Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 06-23.
In accordance with FAR Subpart 12.6 in conjunction with FAR Part 13, this combined synopsis/solicitation is posted for the United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Management Division. BSEE has a requirement for shoreline model study services.
The Government anticipates awarding a Firm-Fixed-Price (FFP) Purchase Order, as a result of this solicitation. The anticipated period of performance for this requirement is February 19, 2024, through February 18, 2024
The North American Industrial Classification System (NAICS) Code is 541620, “Environmental Consulting” with the small business size standard of $19.0. This acquisition is being competed on an unrestricted basis.

SECTION 1
PRICING
1.1 GENERAL INFORMATION
This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures. Under this Request for Quote (RFQ), the United States Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE) intends to award a Firm-Fixed- Price (FFP) Purchase Order for shoreline modeling services.
Except as stated in Section 2, the Contractor shall furnish all personnel, material, supplies and services necessary in performance of this purchase order.

SECTION 2
DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Purpose/Objective:
Objectives of the project will be to build on an existing line of research from Bureau of Safety and Environmental Enforcement (BSEE), and its sister agency, the Bureau of Ocean Energy Management (BOEM), formerly known as the Mineral Management Service (MMS), research that includes the examination and updating of the previous studies findings. The update will include a current/amended literature review of the state-of-the-science associated with spilled oil interactions with sediments on beaches. The project will include a thorough review of existing shoreline oil retention models. The review will include a comprehensive review of empirical studies and laboratory research associated with oil-shoreline models and associated modeling algorithms and how these identified models utilize/ingest these data. The project should also identify knowledge gaps related to shoreline oil holding modeling and associated algorithms.
The project will involve the collection and evaluation of updated information on shoreline holding capacities and associated available models that add understanding to the regulatory and response capabilities of BSEE and BOEM.
The project deliverables shall include a report documenting and reporting all gap shoreline oil holding capacity literature available from the BSEE project in 2007 to present, as well as a report on shoreline holding capacity models from that same date to present. Similarly, the report will include the above-mentioned modeling and algorithm information from this same periods. The information in this report will be used by spill responders and planners to understand, and estimate holding capacities of beaches impacted by oil spills and to strengthen response posture.
This information is also anticipated for use in spill modelling, planning and applications by BOEM in the evaluation of exploration and development plans and in the preparation of NEPA documents.
Background:
BSEE is an agency of the U.S. Department of the Interior, and is charged with working to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement of offshore facilities engaged in oil and gas exploration, development, and production operations on the Outer Continental Shelf (OCS). BSEE’s Oil Spill Preparedness Division (OSPD) Response Research Branch (RRB) oversees the Oil Spill Response Research (OSRR) Program, which strives to improve oil spill response by conducting research to address knowledge gaps and advance technologies used for oil spill response.

In 2007, a project was funded and completed by the former MMS that called for a review of the current state-of-the-science associated with spilled oil interactions with sediments on beaches as well as identifying knowledge gaps on the subject. The review looked at literature that presented findings on physical and chemical interactions between various oil types and the range of shoreline types that may experience oil holding and retention. It looked at an estimation of oil holding and retention during the 10-30 days after shoreline oiling, which was suggested as necessary for fate and transport modeling. The literature review conducted revealed 220 relevant studies and included interviews with prominent researchers in the field.
A review of shoreline modeling interactions was also conducted. This included a comprehensive review of empirical studies and laboratory research associated with oil-shoreline models and associated modeling algorithms. The study’s findings resulted in recommendations for inclusion into the Oil Spill Risk Assessment (OSRA) modeling platform. Survey data from several spills were analyzed for patterns of oil penetration and oil-holding capacity, by shoreline sediment type and oil type, for potential application in modeling algorithms.
The information gained has been used by modelers from the former MMS, and concurrently the Bureau of Ocean Energy Management (BOEM), to estimate holding capacities of beaches impacted by oil spills as well as, being used in planning and applications to the Bureau of Ocean Energy Management (BOEM) associated with the evaluation of exploration and development plans and in the preparation of NEPA documents. Additionally, the results from this study provide insights into the degrees of penetration into substrates that can be used by oil spill response personnel.
Having such a comprehensive listing of known oil spill interactions with sediments on beaches, as well as a review of models and algorithms, has and may be used to enhance the skill of current and future models and oil spill modeling algorithms. This is important in understanding the entirety of the fate of oil that impacts shorelines, in risk-assessment, and response planning efforts.
Since 2007, there has been considerable advances in oil spill models and modeling, as well as research on oil interaction on shoreline materials such as sand, gravel, rock, silts, and clays, etc.
Thusly, a 15-year update to this previous project is needed. This project will seamlessly interconnect with the original project. The intent is not to duplicate previous work but to provide a seamless, comprehensive addendum to the previous work. The final product will be used to guide research within OSRP, as well as inform BOEM partners about strengths and opportunities associated with nearshore shoreline modeling capabilities.

Expectations/Performance Objectives:
Using the 2007 MMS report “Review of the State-Of-The-Art on Modeling Interactions between Spilled Oil and Shorelines for the Development of Algorithms for Oil Spill Risk Analysis Modeling” as a guide, (https://www.boem.gov/newsroom/library/scientific-and-technical-publications-2007) the receiver of this project shall perform the following to evaluate, update, and advance the state of knowledge of shoreline holding capacities of oil and associated oil spill modeling by synthesizing several data sources.
The project will include a current/amended literature review of the state-of-the-science associated with spilled oil interactions with sediments on beaches. This review, and subsequent report should include what was reported in the previous report, as well as literature published post 2007 report. The updated information on shoreline holding capacities and associated available models and algorithms should focus on adding an understanding to the regulatory and response capabilities of the Bureau of Safety and Environmental Enforcement (BSEE), and its sister agency the Bureau of Ocean Energy Management (BOEM).
The project and report will also include a thorough review of all known existing shoreline oil retention models, a review of the previously identified algorithms from associated with shoreline oiling, and the calculations of holding capacity from empirical field data, SCAT data, and bench scale testing experiments. The review will include comprehensive assessment of the existing model’s algorithms, and how the identified models utilize/ingest these models. The project should also identify knowledge gaps about shoreline oil handling modeling and algorithms.
The project will include an assessment of well documented SCAT survey data, that will be analyzed for patterns in oil penetration and oil-holding capacity by shoreline sediment type and oil type for potential application in modeling algorithms as reported previously.
Additionally, recommendations for holding-capacity algorithms and gaps in retention models and recommendations on all associated findings will be delivered by the contractor to BSEE. The findings and information will be conveyed by the contractor to BSEE as a comprehensive report to reflect the current state of the science. The project report should incorporate the data from the previous report, as well as from the updated literature review of the behavior of oil on shorelines, the review, and findings of the shoreline oil retention models, associated algorithms into the required reports to BSEE and to an applicable peer reviewed journal or peer reviewed international oil spill conference for publication into their proceedings. Finally, the contractor shall develop and deliver to BSEE a Graphical Abstract of the project that may be used by BSEE for outreach and promotional events.

Management Planning, and Reporting
The Contractor shall implement a full range of administrative, technical, science and engineering activities as required to meet the objectives of this contract. The Contractor shall supply all labor, equipment, and materials necessary to accomplish the work. The Contractor shall perform management and planning functions, including performance measurement and reporting. The contractor will produce and deliver all reports and updates.
Project Management Plan (PMP)
The Contractor shall develop and maintain a detailed PMP. The PMP shall include the Technical Approach, and Milestone Payment Schedule. In addition, the PMP shall specify the resources required for the planning, execution, control, and completion of the stated performance objectives. At a minimum, the PMP shall include the following sections: technical approach, performance objectives, organization and integration of the project team, schedule management and project controls, risk management, quality management, project communications, and procurement management.
Status Reporting
The Contractor shall prepare and submit a monthly Contractor’s Progress, Status, and Management Report (CPSMR). The CPSMR shall be used to review and evaluate the overall progress of the project, along with any existing or potential problem areas. The report shall be prepared in a format coordinated with the Contracting Officer Representative (COR). The CPSMR shall include a summary of the events that occurred during the reporting period, discussion of performance and comparison of actual accomplishments to the proposed Program Schedule Plan, identification of problems, proposed solutions, corrective actions taken, and outstanding issues. CPSMR should also discuss plans for the following month.
Kickoff Meeting
The Contractor shall participate in the post-award kickoff meeting within 14 days of the contract award. The meeting shall be held virtually and attended by the Primary Investigator, and all key personnel. The contractor shall provide a meeting agenda one week prior to the kickoff meeting, and meeting minutes within one week after the meeting.
Progress Meetings
The Contractor shall participate in teleconferences (monthly) with BSEE, as necessary to achieve the performance objectives in this SOO. The Contractor shall coordinate meetings; provide logistical support (e.g., facilities, audio/visual); present materials and lead technical discussions.
The Contractor shall prepare, and submit for BSEE review and concurrence, any presentation materials, and agendas for meetings. The Contractor shall prepare minutes for all meetings attended.

Draft Final Report
The Contractor shall prepare a draft copy of the Final Report documenting the results of all efforts undertaken during this project. The draft report is due at least 30 days before the end of the period of performance and shall follow American Psychological Association (APA) style formatting.
Final Report
The Contractor shall deliver the Final Report in Electronic format to the BSEE COR. The final report shall follow APA style formatting. All comments received from BSEE on the Draft Final Report shall be addressed by the contractor, either by incorporating them into the Final Report, or explaining why they were not incorporated.
Any data sets created as a result of this work shall be included as a separate file, delivered to the BSEE COR. These data sets shall not be locked or protected in a way as to restrict them from being used in future analyses.
The Final Report shall be written as a non-proprietary report, releasable by the BSEE to the public either through posting on the BSEE webpage or by other means.
Journal Article
The Contractor shall deliver a draft article on the results of the project. This article shall be suitable for submission to a professional peer-reviewed journal or publication for submission into an international oil spill conference proceeding. After BSEE review, the Contractor shall submit the paper for publication. An alternative method of dissemination of results may be discussed with the COR and CO. An example can be found:

Final Presentation and Closing Meeting
The Contractor shall prepare and submit a PowerPoint presentation summarizing the findings and achievements of the project in accordance with the Contractor’s proposal. The presentation shall be held virtually and attended by the Primary Investigator, and all key personnel. Other key personnel should participate in person, or via teleconference or videoconference.

Deliverables
Meetings
• Kick-off meeting - This approximate one, to two-hour meeting will be conducted as a virtual web-based meeting within 14 days of the contract award, to review key elements of the contract, and discuss key aspects of experimental design. The contractor shall prepare and deliver meeting minutes within five (5) business days after the meeting.
Meeting minutes for this and all subsequent meetings will capture these elements: date of meeting, attendees, discussion items, key decisions made, and pending actions.
• Follow-up meeting – This approximate one-hour virtual meeting will be held approximately two weeks after the kick-off meeting to clarify the experimental design and the path forward. Meeting minutes due within five (5) business days after the meeting.
• Monthly web-based progress review meetings throughout the duration of the project period of performance. Meeting minutes due within five (5) business days after the meeting.
• Close-out meeting – The Contractor shall prepare and submit an approximately 40-minute PowerPoint presentation summarizing the findings and achievements of the project in accordance with the Contractor’s proposal. The presentation shall be delivered by the Primary Principal Investigator via a one-hour web-based meeting to an audience of BSEE personnel. Other key personnel should participate. This meeting will be held at the end of the project. The meeting agenda should allow time for a group discussion and Q&A session to follow the presentation. No meeting minutes will be required.
Reports
• First draft report - Draft #1 report is due at least 45 days before the end of the period of performance, and should allow for a two-week review cycle by the COR. This report must use the BSEE format. A BSEE report template and Style Guide will be provided to the contractor to assist with formatting.
• Second draft report – Draft #2 is due approximately 30 days before the end of the period of performance, and should allow for a one-week review cycle by the COR.
• Final report in BSEE format shall be delivered before the end of the period of performance. This report should conform to the BSEE format requirement and should be free of grammatical and typographical errors.
• At a minimum one (1) draft journal manuscripts (one for Phase I and one for Phase II) suitable for submission to a professional peer-reviewed journal/publication. Scientific Integrity
Scientific integrity is vital to Department of the Interior (DOI) activities under which scientific research, data, summaries, syntheses, interpretations, presentations, and/or publications are developed and used. Failure to uphold the highest degree of scientific integrity will result not only in potentially flawed scientific results, interpretations, and applications, but will damage DOI's reputation and ability to uphold the public's trust. Technical Knowledge Required:
The project presented will require an entity familiar with hydrodynamic modeling, sedimentation modeling, chemical and physical processes of released oils, and shoreline dynamics and processes. The proposed project would benefit from an independent, multidisciplinarian with a background in analysis of oil spill processes, risk assessment, as well as modeling.

SECTION 3
GENERAL TERMS AND CONDITIONS
3.1 TYPE OF ORDER
A Firm Fixed Price (FFP) Purchase Order shall be issued under the authority of the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), for the shoreline capacity modeling services.
3.2 PERIOD OF PERFORMANCE
The period of performance is 12 months from date of award.

3.5 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum.
The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph
(e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
3.6 INVOICING REQUIREMENT
Invoices shall be submitted IAW 3.6.1 below and Section 1.3.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: A detailed invoice as attachment to IPP submission.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment.
