access roads near Industrial Areas 11 and 12. A combination of 3” clean for a base in holes or wet/soft areas and CA6 on top will produce acceptable results. This is an existing road that has fallen into disrepair.

General Requirements All delivery of goods or rendering of services is within the Refuge boundary and does not exceed a distance of six miles between multiple task locations.

Access to the Superfund sites within the Refuge is controlled. Keys and a visitor tag can be assigned to workers so that they do not have to be escorted after a facility safety and facility rules orientation.

Gates must never be blocked and must be closed after each opening.

The contractor shall be responsible for all damages to persons or property including infrastructure and natural growths that occur as a result of contractor fault or negligence. The Government will not be responsible for any equipment left on site.

COMPLIANCE REQUIREMENTS

Accident Reporting: The Contractor shall maintain an accurate record of all accidents and shall immediately report to the Field Supervisor all accidents resulting in death, trauma, or occupational disease. All accident records/reports must be submitted to the CO and Field Supervisor within twenty-four (24) hours of their occurrence. For life-threatening emergencies, calls shall be directed to 911.

Contractor Representative: The Contractor shall designate in writing to the CO and FS, prior to beginning work, a representative who will be in charge of the work and be available at all times when work is being performed.

Damage Reporting: In all instances where Government property or equipment is damaged, a full report of the fact and extent of such damage will be submitted in writing to the CO and Field Supervisor within twenty-four (24) hours.

Fire Prevention: The contractor agrees to take reasonable precautions to prevent the starting of a fire and spreading of fires. The precautions include, but are not limited to, the placement of fully charge five pound or larger ABC fire extinguishers with a flexible spout. All fires are to be immediately reported to 911.

Maintenance Standards: All work shall be accomplished in such a manner as to ensure a clean and safe environment and shall conform to the requirements of the Occupational Safety and Health Administration (OSHA) and with the standard practices of janitorial services. The quality of the workmanship, including all materials, will comply with applicable Federal specifications.

Personnel: The Contractor and Contractor’s employees shall be capable and experienced in groundskeeping work to perform the services under this contract. The Contractor shall designate in writing to the CO and FS, prior to beginning work, a roster/list of all personnel that will perform the duties of this contract. Subsequent changes to the roster shall be submitted to the CO and FS, in writing, at least 48-hours prior to any change. The CO and Field Supervisor shall be notified immediately whenever changes are made to personnel.

The CO may require dismissal from the workplace of Contractor employees who the CO or Field Supervisor deems incompetent, insubordinate, objectionable, or whose continued employment is deemed contrary to the public interest.

Pre-performance Conference Call: Prior to commencing work, the Contractor shall schedule a conference call with the CO and/or the FS, at a time mutually agreeable to discuss and develop a mutual understanding relative to scheduling and administration of the work required by this contract.

Performance Evaluations: The Field Supervisor will require either a meeting or a phone call with the Contractor prior to any field work to ensure services are being completed adequately. The purpose of these meetings will be to resolve identified problems, to schedule required work, to establish or adjust priorities, and to evaluate Contractor performance for payment purposes.

Quality Assurance - Government: Any inspection by the Government shall be conducted in a manner consistent with commercial practice. The Government may conduct quality assurance for its benefit and has the right to refuse acceptance of nonconforming services. Quality issues with services tendered for acceptance or rejected by the Government shall be resolved in accordance with clause 52.212-4(a) Inspection/Acceptance.

The Government shall give the Contractor written notice of deficiencies whenever required services are not performed or the quality of work does not conform to the specifications of this contract. This written notice shall be served prior to withholding any payment. Repeated instances of "non-performance" or "unsatisfactory" work will be ground for termination or default of this contract.

Safety Requirements: Contractor must perform this contract in a safe manner, observing any necessary safety precautions. The contractor shall promptly correct any condition which, in the opinion of the CO or FS, endangers the safety of personnel and/or property during the performance of this contract. Failure to observe this requirement shall result in contract termination, with the Contractor liable for any such damages that may occur. The Contractor is obligated to perform a thorough inspection each working day of all areas to assure that all necessary safeguards relative to safety and fire hazards are being taken.

Working on the Refuge includes exposure to poisonous plants, biting insects, sun, cold and uneven terrain. The Contractor is responsible for protecting themselves and their workers from these before mentioned physical hazards.

Contractor personnel must wear appropriate apparel, safety toe footwear, and outwear. All personnel protective equipment deemed necessary for the work performed will be worn and provided by the contractor. Contractor must adhere to the agency Service Manual, 241 FW 3, Personal Protective Equipment (PPE), https://www.fws.gov/policy/241fw3.html

All Equipment shall be cleaned and free of noxious weed or invasive plant species parts including roots, stems, flowers, or seeds before starting work on the Refuge. Equipment may be inspected by Government personnel.

Equipment and storage containers must be free of leaks. Care shall be taken during refueling or refilling to prevent spills (fuels, oil, herbicide chemicals). Stay away from surface waters during refueling or refilling events. Report all spills to the authorities and to the local point of contact.
