Statement of Work
Arctic NWR Resource Selection Modeling of Moose
Project: Distribution, Movements and Spatial Ecology of the Moose (Alces alces) Population within the North Slope and Coastal Plain – Arctic National Wildlife Refuge
Statement of Need/Justification:
The primary goals of this project are: a) to gain a better understanding of migratory c) patterns, seasonal distribution, diet, demographic patterns, and the spatial ecology of moose inhabiting the North Slope and Coastal Plains of Arctic National Wildlife Refuge, in particular within and adjacent to the 1002 Area; b) to investigate the environmental factors driving these patterns so we can design viable management, conservation, and mitigation strategies; and develop and implement a systematic population monitoring methodology. Understanding the movement patterns and the spatial ecology of North Slope moose is critical to management efforts, especially in light of climate change, industrial development, and subsistence needs.
Moose are a highly valued subsistence resource and are a keystone species in northern food webs as prey for carnivores and are one of the dominant herbivores that shape vegetation and related ecosystem processes.
The Tax Cuts and Jobs Act (H.R. 1. 2017) enabled the establishment of an oil and gas leasing program within the 1002 Area of Arctic National Wildlife Refuge. Given the ecological and subsistence value of moose the U.S. Fish and Wildlife Service (USFWS), will identify critical information needs for moose relative to initiating an energy program.
Comments received in writing and at public meetings and consultations with the governments of the Northern Borough and Kaktovik question the Refuge’s estimates of the moose population, their distribution, and movement patterns. Kaktovik residents assert that the moose population is greater than USFWS spring surveys indicate and that moose spatial use and movement is not restricted to the northeastern reaches of the Brooks Range. They stress that this moose population utilizes the North Slope to the west and the Coastal Plain, including the 1002 Area. Other than a study conducted in the mid-1990s and limited aerial surveys conducted within the eastern Brooks Range, no recent studies of moose have been conducted on the North Slope or Coastal Plain. Little is known regarding moose movements, habitat use, and spatial ecology across the North Slope and Coastal Plains. Additionally, given habitat changes concurrent with climate change, field observations suggest moose will likely expand their range and shift habitat use patterns. We cannot begin to address these important questions and issues without initiating a systematic study of the spatial and population ecology of this moose population.
The moose population on the North Slope and Coastal Plain of Arctic National Wildlife Refuge exists at the extreme northern edge of their range and potentially exhibits different habitat use and movement patterns, diets, and population dynamics compared to moose populations in more commonly used habitats such as interior Alaska. In cooperation with the National Park Service, the Bureau of Land Management, and the University of Alaska, we will implement similar approaches and protocols in our respective moose studies across a broader region, thus expanding the area for which our conclusions may be valid and increasing the power of our analyses.
This project will improve our understanding of a) moose ecology including habitat use, behavior, diets, and demographics; b) help us identify important corridors of movement and measures needed to maintain landscape connectivity into the future; c) enable us to address concerns of the local community; and d) allow us to better identify and monitor impacts of climate change and industrial development on the moose population and spatial ecology and help identify mitigation measures.
Tasks and Products:
Vendor will develop Resource Selection Models to identify landscape and environmental factors explaining resource selection for migration behavior and summer and winter habitat selection. They will use a step-selection function (SSF) using a conditional logistic regression model, or discrete choice model, with animal-years as strata to select the best covariates associated with moose GPS locations.
Vendor will:
Task Description/Products
1. Review datasets, evaluation of spatial, define study area and sample unit, introductory meetings
Expect to use animal-year as sample unit;
moose locations during summer, winter, and migration season; Ensure spatial scale (order of selection) will meet study objectives; Review study objective, study area and sample unit
2. Evaluate Spatial covariates and data formats
Determine list of covariates; ensure base layers are spatially enabled
3. Develop model formulation
Determine model form, consider finer aspects of model evaluation
4. Extraction of covariate values
Assign values to all steps and target available points in the choice sets
5. Fit univariate models Initial model coding and fitting to ensure model is behaving as expected; review model output for validity
6. Comparison and testing of competing multivariate models
Evaluate competing models and determine their relative value
7. Model selection for multivariate models
Determine and conduct model selection procedure and identify the best model
8. Create output figures of response surfaces
Generate visual depiction of relationship between covariates and movement
9. Create tables and figures Produce tables and figures summarizing results of model(s)
10. Create maps of model predictions
Generate predictive maps, rasterize covariates in final model
11. Document methods Written description of methods used to estimate SSF
12. Development of R-code R-script with each line of code thoroughly described and annotated
Period of Performance:
This Contract is for a base year with three additional option years.
