STATEMENT OF WORK

Solid Waste Hauling (NAICS 562111) Solid Waste Hauling at Various Locations at the San Diego Bay, Tijuana Slough, and San Diego National Wildlife Refuges, San Diego County, California

1. General:

1.1 San Diego National Wildlife Refuge Complex, 1080 Gunpowder Point Drive, Chula Vista, California 91910 has a need for periodic solid waste hauling including the pickup and disposal of trash, junk, personal items, litter, other household and landscaping waste at various locations at the San Diego Bay, Tijuana Slough, and San Diego National Wildlife Refuges (NWR), San Diego County, California.

1.2 Purpose/End Application: The purpose of this contract is to have “on-call” pickup and disposal of solid waste that has been illegally dumped, abandoned, discarded, or otherwise left behind on lands within the San Diego Bay NWR, Tijuana Slough NWR, and San Diego NWR. Dumping and illegal encampments occur at various locations, including but are not limited to, areas between Main Street and Saturn Boulevard and 13th and 8th Streets, and along Paradise Marsh and Connector Marsh and Lagoon Drive at the San Diego Bay NWR;

Saturn Boulevard and other locations at the Tijuana Slough NWR (Cities of National City, Chula Vista, San Diego and Imperial Beach); and Millar Ranch Road, Jamacha Boulevard, Jamul Drive, State Route 94, and Proctor Valley Road at the San Diego NWR (Communities of Spring Valley, Bonita and Jamul in unincorporated San Diego County and Chula Vista).

Illegally dumped or abandoned solid waste includes, but is not limited to, household trash, furniture, tents, tarps, clothing, cooking gear, litter, bicycles, mattresses, household appliances, landscaping waste, and palm fronds. Cleanup and disposal of hazardous wastes (e.g., sharps, human waste) are included in this contract. Disposal of abandoned vehicles is not included in this contract. All solid waste shall be disposed or recycled at an approved facility in accordance with local, County of San Diego, and State of California laws and regulations.

1.3 Contractor Qualifications: Contractor shall be licensed to clean up, and dispose of or recycle solid waste in accordance with local, County of San Diego, and State of California laws and regulations.

2. Place of Performance and Period of Performance

2.1 Places of Performance include various locations, including but not limited to, areas between Main Street and Saturn Boulevard and 13th and 8th Streets, and along Paradise Marsh and Connector Marsh and Lagoon Drive at the San Diego Bay NWR; Saturn Boulevard and other locations at the Tijuana Slough NWR; and Millar Ranch Road, Jamacha Boulevard, Jamul Drive, State Route 94, and Proctor Valley Road at the San Diego NWR. Refuge staff will be available to guide the contractor to the clean up site.

2.2 Period of Performance is one year from issuance of contract (base year), plus 4 option years.

The clean-up area is defined by the Refuge Manager or representative and is a discrete area where all of the visible solid waste shall be removed. The volume of the solid waste may range from a partial truckload to multiple truckloads. The contractor shall rake, shovel, use trash pickers, and/or other tools and methods within the cleanup area to ensure that smaller items of waste are removed. Cleanup and disposal of hazardous wastes (e.g., sharps, human waste) shall be done in a safe manner. While some locations are next to a road, the contractor may need to hand carry the solid waste to their truck. The contractor shall ensure that all loads are covered when on a public road or highway to prevent solid waste from escaping or being released from their vehicle. All solid waste shall be disposed or recycled at an approved facility in accordance with local, County of San Diego, and State of California laws and regulations.

Once started, the contractor shall complete the work within five days, depending on the size and volume of the cleanup area. Contractor shall dispose of the materials at an authorized solid waste or recycling facility. This work will be done as an “on-call” basis since needed disposal is sporadic and not on a regular schedule.

4.2 Contractor shall provide a statement of the volume in cubic yards removed for each on-call job location by email to the Refuge Manager or representative with each invoice.

5. Ordering
