Marine Vessel Transport USFWS Farallon Islands NWR

SCOPE OF WORK

Marine Vessel Transportation of Personnel and Cargo to the

Farallon Islands National Wildlife Refuge

1. GENERAL: The U.S. Fish and Wildlife Service (USFWS), the San Francisco Bay National Wildlife Refuge Complex, is soliciting firms to charter and operate a marine vessel from the San Francisco Bay area to the Farallon Islands National Wildlife Refuge off the coast of San Francisco, California.

The contractor must have the proper expertise, training, and accreditation to be able to provide and operate a motorized marine charter vessel to transport cargo and personnel to Southeast Farallon Island, California, in accordance with all applicable federal, state, and local codes, including but not limited to U.S. Coast Guard, U.S. Merchant Marine, and Occupational Safety and Health Administration.

2. BACKGROUND: The Farallon Islands National Wildlife Refuge (NWR) is located on a small group of islands in the Pacific Ocean about 30 miles west of San Francisco, California.

The Farallon Islands NWR hosts a permanent biological research station that supports facilities and infrastructure for the habitation of personnel. Southeast Farallon Island (SEFI) is the only island that contains landing facilities and all transfers of cargo and personnel will take place in proximity to SEFI.

Landings at SEFI do not follow normal port docking procedures. There are two government-owned anchored buoys within 300 yards of SEFI that provide a stable mooring for vessels. The East Landing is the primary landing site and a backup landing is located at the North Landing site in Fisherman’s Bay (see appendix for map).

Staff or partners from the Farallon Islands NWR use cranes, one at each landing, to launch a small shuttle boat that can approach the charter vessel. The shuttle boat at East Landing is a 17-foot rigid hull and the boat at North Landing is a 13-foot inflatable. One of these two boats is used to shuttle personnel and cargo from the charter boat to the landing site.

3. SCOPE: Multiple vendors may be selected depending on quotes received. Successful contractor(s) shall provide between two and 10 individual day charters between 15 September 2021 and 30 April 2023, and will include marine vessel transportation to SEFI from a San Francisco Bay Area harbor and return to the same harbor. Contractor will provide one fully licensed boat operator and at least one crewmember or deck hand.

In addition, the contractor shall provide all labor, equipment, and materials necessary to perform the following tasks:

8) Vessel must be free of non-human mammals, including rodents.

9) Vessel must be in a generally clean and hygienic condition.

10) Other miscellaneous bulky items no more than 70 lbs each.

11) Any cargo larger than described above will be discussed with the contractor prior to the trip to confirm that it can be loaded, stowed, and unloaded safely.

4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Departure port of charter vessel must be within 55 driving miles from 1 Marshlands Road, Fremont, California 94555. The final destination of this transportation is located at Southeast Farallon Island of the Farallon Islands National Wildlife Refuge, San Francisco County, California. No living organisms or plant seeds shall be present. Any cargo larger than described above will be discussed with the contractor prior to the trip to confirm that it can be loaded, stowed, and unloaded safely.

h) All cargo will be inspected for and cleaned of any living organisms prior to landing on the Farallon Islands NWR. No plant seeds, rodents or other living organisms shall be present. Personal gear (i.e., overnight kit, sleeping bag, pillow, towel, linens, extra clothes) shall be securely packaged in clean, rodent-proof, sealed garment bags or containers; dry bags, plastic totes, or similar are recommended.
