Invasive European Green Crab Rapid Response Drill and Planning for Alaska
1. Background
The U.S. Fish and Wildlife Service’s (Service) - Alaska Region (Region) is particularly vulnerable to the expansion of invasive species because of rapidly changing habitat suitability caused by changing climate and increasing development and human-mediated pathways (USFWS 2017). Currently, infestations are relatively few, yet new infestations and species are detected annually (Schwoerer et al. 2021). The Service, the State of Alaska (SOA), and other partners have developed a multi-jurisdictional early detection and rapid response (EDRR) framework that can address capacity gaps (staffing and information) and improve coordination between partners. As part of this effort, partners prioritized a rapid response drill for European green crab (Carcinus maenas) (EGC), given the species’ current proximity (< 90 miles) to Alaska in British Columbia, Canada, and multiple introduction pathways via international and domestic shipping.
Marine and nearshore waters in Alaska are critical for survival of species of socioecological importance (McCabe and Konar 2021). Most marine waters in Alaska have fewer invasive species than similar environments in the contiguous 48 states (Schwoerer et al. 2021). In 2017, EGC was ranked number 2 of 46 species of greatest threat to Alaska (Reimer et al.
2017). Contributing factors to this ranking highlight potential to alter nearshore habitats that are critical to trust resources that the Service contributes to management of throughout Alaska. ECG can negatively impact subsistence, recreational, and commercial species through habitat degradation and native species displacement. Habitats that have potential to be negatively impacted by the EGC include estuaries, eelgrass beds, rocky intertidal, and nearshore ocean. These areas are utilized by Service trust resources including anadromous fishes, seabirds, waterfowl, and ESA-listed Northern sea otter (Enhydra lutris).
Currently, partners in Alaska, Canada and the lower 48 have an outdated response plan that would not provide sufficient response framework if ECG were to arrive in Alaska. A response plan for EGC that integrates lessons learned from a rapid response drill and identifies key partners as part of a rapid response strike team is urgently needed to ensure that stakeholders have the resources to effectively mitigate the threat from EGC. Education and outreach lessons taken from the response drill will provide stakeholders and Alaska Native Tribes with relevant processes for prevention of introduction, and EDRR to an incipient population of EGC. Lessons learned from the response exercise and plan development will be shared at professional conferences to provide other entities guidance in implementation of rapid response to incipient populations of invasive species. A core exercise planning team [Service, SOA, and Kachemak Bay National Estuarine Research Reserve (KBNERR)] has been developing the initial stages of the project over the last year and is prepared to move towards drill implementation in fall 2023.
2. Objectives/Criteria for Success
Period of Performance Oct 1 2022 – Dec 31 2023
The Service and Partners involved in the project aim to increase readiness for response to invasion of European green crab (EGC) in Alaska through multiple means including: (1) conducting a rapid response drill to ensure that all partners can systematically and uniformly execute response procedures, (2) updating the statewide rapid response plan to reflect lessons learned from the rapid response drill, and (3) development of ECG fact sheets and a video of response drill highlights for the Service and partners to strategically distribute to increase awareness and capacity of stakeholders in rapid response.
Multiple metrics will be employed to assess efficacy of project implementation. The type and number of partners participating in the rapid response drill, as well as their geographic distribution, will allow assessment of the reach of the information from the project. The number of organizations promoting the project summary video, along with number of online views will be used to assess engagement. The number of organizations adopting a proactive approach to ECG preparedness based on principles outlined in the Rapid Response Plan will reflect the reach of the document. An increase in community-based early detection monitoring events and interest by coastal communities to host future response drills will be used to demonstrate impact of this project. Should EGC be detected, the degree of ease of implementation of rapid response procedures will speak to the efficacy of the rapid response plan. Finally, staff at Islands and Oceans Visitors Center at Alaska Maritime National Wildlife Refuge will be able to assess engagement by track the number of interactions at the exhibit regarding the impact of ECG to trust Service resources.
3. Methodology
We propose to host a facilitated response exercise in Homer, AK over a five-day period in summer/fall 2023. During this drill, the Service and ~22 partners from Alaska, Canada, and the Pacific Northwest will collaborate to implement rapid response and eDNA monitoring protocols. Partner roles and responsibilities, and communication pathways will be identified for optimal function prior to detection of EGC in Alaska. Since the mid-2000’s, partnerships amongst these entities have been established through the Western Regional Panel on Aquatic Nuisance Species Coastal Committee and the Pacific EGC working group. Regional partners’ support for this project is evidenced in their willingness to participate in planning and implementation.
Timeline of activities to accomplish project goals are as follows:
Alaska European Green Crab Rapid Response Plan o Facilitator will analyze and review 2009 Early Detection and Rapid Response
Plan for EGC in Alaska (response plan).
o Facilitator will develop a 3–5-page report of recommendations for bringing the rapid response plan in line with incident command system (ICS) principles, methodology and best practices.
o Facilitator will convene an in-person meeting, conference call, or webinar with all project partners in fall 2022 to review and discuss report of recommendations to improve response plan. Project partners will work with facilitator to develop a short and long-term action plan for response plan improvements. Facilitator will make short-term improvements, constituting an 80% draft response plan, contingent upon approval by project partners.
o Facilitator will coordinate monthly, and more as needed, to plan improvement meetings with project partners.
o Project partners will implement and evaluate 80% draft response plan during 5-day exercise, compiling notes on strengths, weaknesses, and opportunities for improvement via surveys to be included in the exercise after-action report.
o Facilitator will convene an in-person meeting or conference call with project partners to review and discuss after-action report and findings following the exercise. Facilitator will develop an action plan with project partners for response plan improvements to address noted issues. Response plan improvements will be made by the facilitator culminating in a final updated response plan contingent upon approval by project partners.
European Green Crab Rapid Response Exercise Planning o Facilitator will organize an initial planning meeting with core project partners
(exercise planning team) to define and document exercise objectives involving both discussion-bases and operational-based components of EGC response.
o Facilitator will develop and document an overall schedule/timeline and exercise planning milestones with the exercise planning team. Additionally, the facilitator will assign leads, check-ins, and process for achieving exercise objectives.
o Approximately 50% through the meeting planning process, the facilitator will convene a midterm planning meeting with the exercise planning team to provide an opportunity to engage additional stakeholders.
o Facilitator will coordinate and schedule at least monthly planning meetings with the exercise planning team.
o Facilitator will develop all materials necessary to implement the discussion-based and operational objectives through materials such as an exercise participant handbook.
European Green Crab Rapid Response Exercise Implementation o Facilitator will provide a videographer throughout the discussion-based and operational-based exercises to document the project. The videographer will selectively interview project participants to discuss the importance of the invasive species issue, response and readiness, and the value of the project.
o Facilitator will provide an approved ICS and Homeland Security Exercise and Evaluation Program (HSEEP) trainer and subject matter expert to be present throughout the discussion-based and operations-based exercises to provide guidance, observation, and review of the exercise.
4. Expected Results, Outcomes, and Potential Benefits
This response drill will be the first of its kind in Alaska. EGC invasion is imminent in the state, and this project will help direct future decision-making and foster organized response with greater than eleven partnering organizations from Alaska, Canada, and the lower 48 when EGC arrives in Alaska. The drill will direct Alaska partners to work within their roles to rapidly respond to EGC, providing an opportunity to understand duplication or gaps in authorities. Topics addressed in a report of lessons learned will include use of and evaluation of communication and sampling equipment, feasibility of deploying new protocols, and communication planning. These will contribute to streamlining the process of implementation of response to an invasion. Maps generated to identify vulnerable coastal areas will inform future community-based early detection monitoring. Documentation of the drill will be used in perpetuity to educate partners on effective implementation of a rapid response, and future drills for marine invasive species.
The response drill has multiple areas of alignment with National Priorities. Most prominently, a framework for Service employees to assist in a coordinated response to ECG with other partners does not exist. This increase in FAC capacity would define the Service’s level of involvement in management of EGC response. Given the threat ECG poses to trust resources it would be prudent that the Service be involved in management of response.
Coordinated rapid response contributing to suppression of ECG and public education associated with the rapid response framework would both align with national FAC AIS program initiatives. The Aquatic Nuisance Species Task Force (ANSTF) identified development of AIS management plans and development of detection tools for marine and coastal species as research priorities in November 2021. The rapid response plan developed through this project would employ detection and control measures at the site of an infestation. Evaluation of the efficacy of control measures and other response processes through an adaptive management lens is linked to research goals identified in the ANSTF 2020-2025 Strategic Plan. Alaska Native tribes in southeast Alaska will be the likely first place of introduction and have been heavily vested in monitoring. They will be key partners in drill and response plan implementation. Finally, the Department of the Interior (DOI) has focused attention on some of the invasive species issues in Alaska as an initiative with a terrestrial and freshwater focus. Contributions by the DOI to a marine invasive species issue with considerable economic, ecological, and cultural implications for Alaska would diversify the portfolio of contributions in a manner that acknowledges the full complement of urgent invasive species threats to the state.
5. Deliverables
An updated rapid response plan for EGC that establishes response procedures based on ICS that reflects lessons learned from the drill integrating current literature regarding ecology of EGC will be provided to the FES Program. Intra- and interagency distribution of the response plan will assist the FES Program and partners in protection of trust Service resources at risk from EGC.
Two 2-page fact sheet summaries of the drill and EGC ecology will be provided to the ES Program and project partners to disseminate. This drill would serve as a template for the ES program to implement in preparedness for disaster response outside of the invasive species realm (e.g. oil spills) that would impact trust Service resources.
After-action report summarizing the discussion-based and operations-based exercise activities, observations, evaluations, and improvements/corrective actions will provide FES office and partners with guidance regarding potential issues faced in implementation of a drill for any disaster impacting trust Service resources in Alaska.
Facilitator will convene meeting with project partners to discuss after-action report and improvements/corrective actions following the exercise. Exercise planning team will develop a short and long-term action plan for plan improvements to address noted issues.
Action plans will be provided to FES Program to provide further insight on planning future drills.
Facilitator and videographer will provide a 5-10 minute fully edited summary exercise highlight video combining footage of the discussion-based and operations-based exercise with selected interview footage from project participants. All edited and raw unedited video files will be provided to the FES Program at project end. All use and rights to video products and use will belong to the FES Program. This video can be shared with intra- and interagency partners to highlight the value of this type of exercise as a method of increasing capacity for response preparedness.
