STATEMENT OF WORK: FY 2022 Sericea treatment Background:
Marais des Cygnes National Wildlife Refuge (Refuge) is a 7,400-acre area located near Pleasanton, Kansas -- 45 miles south of Overland Park, Kansas. The Refuge is named after the Marais des Cygnes River that runs through the heart of the Refuge and is the dominant natural feature of the region.
The Refuge was established in 1992 for the protection and restoration of bottomland hardwood forest. Much of the Refuge that lies above the floodplain is comprised of forest, grassland, and former cropland. Tallgrass prairies are found throughout the Refuge. They are limited in size and number but are very important to pollinators and migratory birds that move through the Refuge. Since 2000, the Refuge has replanted 574 acres of native grasses and forbs on former agricultural fields. These plantings were dominated by grasses due to the expense of forbs. Refuge prairies contribute to the local diversity, provide habitat for grassland birds and native pollinators, and allow rest for the native forbs with the absence of haying pressure.
The Refuge is focusing efforts to control invasive vegetation, primarily Sericea lespedeza (Lespedeza cuneata) in native and restored prairies on the Refuge. Sericea threatens the more than 1,100 acres of tallgrass prairie and grasslands on the Refuge, including prairies that contain the federally listed Mead’s milkweed. Tallgrass prairie is one of the most threatened ecosystems in the continent, with less than 1% of the original range remaining.
Sericea has been declared a noxious weed in Kansas and is an aggressive and serious threat to our native prairies and the lands and operations of adjoining private properties. Refuge management has aggressively and annually conducted systematic invasive species control work in pursuit of enhancing and protecting refuge prairies. Results to date have been encouraging but expanded and continued efforts are necessary.
The proposed project supports the Regional Director's priority for Ecologically Sustainable Management. As the Service addresses the invasive problems on refuge lands, it supports the efforts on adjoining private and State (Kansas Department of Wildlife and Parks) lands, as well as publicly recognizing the importance of the State and County noxious weed lists. Recovering and protecting the Refuge prairies and the wide array of native grasses and forbs will, in turn, provide umbrella benefits to numerous migratory songbirds, gamebirds, pollinators, and other local fauna.
Objective:
Commercial spot and broadcast spraying of Sericea lespedeza during the mid to late summer treatment season (July to September), with start date to be scheduled with refuge staff no later than August 1, 2022. Cost should be estimated per acre and per priority. This cost includes all needed supplies (chemical, equipment, additives) - the refuge will not supply additional materials. While the refuge will not supply chemical, the type and rate of application will be determined by refuge staff according to current land management practices, seasonal and ambient condition appropriateness, and chemical manufacturer standards. All work will be conducted on the Marais des Cygnes National Wildlife Refuge in Linn County, Kansas.
The area for potential spraying includes a total of 1,095 acres, with prioritization of work areas designated on the map below. Bids should be submitted for total cost for Priority 1 (225 acres), with by-area options for Priority 2 (370 acres) and Priority 3 (500 acres) included individually so that those areas can be included should time and funding allow. Descriptions of the condition of each area follow the map, however contractors are cautioned to take time to survey each area themselves prior to submitting bids for a more accurate assessment of the condition and the time intensity of work involved with each. Please Note: Priority order has changed since FY21.
Herbicide Treatment FY22 Priority areas for treatment of Sericea lespedeza
Priority 1 (blue) - 225 acres Priority 2 (orange) - 370 acres Priority 3 (yellow) - 500 acres
See full description in Scope of Work for details
Descriptions for work areas:
Priority 1, 225 acres: As a newly acquired property for the refuge adjacent to low priority shrubland transition areas, this area is very dense with Sericea. Treated in 2021 and very little prior to that, most or all this area should be treated by boom spraying.
Priority 2, 370 acres: These restored prairie acres are a high priority for the treatment of invasives on the refuge. The area has received herbicide treatment annually for the last several years. Work in this area will be spot spraying, with a small area east of the visible wooded draw that will be left out of treatment due to the presence of a trust species. On site review with refuge staff will include visiting this site so that all parties understand the location and areas to exclude. Density of Sericea in this location is highly variable and treatment should be spot spraying almost exclusively.
Priority 3, 500 acres: This area is in transition to a shrubland ecotype but still has patches of Sericea present. Treatment in this area would be primarily spot spraying. Treatment of this area has been applied most years as conditions and time have allowed.
