The basis of award is the Lowest Price Technically Acceptable LPTA (see technical acceptability requirement). The quote with the lowest price, meeting the technical acceptability requirement herein, will be awarded the contract. Any quote that does not meet the technical acceptability requirement will be disqualified without further consideration. Award will be made to a responsible source pursuant to FAR subpart 9.1.
Technical Acceptability: The contractor submitting a quote must have specific expertise with:
1) Designing surveys for rare and elusive species to estimate abundance and trends (population monitoring).
2) Development of research and monitoring protocols that result in statistically defensible population estimates and trends.
3) Nesting bird photography and enumeration of birds including development of software for automating analysis.
4) Challenges of logistics in vast, remote regions (e.g. Alaska).
5) High level of statistical expertise combined with first-hand knowledge of the difficulties of field conditions involved in working with Aleutian terns.
6) Designing research projects on breeding biology and nesting dynamics of Aleutian terns in Alaska.
** You must submit with your quote documentation showing you meet or exceed this technical acceptability requirement.
Please submit your quotation on company letterhead or the enclosed SF-1449 form with DUNS No. and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number. Refer to FAR provision 52.212-1 Instructions to Offerors – Commercial Items for additional submission guidance and include a copy of FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items with applicable sections completed.

PERFORMANCE WORK STATEMENT (PWS)
Pilot Statewide Sampling Strategy for Aleutian Terns in Alaska
General Information
GENERAL: This is a non-personal services contract to develop a pilot statewide sampling strategy for Aleutian terns in Alaska.
Background: An environmental statistical consulting firm is needed to advise a diverse group of researchers from multiple Federal and State Agencies, Universities, NGOs, and private consulting firms on methods for estimating state-wide abundance and trends for Aleutian terns (Onychoprion aleuticus) in Alaska, including assumptions, advantages, and limitations, which will lead to a consensus on approaches for future population monitoring.
The Aleutian tern is a seabird with a small global population and breeding sites restricted to Alaska and the Russian Far East. While Aleutian tern populations are apparently stable or increasing in Russia, populations at known breeding sites within Alaska have declined since the 1960's (Renner et al. 2015, Syroechkovskiy personal communication). Aleutian tern population trends are difficult to assess due to lack of breeding site fidelity, nesting habitat plasticity, variability in colony attendance within and among years, potential for high inter-colony movement, and inconsistency in count protocols (Aleutian Tern Working Group (ATWG) 2015). Additionally, methods for assessing breeding season movements, nest monitoring, and colony counts have not been fully developed and implemented in Alaska or elsewhere. Given the unique ecology of the species and the associated data gaps, Aleutian terns are listed as a priority Species of Greatest Conservation Need in the 2015 Alaska Wildlife Action Plan (ADF&G 2015). In addition, due to the recent rapid declines at known colony sites in Alaska, the status of Aleutian terns was recently elevated to “vulnerable” by the International Union for Conservation of Nature and Natural Resources (BirdLife International 2018).
Concern over the status of Aleutian terns in Alaska led to the formation of the Aleutian Tern Working Group under the auspices of the Pacific Seabird Group. This team of seabird researchers and managers met informally in 2007 and, based on collaborative work after the meeting, released an updated summary of information needs and research priorities in 2015 (ATWG 2015). In 2016, the Pacific Seabird Group formed the Aleutian Tern Technical Committee (ATTC) to more formally address information needs and identify potential conservation actions. A subset of members of the ATTC, representing researchers from multiple Federal and State Agencies, Universities, NGOs, and private consulting firms, formally partnered to cooperate on joint studies across much of the species range in Alaska. In a continuing partnership this collaborative group acquired additional funding from the National Fish and Wildlife Foundation Pacific Seabirds Program (Grant ID No. 66326) to address critical information needs for Aleutian terns, including development of a statewide sampling strategy for Aleutian terns in Alaska.
Objectives: Development of a pilot statewide sampling strategy for Aleutian terns in Alaska that generates an unbiased estimate of abundance.
The environmental statistical consulting firm will:
1. Produce a draft statewide sampling strategy for Aleutian Terns in Alaska based on discussions from the May 6-8, 2020 Aleutian Tern Conservation Planning Meeting.
2. The sampling strategy will incorporate a grid-based sampling design, identify the best timing for surveys, and describe different colony-level methods to estimate abundance to be used depending on colony size and location. The strategy will consider/include:
a. Trade-offs in grid cell size – how cell size relates to required sampling effort and subsequent estimates of precision.
b. The utility of a habitat model or other method(s) to reduce the amount of coastal area to be sampled. Evaluate whether a habitat model that incorporates distance (inland) from shore potentially reduces the area needing to be sampled and consequently costs.
c. An assessment and/or description of the challenge of less than perfect detectability of tern colonies within sampled grid cells. Recommend mitigative strategies if needed.
d. Recommended strategies to assess tern species breakdown (between Aleutian and Arctic Terns) at mixed-species colonies. Assuming tern species cannot be determined during grid-cell-wide initial aerial survey sampling, recommend a strategy for follow-up visits to address this question.
3. The sampling strategy will be “scalable” from both a price point perspective (economical to expensive) and spatially to include a plan/protocol for conducting a pilot effort during the 2021 breeding season on a regional scale within the state of Alaska (i.e. Western Alaska, Aleutian Islands, Gulf of Alaska). All options will be accompanied by the level of logistics required. For example flight hours, required personnel, approximate hours, etc.
4. The statisticians will finalize the pilot sampling strategy as a technical report. As budget allows, up to two rounds of comments from selected reviewers will be incorporated into the final document. The first draft will be made available to reviewers by 31 January 2021, with a final version due 31 March 2021.
General Information
Estimated Period of Performance: 9 November 2020 – 31 March 2021.

The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
