This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for professional services to conduct an investigation to determine historical subsistence access using motorized surface transportation vehicles for communities in an adjacent to the Arctic National Wildlife Refuge – See Statement of Work for details.
The anticipated performance period is from 2/23/2021 to 12/23/2021.
This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2021-04. The NAICS code is 541620 and the small business size standard is $16,500,000.00.
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.
Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA). The vendor who submits a quote, meeting the technical acceptability requirement below, and has the lowest price, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.
Technical Acceptability: Please submit with your quote documentation that your company meets or exceeds the technical acceptability requirements below.
• The vendor must have relevant experience with conducting research in cooperation with Alaska Native Communities.
• The vendor must have experience with and a working knowledge of the Alaska National Interest Lands Conservation Act (ANILCA).

Statement of Work
Historical Motorized Off-road Vehicle (ORV) Access Study - Arctic National Wildlife Refuge
Background The U.S. Fish and Wildlife Service (USFWS) is issuing this Statement of Work for professional services to conduct an investigation to determine historical subsistence access using motorized surface transportation vehicles for communities in and adjacent to the Arctic National Wildlife Refuge (Refuge).
Project Background The US Fish and Wildlife Service manages the Arctic National Wildlife Refuge in accordance with Alaska National Interest Lands Conservation Act (ANILCA), 1980, the National Wildlife Refuge System Administration Act of 1966 (Refuge Administration Act; 16 U.S.C. 668dd), as amended by the National Wildlife Refuge System Improvement Act of 1997 (Refuge Improvement Act; P.L. 105-57). Arctic National Wildlife Refuge (Arctic Refuge, Refuge) encompasses approximately 19.64 million acres of land and water in northeastern Alaska and is administered by the U.S. Fish and Wildlife Service (Service) as a unit of the National Wildlife Refuge System (Refuge System). ANILCA gave the Refuge 4 primary purposes:
• to conserve fish and wildlife populations and habitats in their natural diversity including, but not limited to, the Porcupine caribou herd (including participation in coordinating the Western Arctic caribou herd), polar bears, grizzly bears, muskox, Dall sheep, wolves, wolverines, snow geese, peregrine falcons and other migratory birds, and Arctic char and grayling.
• to fulfill the international treaty obligations of the United States with respect to fish and wildlife and their habitats.
• to provide, in a manner consistent with the purposes set forth in subparagraphs, the opportunity for continued subsistence uses by local residents
• to ensure, to the maximum extent practicable and in a manner consistent with the purposes set forth in paragraph (1), water quality and necessary water quantity within the Refuge.
The Tax Cuts and Jobs Act of 2017 added the following 5th purpose:
• to provide for an oil and gas program on the Coastal Plain.
ANILCA Title VIII provides a number of provisions to ensure that, consistent with other Refuge purposes, rural residents have the continued opportunity to use Refuge lands and resources to meet their physical, economic, traditional, and other needs.
In the Revised Comprehensive Conservation Plan (CCP) finalized in 2015, the Refuge committed to conducting “a historical access study, in cooperation with local tribal governments, Native communities, elders and the State of Alaska, to understand historical access patterns and inform management decisions on access” (2015 CCP, Chapter 2 Objection 4.6).
ANILCA provides that “use for subsistence purposes of snow machines, motor boats, and other means of surface transportation traditionally employed” (Section 811(b)) and “use of snow machines… motorboats, airplanes, and non-motorized surface transportation methods for traditional activities” (Section 1110(a)) shall be permitted subject to reasonable regulation. A study of historical surface transportation means traditionally employed to access the lands and waters that now comprise Arctic Refuge will help determine what activities have occurred on the Refuge, and where (if any) access may have traditionally occurred. An understanding of historical access will assist the Refuge in monitoring and managing current and future accesses.
For the purposes of this study, off-road (surface transportation) vehicles are as defined by 50 CFR 36.2.
Off-road vehicle means any motor vehicle designed for or capable of cross-country travel on or immediately over land, water, sand, snow, ice, marsh, wetland, or other natural terrain, except snowmobiles as defined in this section. It includes, but is not limited to, four-wheel drive or low-pressure-tire vehicles, motorcycles and related two-, three-, or four-wheel vehicles, amphibious machines, ground-effect or air-cushion vehicles, air-thrust boats, recreation vehicle campers, and any other means of transportation deriving motive power from any source other than muscle or wind. Off-road vehicles have yet to be determined to have been a traditional means of access for subsistence use on Arctic Refuge. No routes or areas have been designated for off-road vehicle use on the Refuge.
The focus of this study is “historical” access. For the purposes of this study, “historical” refers to access prior to the passage of ANILCA in December, 1980.
Project Location The Arctic National Wildlife Refuge (see map) and surrounding communities where residents may have historically accessed Arctic Refuge using off-road vehicles for subsistence purposes or other traditional activities. Communities that have been identified as having reasonable potential for historical access include: Arctic Village, Kaktovik, Venetie, Ft. Yukon, Chalkyitsik, and Wiseman.
Contractor Tasks
1. Produce a written document summarizing the history of where and what type (if any) motorized off-road surface vehicles were employed for subsistence and traditional activities on the Arctic Refuge, both prior to the passage of ANILCA (1980) and subsequent uses (if any occurred) since then.
2. Conduct the research in cooperation with the Alaska Native communities that historically accessed Arctic Refuge lands for subsistence purposes. Conduct research in cooperation with management partners and key stakeholder organizations including local ANCSA Corporations, and the State of Alaska.
A. The Principal Investigator will conduct a records and documents review including, but not limited to Refuge Narrative reports, previous planning documents such as Comprehensive Conservation Plans, and other research manuscripts and studies. This review will look for evidence of historical access methods and means for subsistence purposes that occurred prior to December 2, 1980, the date of the passage of ANILCA.
B. The Principal Investigator, in coordination with Refuge staff and in Consultation with the appropriate Tribal Governments, will conduct interviews in those communities that historically accessed Arctic Refuge lands for subsistence use. The Principle Investigator will interview willing local elders, subsistence users and other residents with knowledge of historical access for subsistence purposes. All information collected during interviews that is relevant to vehicle use of Arctic Refuge will be evaluated and consolidated into a final report. Any additional information collected during interviews that is not relevant to vehicle use on Arctic Refuge will be retained and made available to USFWS. If applicable, GIS data layers of any historic routes or travel pathways/areas will be compiled and provided to the USFWS in specified geospatial format.
3. The Principal Investigator shall prepare a report (see Exhibit A), which will include a comprehensive description with supporting evidence of historically used off-road vehicles (and locations) on the Arctic NWR. The Contractor shall provide to USFWS a draft report prior to issuing a final document. USFWS will review and provide comments on the draft report to the Contractor. The Contractor shall provide a revised report incorporating USFWS comments. When USFWS indicates that the draft report is sufficient for finalization, the Contractor shall provide a final report to USFWS in two formats: one copy in print, appropriately bound, with color figures, and an electronic copy in .pdf (Adobe) format. Any applicable or relevant GIS layers will be provided to the USFWS.
4. The Principle Investigator, during the course of literature research and any subsequent village visits, will document and record historic motorized access on Yukon Flats National Wildlife Refuge (Yukon Flats NWR map), by village of Venetie residents. While conducting village interviews in Venetie, information shall be collected for both Refuges (Arctic and Yukon Flats NWR). This data will be provided to the USFWS for inclusion in any future historic access assessments for the Yukon Flats Refuge, but need not be included in the Arctic National Wildlife Refuge final historical access report.
Constraints Site visits are/may be constrained by the following conditions: COVID-19 travel restriction may or may not be in place over the duration of this project including during the time period for the travel to the numerous communities to conduct interviews. When/if meetings are arranged with individual villages, the staff from the USFWS shall be notified by the Principal Investigator in advance. Village meetings may be conducted virtually regardless of any COVID-19 related travel restrictions imposed by individual villages.
Communications Throughout the projects planning, implementation, report draft and final draft writing phases, the Principal Investigator will communicate and coordinate with the Refuge Manager (or designee) on any issues, milestones, support needs or other considerations. The Principle Investigator will schedule and hold at least one meeting each month over the duration of the study with the Refuge Manager or designee.

Research and Investigation Methods: The methodology is described and is sufficient for the purpose of the investigation. At a minimum, the primary literature sources are highlighted, the dates and locations of the village visits are documented, the name of Principal Investigator and any USFWS personnel are included, and roles and names of contributing personnel (field/office) are included.
Research Results: The descriptions are clear, comprehensive and complete. Maps, figures and descriptions of any findings are provided for future management considerations.
References or Bibliography: Accurately and completely supports the references made within the body of the report.
Other content requirements:
Maps are included, either within the body of the report or within an appropriate appendix of the report. An in-text citation or reference links maps (and other figures) with the report narrative. At least one color map is presented, in either a figure or an appendix, depicting relevant geographic features of the Refuge and any access specific locations. All maps include a scale, a North arrow, and a legend specific to the presented map.
Photographs are included, either within the body of the report or within an appropriate appendix of the report. An in-text citation or reference links figures with the report narrative. Photographs are appropriate, clear, sufficiently labeled, and accurately described.
Aerial and Satellite Images are included, either within the body of the report or within an appropriate appendix of the report. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
