Statement of Work Aviation Aerial Remote Sensing System for Monitoring Wildlife Populations

Background

We are investigating a promising research arena to address technical and safety concerns in estimating wildlife abundance and distribution to inform wildlife and habitat management decisions. These allow the collection of animal abundance and distribution data using sensors that collect thermal and high resolution electro-optical (Red, Green, Blue; RGB) imagery (Hollings et

al. 2018). Additionally, these sensors are deployed on a variety of platforms including satellites (e.g., Wang 2019), unmanned aircraft systems (UAS; e.g., Hodgson et al. 2017)), and fixed- and rotary-wing manned aircraft (e.g., Lamprey et al. 2020, Hennig et al. 2021). Estimation of animal abundance and distribution from data collected via aerial survey is a well-established technique and often used to provide information about population status of large mammals. However, it is also long recognized that collecting and interpreting aerial survey data is challenging owing to variation in detectability due to observer skill, environmental conditions, survey techniques and equipment, and habitat (Caughley 1974, Pollock and Kendall 1987). Additionally, collection of data via aerial survey can be hazardous and there has been a substantial number of aircraft incidents and accidents during the collection of animal occurrence data. Based on data collected between 1937 and 2000, aircraft accidents were the leading cause of death of wildlife workers (Sasse 2003).

Over the past decade, the region has invested personnel and equipment to develop and build the capacity to collect remote sensing data using fleet aircraft and commercial off the shelf sensors and GPS. Common products include multispectral orthomosaics, digital elevation modes, and point clouds. The system has been used to provide data for fire management, fish and population surveys, landcover classification, oil and gas, facilities, law enforcement, and visitor services. The system has been very cost effective, though projects have been limited do to the availability of system operator and the limited number of aircraft configured for the system. The purpose of this procurement is to obtain a sensor system compatible with the majority of fleet aircraft and reduce the complexity and need for a single specialized operator. Nearly all refuges in Alaska have a CubCrafter Top Cub CC18 aircraft. These aircraft can be equipped with a Tac Rack (STC SA02548SE) on the underside of the aircraft, to which the sensor payload can be attached and powered.

Scope

The sensor payload shall be mounted and powered by the Tac Rack (STC SA02548SE) and weigh no more than 65 pounds. The contractor shall provide flight planning software and pilot navigation as detailed in the requirements. The contractor shall provide the sensor payload as describe in the technical requirements.

Goal and Objectives

The aim of this project is to determine the benefits and limitations of full motion thermal and RGB camera system for surveying wildlife abundance and distribution with radio-collared moose as a proxy. The study will compare these thermal imagery sensor systems to existing survey protocols using human observers to detect moose, efficiency and safety of data collection and survey flight requirements, and efficiency of data reduction (i.e., time and effort of workflow following surveys to render data suitable for analysis).

Goal:

Evaluate the efficacy of thermal FMV (Full Motion Video) and EO (Electro Optical) camera system as an alternative and/or supplemental method to survey moose on the Kenai Peninsula. The thermal FMV and EO sensor array will be referred to as the “camera system”.

Objectives:

1. Estimate and compare detectability of the camera systems versus human observers for wildlife monitoring surveys of captive moose at the Kenai Moose Research Station (KMRS) and from radio-collared “wild” moose outside of the KMRS to determine best practices and broader applications (other animal species and landscapes) of camera systems by:.

a. Compare counts of human observers to camera system observations using “paired counts” in GSPE survey units.

b. Compare human versus camera system survey detectability and efficiency to increase survey temporal windows.

Methods

Location

Survey work will occur on the Kenai National Wildlife Refuge and nearby locations in Game Management Unit 15 (GMU-15). In particular, three sampling locations will be surveyed, description of the surveys can be found in the Survey section below and include: 1) four square mile fenced pens at the Kenai Moose Research Center (KMRC Surveys), 2) standard sampling units for the Geospatial Population Estimator (GSPE Surveys) in GMU-15 and within reasonable distances from Soldotna, AK, and 3) convenient locations within GMU 15 where radio-collared moose are detected (Detection of radio collared moose).

Surveys

Surveys are planned to occur over a one-week period during October 2022, determined by forecasted weather conditions. On Monday of that week, camera systems will be installed and tested. The remainder of the week will be devoted to survey missions involving two planes, one with camera systems and a second with human observers.

KMRC Surveys:

Both the camera system and human observers will survey the pens at the KMRC. Camera system surveys will be flown using initial best practices based upon pre-survey work. Human observer surveys will be flown using methods typical of those used during GSPE surveys for high density sample units (Kellie and DeLong 2006). If time allows and to provide minimal replication, surveys with both methods will be flown early in the week and again late in the week.

There are approximately 15 moose occupying the pens at the KMRC. All moose are fitted with GPS collars that record a position every 15 minutes, Detectability will be estimated from the total number of “known” moose in the pens and individual moose. We will also consider a habitat covariate in these detection estimates. To allow estimation in each of the sampling units, the location of each observed moose and the time that moose was observed will be recorded. Such data are readily available from the camera system. To capture these data from the human surveys it will be important to acquire data in a form to allow spatial comparison. To accomplish this iPads with the ERSI Collector application and base maps with the pens will be provided to observers. During the survey, observers will note the approximate location of each observed moose on the tablet. This will record the time and location of the moose and store the data in ArcGIS Online.

GSPE Surveys:

A total of 16 GSPE sampling units will be identified for surveys during this study. Sampling units will be chosen according to the following factors: likely high moose density, variety of habitat types, and proximity to Soldotna, AK. Each sampling unit will be surveyed using camera system and human observers. To ensure similar numbers of moose are available for detection in each survey, the paired surveys will be conducted within 2-hours of each other. Similar to the KMRC surveys, survey methodology for the human observers will be typical of those used during GSPE surveys for high density sample units and camera system surveys will be flown using initial best practices. Data recorded for each sampling will include: Crew, beginning and ending time of survey, numbers of moose observed by sex and maturity, observed moose GPS locations, altitude, airspeed, habitat type, cover density, etc. Survey conditions that affect sightability (e.g., light conditions, snow cover, sky conditions etc.)

Detection of Radio Collared Moose:

Several radio collared moose are within survey distance of Soldotna, AK. To acquire additional information on the detectability of the camera system, a telemetry flight will be conducted to locate collared moose and GPS locations of animals recorded simultaneously to camera system surveys.

Camera system moose detection rates will then be compared to “known” radio-tagged animals in the survey area. If, detection rate of “known” radioed animals is low, an additional mission may be flown to determine limitations to camera system detectability.

Camera System Requirements:

The camera operator will sit in the back seat of the CubCrafters aircraft and operate the system on a laptop or tablet. The operator should be able to search and detect moose in a one-mile swath where cover is limited. Once moose are identified, the operator should be able to either track the moose as an “object” or at the location the moose was seen. Additionally, the operator should be able to zoom in and see the “object” in both the EO and MWIR sensor. The video should be capable of being viewed live or recorded on a geo-referenced map. The operator should be able to take still geotagged images of objects on the ground such as moose. The operator should be able to create annotated waypoints of objects on screen.

The level of operator experience with these complex sensor systems in critical for a successful and thorough evaluation. Please include examples to demonstrate proficiency in system operation and examples of missions with comparable objective.
