COMBINED SYNOPSIS/SOLICITATION
This is a Combined Synopsis/Solicitation for commercial items prepared under the authority of and in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice.
This notice constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is also issued under the authority of and in accordance with FAR Subpart 13 – Simplified Acquisition Procedures.
This solicitation is a Request for Quotation (RFQ). This RFQ is a total small business set aside. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2024-04 and are available in full text through Internet access at http:// www.acquisition.gov/far/.
The Product Service Code (PSC) AH42 - Natural Resources and Environment R&D Services, is applicable to the current requirements. The North American Industry Classification System Code (NAICS) 541620 - Environmental Consulting Services, with a small business size standard of $19 million dollars is applicable to the current requirements.
This RFQ is being issued by the United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE). BSEE contemplates a single award of a firm fixed price (FFP) contract, as a result of this combined synopsis/solicitation. The purpose of this RFQ is to obtain competitive quotations in response to the requirements:
Development of Remote Sensing Technology for Detection and Monitoring of Dielectric Fluids - Dielectric Fluids Remote Sensing Test. As result of this RFQ, the Government anticipates issuing a single Purchase Order to satisfy the requirements.
Quotes must be received by the Point of Contract (POC) below at the time and place identified in Section 4 of the RFQ.

SECTION 1
PRICING
1.1 GENERAL INFORMATION
This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures. Under this Request for Quote (RFQ), the United States Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE) intends to award a Firm-Fixed-Price (FFP) Purchase Order for the Development of Remote Sensing Technology for Detection and Monitoring of Dielectric Fluids.
Except as stated in Section 2, the Contractor shall furnish all personnel, material, supplies and services necessary in performance of this purchase order.

SECTION 2
DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Dielectric Fluids Remote Sensing Test
2.1 OBJECTIVE
The objective of this project is to evaluate various remote sensors to detect dielectric fluids and measure slick thicknesses to gain insight on the capabilities, limitations, and applicability of each remote sensors. For this study with dielectric fluids in particular, an array of sensors shall be evaluated including some of the most advanced high resolution visual, multispectral, thermal and LiDAR imagers. For rapid data processing and delivery system, various electronics (e.g., laptops, smartphones, tablets) will be evaluated as well.
2.2 BACKGROUND
As the global pursuit of sustainable energy intensifies, offshore wind energy stands out as a pivotal solution for meeting renewable energy targets. However, an aspect often overshadowed in this endeavor is the selection of dielectric fluids. These fluids, essential for efficient power equipment operation, hold significant implications for the environment. It is imperative to develop methods for assessing dielectric fluid spills offshore.
Remote sensing of dielectric fluids in offshore wind farms is an advanced and interdisciplinary field of research, posing unique challenges from both theoretical and operational standpoints.
Research on remote sensing detection of dielectric fluids is almost non-existent, and this project will offer a unique opportunity to resolve crucial understanding of the capacity of different remote sensing technologies to detect dielectric fluids.
2.3 PERFORMANCE OBJECTIVES
The performance objectives of this project are as follows:
• Evaluate visual, thermal, multispectral and LiDAR remote sensors to detect accidental spills of dielectric fluids offshore
• Test various thicknesses of dielectric fluids
• Investigate ratios of emulsifications between dielectric fluids and sea water
• Conduct research on capabilities, limitations, and applicability of each remote sensor
The proposed study should include the following elements:
• Procedure Development of Data Acquisition and Processing: This will aim to expedite the processing of data in order to conduct rapid analysis and reporting.
• Lab Experiment Test: A series of lab testing will be conducted in a controlled lab environment where a full dataset acquisition will be simulated.
• Ohmsett (or CREEL) Experiment: A pre-test survey and final test will be conducted at
Ohmsett/CRREL as a demonstration of the sensors for data acquisition, processing, and reporting.
• Data/Imagery Analysis and Reporting: All the tests and work will be compiled on a detailed report establishing the concrete steps for the use of the sensors for the application of dielectric fluids detection.

The following four sensors shall be tested. Each of the sensor type will imply a different approach for developing an image processing algorithm. Each of the sensors shall be analyzed for datasets, reviewing algorithms, and adapting processing parameters to adjust the interpretation of the dielectric fluids.
A contractor shall advance/develop/refine an algorithm based on the existing algorithm that was developed in the previous BSEE project (https://www.bsee.gov/algorithm-development-for-near-real-time-data-processing-and-mapping-for-remote-sensors). The near real-time algorithm shall improve the existing methods and parameters reported on BSEE final report to achieve processing of aerial imagery over open water (offshore). This includes the parameters, equations, and coefficients necessary to geo-project imagery over open water.
Visual sensor: explore thicknesses and incident angles.
Thermal sensor: review the curves of temperatures to determine the relationship between dielectric fluids thicknesses and temperature increments with respect to a background target.
Multispectral sensor: analyze the dielectric fluids imagery datasets from the multispectral sensor to evaluate under which conditions and combinations of channels mixtures of dielectric fluid and salt water could be differentiated.
LiDAR sensor: study how dielectric fluids will affect the intensity of the laser return from a LiDAR.
2.4 MANAGEMENT PLANNING AND REPORTING
The Contractor shall implement a full range of science and engineering activities as required to meet the objectives of this contract and in accordance with all applicable Ohmsett/CRREL facility requirements. The Contractor shall supply all labor, equipment, and materials necessary to accomplish the work, with the exception of those items available at the Ohmsett/CRREL facility. The Contractor shall perform management and planning functions, including performance measurement and fund status reporting.
All the materials and equipment including algorithm, sensors and related parts acquired/developed for this project will be delivered to and owned by BSEE at the end of the project.
2.4.1 PROJECT MANAGEMENT PLAN (PMP)
The Contractor shall develop and maintain a detailed PMP. The PMP shall include the Technical Approach, and Milestone Payment Schedule, prepared as part of the Contractor’s proposal. In addition, the PMP shall specify the resources required for the planning, execution, control, and completion of the stated performance objectives. At a minimum, the PMP shall include the following sections: technical approach, performance objectives in accordance with the SOW, organization and integration of the project team, schedule management and project controls, risk management, quality management, project communications, and procurement management.

2.4.2 MILESTONE PAYMENT SCHEDULE (MPS)
Milestone payments shall be based on the completion of definable and measurable steps, which are considered integral and necessary to the achievement of the stated performance objectives.
Completion of milestones shall demonstrate payment is appropriate and warranted. BSEE approval of the documentation supporting the completion of the milestone is required for payment.
2.4.3 COST AND STATUS REPORTING
The Contractor shall prepare and submit a quarterly Contractor’s Progress, Status, and Management Report (CPSMR). The CPSMR shall be used to review and evaluate the overall progress of the project, along with any existing or potential problem areas. The report shall be prepared in a format coordinated with the COR. The CPSMR shall include a summary of the events that occurred during the reporting period, discussion of performance, identification of problems, proposed solutions, corrective actions taken, outstanding issues, and payments made toward the MPS to date.
2.4.4 MEETINGS
The Contractor shall participate in post-award meetings and Project Management Review (PMR) meetings or teleconferences with BSEE, as necessary to achieve the performance objectives in this SOW. The Contractor shall coordinate meetings; provide logistical support (e.g., facilities, audio/visual); present materials and lead technical discussions. The Contractor shall prepare, and submit for BSEE review and concurrence, any presentation materials and agendas for meetings.
The Contractor shall prepare minutes for all meetings attended.
2.4.5 DRAFT FINAL REPORT
The Contractor shall prepare a draft copy of the Final Report documenting the results of all efforts undertaken during this project. The report will include tests that were performed during the demonstration at the Ohmsett/CRREL. The report will also include recommendations on further enhancement of the remote sensing system based on the testing results. The contractor shall develop and deliver to BSEE a Graphical Abstract of the project that may be used by BSEE for outreach and promotional events. The draft final report is due at least 45 days before the end of the period of performance and shall follow American Psychological Association (APA) style formatting.
2.4.6 FINAL REPORT
The Contractor shall deliver both pdf and docx electronic formats of the Final Report. The final report shall follow APA style formatting. All comments received from BSEE on the Draft Final Report shall be addressed by the contractor, either by incorporating them into the Final Report, or explaining why they were not incorporated.
Any data sets created as a result of this work shall be included as a separate file. These data sets shall not be locked or protected in anyways as to restrict them from being used in future analyses.
The Final Report shall be written as a non-proprietary report, releasable by the BSEE to the public either through posting on the BSEE webpage or by other means.

2.4.7 DRAFT JOURNAL ARTICLE
The Contractor shall deliver a draft article on the results of the project. This article shall be suitable for submission to a professional peer-reviewed journal or publication for submission into an international oil spill conference proceeding. After BSEE review, the Contractor shall submit the paper for publication. An alternative method of dissemination of results may be discussed with the COR and CO. An example can be found:

2.4.8 FINAL PRESENTATION AND CLOSING MEETING
The Contractor shall prepare and submit a PowerPoint presentation summarizing the findings and achievements of the project in accordance with the Contractor’s proposal. The presentation shall be delivered by at least the Primary Investigator at BSEE’s Sterling, VA location (or remotely if deemed necessary). Other key personnel should participate in person, or via teleconference or videoconference.
2.4.9 TESTING SUMMARY REPORT
The Contractor shall submit a summary report within two weeks after Ohmsett/CRREL or field testing. The testing summary report shall include everyday activities with photos.
2.5 TECHNICAL KNOWLEDGE REQUIRED
• Principal Investigator (PI) must have at least ten (10) years of research experience on oil spill response remote sensing and algorithm development for detection and thickness measurement using visual, thermal, multispectral and LiDAR on small aerial vehicles.
• PI must have conducted multiple (at least 3) federally funded oil spill response remote sensing projects for offshore oil spill detection and thickness measurements using small aerial vehicles.
• PI must have conducted aerial remote sensing oil spill detection and thickness measurement testing at Ohmsett as well as in real spill environment.
The offeror shall submit summary of past and/or current projects that meet above requirements.

SECTION 3
GENERAL TERMS AND CONDITIONS
3.1 TYPE OF ORDER
A Firm Fixed Price (FFP) Purchase Order shall be issued under the authority of the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), for the Development of Remote Sensing Technology for Detection and Monitoring of Dielectric Fluids.
3.2 PERIOD OF PERFORMANCE
The period of performance (POP) of this contract is anticipated to be 18 months from May 1, 204 through October 30, 2025. The project period shall encompass all tasks from initial planning, through and including BSEE’s final acceptance of all deliverables.

3.5 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
3.6 INVOICING REQUIREMENT
Invoices shall be submitted IAW 3.6.1 below and Section 1.3.

3.6.1 DOI-AAAP-00028 ELECTRONIC INVOICING AND PAYMENT
REQUIREMENTS – INVOICE PROCESSING PLATFORM (IPP) (FEB 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: A detailed invoice as attachment to IPP submission.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
3.7 AVAILABILITY OF CLAUSES
3.7.1 FAR 52.252-2 CLAUSES INCORPORATED BY REFERENCE
In accordance with FAR 52.252-2, this order incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The Contractor shall comply with these clauses unless the circumstances do not apply. Upon request, the Contracting Officer will make their full text available.
