This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Kahuku, HI has a requirement for Concrete Crush and Process located at James Campbell NWR. The anticipated performance period is from 9/23/2022 to 10/31/2022.

This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2022-07. The NAICS code is 212319 and the small business size standard is 500 employees.

Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.

Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price. The vendor that submits the lowest priced quote, meeting the specification described in the SOW, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.

Please submit your quotation (showing unit and total price) on company letterhead or the enclosed SF- 1449 form with SAM.gov UEI code. and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number. STATEMENT OF WORK

Crush Concrete James Campbell Aquaculture Demolition Project

1. General:

1.1 Describes the project in general terms:

• Process and crush concrete at James Campbell Aquaculture Demolition Project site.

• Concrete is sorted and free of contamination

• Location: JCNWR, 56-795 Kamehameha Hwy., Kahuku, HI 96731

1.2 Purpose/End Application:

• Concrete has been broken and piled and must be processed down to 1 1/2” minus base coarse for use on roads and projects on the Oahu NWR Complex.

1.3 Contractor Qualifications:

• Contractor must be able to process concrete estimated at 8,250 tons to 1 1/2” minus base coarse at JCNWR, 56-795 Kamehameha Hwy., Kahuku, HI 96731.

2. Place of Performance and Period of Performance

James Campbell NWR, 56-795 Kamehmeha Hwy., Kahuku, HI 96731;

3. The desired start date is 23 September 2022 and estimated completion time is 31 October 2022.

2.1 Normal duty hours Monday thru Friday 7:00 a.m. - 5:30 p.m. However, JCNWR is closed to general public use and there are locked gates to enter. Therefore, close coordination with refuge personnel to enter/exit the refuge will be critical. In the event of emergencies, Contractor shall provide contact information.

2.2 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day). However, abnormal duty hours currently exist due to Covid-19 restrictions.

3. Scope

• Contractor shall be able to process and crush concrete to aggregate base coarse at 1 1/2” minus.

• 75% of the material has been processed to 3’x 3’ pieces, 25% of the material has been processed to 18” x 18” or less.

• Concrete is sorted, piled, and free of contamination

• In addition to the concrete crusher, contractor must provide all equipment and operators needed to preprocess large concrete pieces to 12-18” for feeding into the crusher.

• Contractor must provide their own water supply as needed in accordance with state and local clean air regulations. No water is available at the job site.

• James Campbell will provide diesel fuel on site for contractor equipment.

4. Deliverables and/or Delivery Schedule:

• Contractor shall contact the point of contact for the project and schedule time and date for set up and for gate codes to enter and exit the refuge.

• Operating hours are 0700-1730, Monday through Friday.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)

Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).

“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

1. Invoice billed according to contract line items and rates.

2. If final payment is billed, the last invoice shall state “FINAL”

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
