This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, Red Bluff, CA has a requirement for Janitorial Services located at 2411 Coleman Fish Hatchery Road, Anderson, CA. The anticipated performance period is from October 1, 2021 to September 30, 2026. The performance period includes a one-year Base period and 4 one-year option periods (if exercised).
This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2021-06. The NAICS code is 561720 and the small business size standard is $19,500,000.
Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.
Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA), see technical acceptability requirement below. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1. Options will be evaluated in accordance with FAR provision 52.212-2 – Evaluation -- Commercial Items.
Technical Acceptability: Vendor must have 3 years’ experience with a contract of similar scope. Vendor must submit documentation with their quote that they meet or exceed this requirement.

Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number.

STATEMENT OF WORK
Performance Based Acquisition
Janitorial Services
1. General:
1.1 The US Fish and Wildlife Service, Red Bluff Fish and Wildlife Office (RBFWO), 10950 Tyler Road, Red Bluff, CA 96080, has a requirement for performance based janitorial services from October 1, 2021 to September 30, 2026 (Base and Option Years if exercised) at our main office and our Anderson Field Office (AFO) located at the Coleman National Fish Hatchery, 2411 Coleman Fish Hatchery Road, Anderson, CA 96007. The contractor is responsible for planning, scheduling, coordination and assuring performance and effective completion a=of all work under their contract.
1.2 The areas to be cleaned are the offices in all the RBFWO buildings (Administration, Annex, Conference, Bungalow, Warehouse and Garage/Shop), kitchenette areas, storage/utility rooms, restrooms in all 5 buildings and the AFO building (which includes 2 restrooms, 4 rooms and a kitchen).
1.2 Conduct: At a minimum, the contractor is required to take all steps and measures that would be taken by a prudent building owner to maximize the life expectancy of the building and property. All work must be scheduled and performed.
1.4 Security of Premises: The contractor shall turn off lights, and secure doors, as appropriate for all areas pertinent to contractor’s access. The government will provide all keys and success codes to the facility buildings, which shall not be duplicated. The contractor shall establish and implement methods of ensuring that these keys and codes are not lost or misplaced and not used by unauthorized persons. They will be returned upon completion of the contract. Each building is tied to a central alarm system. The contactor is responsible for disarming and arming each alarm as each building is entered or exited. The main gate to the complex has a lock and will have to be unlocked, opened, closed and locked by the contractor upon entering and exiting the premises. The contractor shall report to the COR or technical coordinator any instance of problems encountered while on-site.
1.5 Safety Measures: The contractor will put om place safety measures to reduce the risk of injuries in the performance of work.
1.6 Accident Reporting: The contractor shall immediately report all accidents/injuries of persons or property to the COR or technical coordinator and cooperate fully in any investigation necessary.
2. Place of Performance and Period of Performance
2.1 The US Fish and Wildlife Service, Red Bluff Fish and Wildlife Office (RBFWO), 10950
Tyler Road, Red Bluff, CA 96080 and the Anderson Field Office Field Office, a 14’ x 66’ Fleetwood Mobile Home (925 sq. ft.), located at the Coleman National Fish Hatchery, 2411 Coleman Fish Hatchery Road, Anderson, CA 96007.
2.2 Base Year: October 1, 2021 thru September 30, 2022
2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
Twice per Week Cleaning Tasks
3.1 Sweep and clean linoleum and tile floors, damp mopping and waxing as needed. Chairs, trash receptables, and easily moveable items shall be tilted or moved too clean underneath.
3.2 Vacuuming/cleaning all rugs, mats, carpets, and runners, so that they are free from dust, dirt, mud, etc. The area shall be free of all litter, lint, loose soil, and debris. The contractor shall move any chairs, trash receptables, and easily moveable items to vacuum underneath and replace in the original position.
3.3 Clean and disinfect bathrooms, sink areas, toilets, and mirrors using suitable non-abrasive cleaners and disinfectants. All surfaces shall be free of grime, soap scum, mold and smudges having a uniform sheen. The contractor shall replace paper towels, toilet paper and soap in all dispensers as needed.

3.5 Wipe down tabletops in conference room.
3.6 Empty trash receptables, place liners and place trash in dumpster provided.
Weekly Cleaning Tasks
3.7 Clean entry door and adjacent windows.
3.8 Dust and remove webs, vacuum and dust window ledges, blinds, corners of walls, tops edges of doors, entryways, picture frames, displays, file cabinets and bookshelves.
Monthly Cleaning Tasks
3.9 Refrigerators and microwaves are to be cleaned and sanitized – The contractor is not responsible for the disposal of any food item or containers.
Quarterly Cleaning Tasks
3.10 Light fixture covers – clean inside and out
3.11 Water Coolers – wiping down the outside and washing catch basins
Six Month Cleaning Tasks
3.12 Clean all windows, inside and out
3.13 Clean all screens and window frames
4. Government-Furnished Equipment (GFE)
6.1 Government Property shall be used only in direct operations of providing contractor services and shall not be used in any other manager for any personal advantage, business gain or other personal endeavor by the contractor.
6.2 The Government will furnish all utilities, paper towels, toilet paper, soap dispensers.
7. Evaluation and Acceptance
7.1 The contractor will be evaluated as detailed herein.
7.7.1 Performance Evaluation. Performance of a service will be evaluated to determine whether it meets the performance threshold. Re-performance, instead of price reduction, is the preferred method of correcting unacceptable performance.
7.7.2 The contractor shall re-perform work within 24 hours after notification from COR and/or
CO.
7.7.3 If Contractor fails to re-perform or if work is not acceptable, the COR will issue a discrepancy report. Upon issuance of the discrepancy report the Contractor shall have 10 days to respond in writing what actions will be taken to prevent reoccurrences of failed and or unacceptable work.
8. Quality Control/Quality Assurance:
8.3 Quality Control will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
8.4 To evaluate contractor’s work performance, the quality and performance standards sample can be used. The results/outcome of all work efforts by the contractor will be that all surfaces present a visual overall appearance of cleanliness and sanitation as necessary when the work is completed.
8.5 If the contractor has not met the minimum requirements, they may be asked to develop a corrective action plan to show how and by what date they intend to bring performance up to the required levels.
8.6 Incentives/Disincentives of Satisfactory/Unsatisfactory performance may result in continued or discontinued service respectively.

52.217-8 Option to Extend Services (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days

52.217-9 – Option to Extend the Term of the Contract (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years and six months.

Local Clauses
USFWS R7 Environmentally Preferable and Energy-Efficient Products and Services Policy
Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged.
Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. Invoice billed according to contract line items and rates.
2. If final payment is billed, the last invoice shall state “FINAL” https://www.acquisition.gov/ https://www.ipp.gov/
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date.
