This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0321Q0013. This announcement constitutes the only solicitation. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2021-02, effective 11-23-2020. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 541360, Aerial geophysical surveying services, and the business size standard is 1,250 Employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.

Lucint12 Camera System Ground Processing Station Technical Specifications

Image Processing

The Ground Processing Station should be designed to integrate with the Lucint12 Camera System in order to automate many of the image analysis tasks such as creation of Orothomosaics, Digital Elevation Models and Digital Surface Models from Structure from Motion processes. To provide this functionality, the Ground Processing Station must have the following:

Ground Processing Station uses automated scripts to drive Agisoft Metashape software.

Ground Processing Station runs the LUCINT ImageOps Network which allows the user to initiate automated workflows, synchronize flight drives and camera pod, and run equipment diagnostics.

Ground Processing Station can convert RAW image files from the Lucint12 Camera into user defined files.

Ground Processing Station allows user to quickly create auto band aligned, georeferenced, and layered geotiff imagery collected from the Lucint12 Camera.

Ground Processing Station includes scripts that rely on Structure from Motion processes built into Photoscan to automatically output user defined: Orthomosaics, Digital Surface Models, High Density Point Models, and Normalized Differential Indexes.

Ground Processing Station allows users to increase geospatial accuracy by incorporating ground control points captured in the Lucint12 Camera imagery.

Ability to process large areas of interest (i.e. 200,000 acres at 25cm Ground Sampling Distance)

Flatfield and radiometric calibration (ability to use spectral calibration ground targets) RAW image conversion.

Flight Planning

The Ground Processing Station must allow specification of all image acquisition specifications and translate them to flight parameters. Additionally, the acquisition specifications must be able to be loaded into the Lucint12 camera systems so that the camera system is properly programed to auto-collect imagery upon reaching the area of interest. To provide this functionality, the Ground Processing Station must have the following:

The Ground Processing Station must use the Lucint Systems Flight Planning Interface for flight planning allowing specification of desired Ground Sampling Distance or Altitude, Side and Endlap, lead in distance, and transect orientation. The Ground Processing Station will use a loaded Digital Elevation Model to auto adjust flight plan parameters based on local changes in elevation.

Once the flight planning is complete, the ground processing station can output flight lines in .KML, .CSV or .WKT for verification or loaded for reference in flight director software. The waypoints can also be exported as .KML files that can be loaded into flight software such as ForeFlight for iOS.

The Ground Processing Station loads each planned polygon or group onto the Lucint12 Camera system as a capture area before the flight to enable auto capture of imagery based on the geofence established by the polygons.

Hardware Specifications

The Ground Processing Station must be portable and use the following components or components that will provide superior performance than the following:

1920x1080 monitor 17" monitor 2 x 12TB 3.5" storage drives Intel Xeon 10 core 128GB ram 512GB SSD boot disk Nvidia RTX 2080 Ti

Must provide sufficient data to determine technical equivalency.
