USFWS Seabird Risk Assessment and Translocation Plan for Hawaii and the Pacific Islands
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, has a requirement for Seabird Risk Assessment and Translocation Plan for Hawaii and the Pacific Islands per included Statement of Work.
This Request for Quotation (RFQ) is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2005-101.
The NAICS code is 541620 Environmental Consulting Services and the small business size is $16.5 million.

Award will be made as a firm-fixed-price contract. The basis of award is the lowest price determined fair and reasonable Award will be made to a responsible source pursuant to FAR subpart 9.1.

Seabird Risk Assessment & Translocation Plan for Hawaii and the Pacific Islands
STATEMENT OF WORK
Project Purpose:
The Seabird Risk Assessment and Translocation Plan for Hawaii and the Pacific Islands will assess risk and prioritize translocation activities for species of seabirds that nest on low-lying islands in the Pacific that are at risk of over-wash or inundation from sea level rise. This plan will be a relatively high-level effort to assess the risk to species nesting on low-lying islands and prioritize those species in greatest need of relocation. The effort will involve assessing the most at-risk islands in light of current climate models and sea-level rise projections. The plan will identify species for which translocation will be an important tool for the conservation of those species, prioritize those species based on their vulnerability, assess opportunities and challenges to moving those species, and identify possible translocation receptor sites for each species. The plan will also identify partners for the conservation of these species through translocations. The plan will estimate costs associated with complete implementation of the plan, by species; it is acknowledged that these will include many unknown variables that could affect real project dollars. Nonetheless, they will serve the purpose of giving project partners a ballpark estimate of what a complete effort will take. This plan would not describe translocation methods or techniques, the ‘How’ of translocation such as animal capture, transport, and husbandry. Rather, this plan will discuss the ‘Why’ (briefly), the ‘What’, ‘Where’, ‘Who’, and ‘By When’, of translocations. We anticipate a very efficient document that takes a high-level approach. The information contained in the Plan will be used to facilitate development of study proposals or plans of action as opportunities arise.
Project Scope:
The geographic scope of this plan includes Hawaii and all Pacific islands under jurisdiction of the United States of America. These are: the main Hawaiian Islands, (Hawai‘i island, Kaua‘i, Maui, O‘ahu, Moloka‘i, Lanai’i and Kahoolawe) and their islets; islands within the Pacific Reef Refuges (Baker Island, Jarvis Island, Howland Island, Kingman Reef, Johnston Atoll, Palmyra Atoll, Wake Atoll, Mariana Trench, Mariana Arc of Fire, and Rose Atoll); American Samoa; and Guam. This plan will not be limited by land ownership or administration: All suitable translocation sites will be considered regardless of ownership.
Statement of Need:
Considering sea level rise predictions and climate change models, many nesting islands of seabirds in the Pacific will either be inundated, or experience frequent over-wash as a result. The low-lying Pacific atolls are especially at risk of inundation. Loss of seabird breeding habitat due to storm surges and over-wash have already occurred. In 2018, East Island in French Frigate Shoals was almost entirely washed away by storm surges from Hurricane Walaka. On Midway’s Sand Island, albatross nests and nesting habitat are regularly lost to overwash, especially for species such as black-footed albatross nesting closer to the beach.
Some seabirds rely in whole or in part on the existence of these nesting islands to breed; that is, current information suggests that these species currently breed in relatively few locations, and many of them are at risk of loss over the next few years. Without intervention, some species may suffer devastating population losses, or are at risk being lost altogether. Translocating seabirds has a history of recent successes upon which, when implemented, this plan would build.
Public Benefit:
The U.S. Fish and Wildlife Service manages migratory birds for the benefit of the American public. Our role is to ensure the conservation of 1098 species of birds protected under the Migratory Bird Treaty Act, in keeping with four international treaties. Translocation opportunities for Threatened and Endangered species listed under the Endangered Species Act will also be considered, with reference to each species’ recovery plan. The actions proposed in this plan, when implemented, will benefit the American people by perpetuating the existence of seabirds whose breeding is threatened by sea level rise and other climate change effects.
USFWS Role:
USFWS personnel will be involved in reviewing all drafts, rough and final, suggest course changes when necessary, and generally assist with the developing the final to match the overall concept of the plan. As such, we will have an active hand in its development.
Goals/objectives
Objective. Produce a concise and actionable Plan that when implemented, will guide and achieve significant conservation gains for seabirds in the Pacific using translocation as a tool.
The process of drafting these five elements may involve workshops during which seabird experts, translocation practitioners, and land managers would be guided through scenarios to prioritize species and sites. The following five elements will be included.
Task 1.1: Risk Assessment The Plan will include a Risk Assessment, during which multiple factors will be considered.
These will include population size and status, level of threat due to sea level rise and other factors, expected timeline of inundation of island breeding sites, significance of populations relative to global populations, and other factors. The result will be a holistic prioritization of Pacific seabird species that would immediately benefit from translocation.
Task 1.2: Receptor Site Identification The Plan will identify sites on high islands suitable to receive translocated individuals.
Considerations will include land ownership, predators, invasive species, soil type, vegetation type, human disturbance, light pollution, development, and any other factors that could affect reproduction and survival at the site. Additionally, effects on existing species at the receptor site will be identified and considered in order to avoid impacts to existing ecological communities. If needs exist to make receptor sites safe or suitable, these will be identified as well. These needs may include predator proof fencing, long term conservation easements, predator control, invasive species control, or surveys to identify threats.
Task 1.3: Identify Partners and Roles
Translocation of seabirds has become a viable conservation action due to the work of partners in Hawaii and internationally. Partners will include state and federal agencies, universities, conservation organizations and other partners. These will include partners who own or manage of lands that seabird might be collected from or translocated to, practitioners qualified to conduct translocation of seabirds, or researchers of translocation, among others.
Task 1.3: Cost Estimate The Plan will estimate the cost of translocations for the purpose of identifying the funding need to implement these actions. Estimates will consider the cost of collecting seabirds for translocation, transport to the receptor site, personnel costs, care and feeding of translocated individuals, and any management needed at the receptor site to make the site suitable to receive a translocation.
Task 1.4: Identification of Step-down Products This Plan will be a high-level assessment and prioritization, and inevitably will spawn step-down products with more detail about individual aspects of the elements listed above. For example, species-specific and site-specific step-down plans may be needed to specifically describe site-specific management needs to prepare a site for a translocation. These future step-down products will be identified, listed and briefly described. The list need not be exhaustive, and will likely include needs that arise during the planning process.
Project Activities, Methods and Timetable:
Deliverables:
The primary deliverable will be the Seabird Risk Assessment & Translocation Plan for Hawaii and the Pacific Islands as described above with an estimated length of 35 pages or less, in Times Roman, 11 or 12 pt font. The final document can be in MS Word, and delivered as an electronic file rather than printed. Figures and maps will be included as necessary to more concisely convey information in the text. Images of the species or island environments are not necessary, however might be included to enhance the overall look of the plan or to convey certain points made in the text.
Timeline:
Because of the pressing need to implement translocations to avoid loss of seabird breeding habitat, the proposed timeline is delivery of the Plan in 10/01/2022, with period of performance of 12/31/22 to include time for invoicing etc.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Local Clauses
1452.201-70 Authorities and Delegations (Sep 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If final payment is billed, the last invoice shall state “FINAL”
3. If partial payment is billed and the invoice states a lump sum, the invoice shall include an itemized breakdown and narrative progress summary of the work performed during this invoice period.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date.

Internet Protocol version 6 (June 2012
1. Any system hardware, software, firmware and/or networked component (voice, video or data) developed, procured, or acquired in support and/or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products.
2. Specifically, any new IP product or system developed, acquired, or produced must:
a. Interoperate with both IPv6 and IPv4 systems and products, and
b. Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.
3. As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government.
The Contractor shall retrofit all non-IPv6 capable equipment, as defined above, that is fielded under this contract with IPv6 capable equipment, at no additional cost to the Government.
4. The contractor shall provide technical support for both IPv4 and IPv6.
5. Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.
6. Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.
