Non-personal services: The contractor shall provide Janitorial Services for the U.S. Fish & Wildlife Service, FWS Alaska Peninsula/Becharof NWR located at Brown Bear Road Bldg. #4, King Salmon AK 99613, in accordance with the following Statement of Work:
GENERAL:
Areas and surfaces shall receive the cleaning, care, and treatment specified at the frequency designated below. The Contractor shall perform janitorial services in all designated spaces including, but not limited to, hall, offices, bathrooms, work areas, entrance ways, lobbies, storage areas, elevators, and stairways.
The Contractor shall furnish all managerial, administrative, and direct labor personnel necessary to accomplish the work in this contract. The Contractor is required to develop and maintain a checklist of duties and shall leave a completed copy of the form on the desk of the Complex Representative each time services are completed. The contractor’s employees performing the work shall sign and date the form prior to leaving the building. One or mor offices may be locked at any time. If an office is locked for security reasons, the Contractor is not required to clean that locked office. The Complex Representative will notify the Contractor which offices do not require weekly cleaning.
WEEKLY SERIVCES FOR HEADQUARTES BUILDING – THE FOLLOWING SERVIES WILL BE PERFORMED
WEEKLY:
1. Empty all wastebaskets, including shredder, and replace liners.
2. Dust mop and wet mop all tiled floors including stairways and restrooms. Move chairs, boxes, wastebaskets, coat racks, and etc. in order to work on the tiled floors. Replace all of the above to original position upon completion. When completed, the floors shall be free of dust, mud, sand, footprints, liquid spills, and other debris.
3. Vacuum all carpeted floor surfaces. Move chairs, boxes, wastebaskets, coat racks, and etcetera as needed in order to work on the carpeted floors. Replace all of the above to original position upon completion. Spot-clean carpets as spots and stains occur.
4. Dust furniture, desktops, tables, bookcases, picture frames, and the front and top of file cabinets. All furniture shall be free of dust, dirt, and sticky surfaces and areas. Only dust open surfaces. Do not disturb materials placed or stored there.
5. Dust window sills, door sills, and heater vents.
6. Remove fingerprints, streaks, and marks from light switches, doors, handles, kick/puch plates, and glass surfaces around the public entrance of the Headquarters’ building.
7. Clean drinking fountains.
8. Clean and sanitize kitchen sink, countertop, cabinets, stove top, microwave inside and outside, and wastebaskets.
9. Refill paper towel dispensers in kitchen.
10. Check and replenish toilet tissue (leafve spare rolls in all bathrooms), paper towels, hand soap, etc.
11. Thoroughly clean and sanitize bathrooms (including bathroom in the maintenance shop); sinks, toilets, urinals, mirrors, partitions, shower stalls, fixtures, and countertops. All surfaces chall be free of grime, soap scum, mold, and smudges.
12. Remove dust accumulations or cobwebs from walls, corners, etc.

13. Remove all trash and transport it to the dumpster located near the headquarters building next to Building 7.
14. Dust all Venetian blinds.
15. Clean all smudges, fingerprints, streaks, and marks from all display cases.
16. Dust top of all display cases. All display cases shall be free of dust, dirt, and sticky surfaces and areas.
SEMI-ANNUAL SERVICES FOR HEADQUARTERS:
1. Wash windows on the inside including both glass surfaces in doors. When complete, the inside window surfaces shall be free of smudges, lint, streaks, film, dirt, and water.
2. Strip and wax all tiled floors including stairways and restrooms; appl new wax and buff floors.
Move chairs, boxes, wastebaskets, coat racks, and etc. in order to strip and wax entire floors.
Replace all the above to original position upon completion.
3. Machine shampoo all carpet. Move chairs, boxes, wastebaskets, coat racks, and etc. in order to shampoo entire floor. Replace all the above to original position upon completion. Desks and file cabinets do not need to be moved.
ANNUAL SERVICES FOR HEADQUARTERS:
1. Wash outside window surfaces. When complete, the window surface shall be free of smudges, lint, streaks, film, dirt and water.
PERIOD OF PERFORMANC: The period of performance for this contract will be 1-year:
• Base Year: September 1, 2022 through August 31, 2023
• Option Year One: September 1, 2023 through August 31, 2024

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

52.236-13 Accident Prevention Alternate I (Nov 1991)
(a) The Contractor shall provide and maintain work environments and procedures which will --
(1) Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities;
(2) Avoid interruptions of Government operations and delays in project completion dates; and
(3) Control costs in the performance of this contract.
(b) For these purposes on contracts for construction or dismantling, demolition, or removal of improvements, the Contractor shall --
(1) Provide appropriate safety barricades, signs, and signal lights;
(2) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910; and
(3) Ensure that any additional measures the Contracting Officer determines to be reasonably necessary for the purposes are taken.

(c) If this contract is for construction or dismantling, demolition or removal of improvements with any Department of Defense agency or component, the Contractor shall comply with all pertinent provisions of the latest version of U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385- 1-1, in effect on the date of the solicitation.
(d) Whenever the Contracting Officer becomes aware of any noncompliance with these requirements or any condition which poses a serious or imminent danger to the health or safety of the public or Government personnel, the Contracting Officer shall notify the Contractor orally, with written confirmation, and request immediate initiation of corrective action. This notice, when delivered to the Contractor or the Contractor’s representative at the work site, shall be deemed sufficient notice of the noncompliance and that corrective action is required. After receiving the notice, the Contractor shall immediately take corrective action. If the Contractor fails or refuses to promptly take corrective action, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall not be entitled to any equitable adjustment of the contract price or extension of the performance schedule on any stop work order issued under this clause.
(e) The Contractor shall insert this clause, including this paragraph (e), with appropriate changes in the designation of the parties, in subcontracts.
(f) Before commencing the work, the Contractor shall --
(1) Submit a written proposed plan for implementing this clause. The plan shall include an analysis of the significant hazards to life, limb, and property inherent in contract work performance and a plan for controlling these hazards; and
(2) Meet with representatives of the Contracting Officer to discuss and develop a mutual understanding relative to administration of the overall safety program.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice. Vendor to attach supporting documents with invoice:
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
