SECTION 1 - INTRODUCTION
1.1 General
This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation 140D0426Q0808 is issued as a Request for Quotations (RFQ) for Fence & Stump Removal services for Hains Point Golf Course. The National Park Service (NPS) requires removal of existing tree stumps and metal fence posts with concrete bases by means of “grubbing” as mentioned in 1.1.2 of this SOW, identified as being within the CRZ of a protected tree.

1.2 Set-Aside Information
This RFQ is a Total Small Business Set Aside. Only one (1) Purchase Order will be awarded as a result of this RFQ. The selected Quoter shall provide all services sought under this RFQ.

SECTION 2 – STATEMENT OF WORK
I. PROJECT DESCRIPTION:
A. The Hains Point Golf Course (HPGC) has a 2.1 mile long chain link fence surrounding its perimeter which is slated for removal.
B. The contractor shall provide all labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures/coordination and equipment incidental to the removal of a tree stump and/or fence post both within and beyond the CRZ, in accordance with tree care industry standards and best management practices (BMPs) while working at the Hains Point Golf Course.
Fence posts and interfering existing stumps within the footprint of the existing fenceline will be removed by means of grubbing (extraction by digging/pulling stumps, not stump grinding).
C. The contractor shall submit a detailed work plan for NPS review prior to project commencement.
D. The CRZ of each protected tree follows this 1:1.5 formula: DBH (diameter at breast height (in inches) at 4’ above grade) X 1.5’ = radius in feet. The radius stretched outwardly in every direction from the tree’s buttress flair is the tree’s CRZ. Example: 10” dbh X 1.5’ = 15’ radius which = 30’ diameter CRZ + the diameter of the trunk at grade (buttress flair).
E. NPS has not identified the location and size of every stump and post. NPS has estimated that there are approximately 1,120 posts and 2,000 stumps along the
2.1 mile long section of fencing. Some of these posts and stumps may have been removed by NPS staff at the time of contract award. Approximately 70% of the posts and stumps are expected to be within the CRZ of living trees along the corridor. The lump sum contract shall be based on the work required to remove the actual amount of posts and stumps on site and the numbers provided shall be used as an approximate quantity only.
II. SCOPE OF WORK:
A. Task: Removal of existing tree stumps and metal fence posts with concrete bases by means of “grubbing” as mentioned in 1.1.2 of this SOW, identified as being within the CRZ of a protected tree.
1. It shall be the responsibility of the contractor to retain an ASCA (American Society of Consulting Arborists) Certified Consulting Arborist or ISA (International Society of Arboriculture) Certified Arborist to determine which trees are affected by the fence and stump removal work including which trees shall be protected, which trees shall not be protected, and which trees
RFQ 140D0426Q0808 NPS GWMP Hazardous Tree and Debris Removal Services Page 4 of 34 shall be removed. The arborist shall provide a brief written report supporting their recommendation on each tree and shall submit this information to the National Mall & Memorial Parks (NAMA) Urban Forester.
The report shall include at a minimum: species; DBH; condition; reason for decision and justification of decision (e.g., ISA standards, ANSI A300 standards, TRAQ qualification).
a) Contactor shall provide Arborist’s report and recommendations to NPS at least 3 business days prior to anticipated start of work around the reference tree.
b) Once plan is approved, contractor can commence work.
2. There are numerous utilities located within the limits of work. It is the contractor’s responsibility to hire a private locator to locate these items in the work area. Utilities shown on the plans are based on record drawings and are approximate only.
a) Any excavation within 18” of a marked utility shall be via hand tools, pneumatic, or hydro excavation to prevent damage to the utility.
b) Hand work, hydro-vac, and/or pneumatic excavation with SSAT (Supersonic Air Tool, AKA AirSpade). AirSpade work shall be performed with mechanical backboard in place to capture soil from migrating away from site during excavation. The dry soil shall be used in backfilling excavated areas. Hydro-vac spoils shall be hauled from site and disposed of following federal, state, and local DOT and dumping regulations.
c) The contractor may elect to utilize stump grinding in areas where utilities or hardscape infrastructure may be impacted by grubbing operations as recommended by their certified arborist and with approval from NPS.
III. STUMP GRUBBING REQUIREMENTS
A. “Grub” or dig stump from ground. Remove all woody portions down to 1” diameter roots. Before, during, and after photos are required daily of each 150 linear feet of work (about 15 fence posts). Upload the photos and reports to NPS Sharepoint/Teams Site.
1. Work performed beyond the CRZ of a protected tree may simply follow the urban forester’s approved work plan previously submitted by the contractor.
2. The holes created by the extraction of the stumps and fence posts shall be backfilled with NAMA approved topsoil and seeded/stabilized on the same day the hole was created as required by the approved DOEE plan. If backfill ing cannot be completed the same day, the contractor is responsible
RFQ 140D0426Q0808 NPS GWMP Hazardous Tree and Debris Removal Services Page 5 of 34 for protecting the excavation until it can be properly backfilled utilizing plates, fencing, or other protective measures as approved by NPS.
a) Examples of topsoil providers, in no particular order are:
(1) Stancills
(2) TE Woods
(3) Egypt Farms
(4) JK Enterprises
B. The following requirements apply when working in the CRZ of a tree to be protected as recommended by the contractor’s arborist and approved by the
NPS.
1. The contractor’s arborist shall be on site during all working hours either performing the work or directly physically overseeing the project.
2. When grubbing a stump or pulling fence posts with concrete bases within the Critical Root Zone (CRZ = 1:1.5 ratio) of a protected tree, the contractor shall deconflict the objects from the roots of the protected tree by root pruning as far from the buttress roots of the protected tree as possible.
a) Tools acceptable for this work are: stump grinder, sharp vibratory plow, a power root pruning machine made-for-the-purpose, pneumatic excavation and hand-tools such as hand saws, power saw, sharp spade shovel, loppers, pocket-snips.
b) Any/all work performed within the CRZ of any tree shall be performed by or overseen by an ISA certified arborist or MD./Va. Licensed Tree Expert.
c) The root pruning required to deconflict stumps and concrete bases shall be performed 360 degrees around each excavated object to a minimum depth of 14”.
C. The contractor shall adhere to DOEE, NAMA, and all other federal, state and local environmental requirements in the form of proper usage of environmental controls.
IV. STUMP GRINDING REQUIREMENTS
A. Stump grinding is only allowed in lieu of grubbing where approved by NPS due to utility or infrastructure conflicts as recommend by their certified arborist.
B. Should grinding be used, grind depth shall continue until the machine grinds through the bottom of the stump. Laterally, grind all roots down to 1” diameter throughout entire root mat. Backfill stump hole with NAMA approved topsoil and in accordance with plans. See Topsoil Requirements in the next section.
V. TOPSOIL REQUIREMENTS

A. Shall be a screened, natural, surface soil, in a friable condition and contain less than 3 percent subsoil. The topsoil shall be free of hardpan material, stones and clods larger than 1/2 inch in diameter, sticks, tree or shrub roots, debris, toxic substances (i.e. residual herbicides) and other material detrimental to plant growth. The area and the topsoil shall be free of undesirable plants or plant parts such as, but not limited to, bermudagrass, nut sedge, mugwort, Johnson grass, quack grass, Canada thistle or noxious weeds as set forth in the Federal Seed Act.
B. Contractor shall notify NPS of location of all sources of the topsoil and furnish the NPS a certified report from the agricultural experiment station or approved agricultural laboratory of an analysis performed not more than 60 days prior to the date of submission. The topsoil shall be certified to meet the following requirements
1. Shall be a natural, original surface soil of a sandy loam texture with a mechanical analysis of 50% -65% sand, 15-25% silt and 10-35% clay.
2. Shall have at least 2%, but not more than 5%, organic matter.
3. Soil pH shall 5.5 to pH 7.2 inclusive unless otherwise specified.
4. Soil salinity by electrical conductivity measurement shall not exceed 600 parts per million (ppm) as determined by Black, Editor "Method of Soil Analysis", Part 2, published by the American Society of Agronomy, 1965.
5. The soil nutrient level shall be between 70-265 lbs. /acre of magnesium, 65-205 lbs./acre of phosphorous (P2O5), and 85-320 lbs./acre of potassium (K2O).
6. Agricultural limestone at not more than 5 pounds per cubic yard of topsoil may be used to adjust an acidic condition and shall be thoroughly mixed by volume.
7. Topsoil which has been synthesized by blending materials which individually do not meet the requirements of this specification will not be accepted even though the resulting blend meets the organic matter, mechanical analysis, Ph and soluble salts requirements.
8. Topsoil shall not be delivered or handled in a frozen or muddy condition.
VI. SEEDING/SOD AND STABILIZATION REQUIREMENTS
A. Contractor shall follow the approved DOEE plans for general vegetative and stabilization requirements at a minimum.
B. The contractor shall consult the NAMA Turf Manual for seeding requirements and confirm mix selection is in accordance with the manual for the areas to be stabilized.
1. The approved DOEE plans require erosion control matting (ECM) be installed in areas that are larger than 10 SF. The control matting may not have any plastic or synthetic materials.

2. The contractor may elect to install sod in lieu of the seeding and ECM provided it meets the requirements of NAMA’s Turf Manual.
VII. AREA OF OPERATIONS
A. The work shall occur in areas as shown on the approved DOEE plans following the existing fence line. All remaining posts and stumps shall be removed via grubbing (pulling) unless authorized by NAMA due to utility or infrastructure constraints.
B. Any stump whose remaining root zone is expected to fall under the centerline of the fence shall be removed. If there is any question as to whether the stump falls into this category, contractor shall request written confirmation from NPS before excavating.
C. Contractor may utilize the Hains Point Boneyard as identified on the approved plans for staging equipment and materials.
VIII. PROTECTION OF GOVERNMENT PROPERTY
A. The Contractor shall assume full liability and responsibility for any loss or damage to Government property caused by his operations and shall assume full responsibility for any and all damages or claims for damage for injury to persons, property or equipment which might result from any service performed under this contract. The Contractor shall be responsible for the repair or replacement of all damaged government property caused by his operations.
B. Tree and Turf Protection: All motorized and non-motorized equipment used shall be conveyed and staged on industry appropriate turf protection mats (e.g.
Alturna mats, Trak-Mats, ½” plywood, etc.) designed for the purpose of protecting soil, turf and Critical Root Zones (CRZ’s) when operating off of paved surfaces. At no time shall “over-the-road” DOT tires be in direct contact with soil, turf, or critical root zones. Extra wide, low PSI "floatation tires" made for the purpose may be approved by NPS on a case by case basis. Written approval shall be received before these vehicles enter any unprotected areas that are not paved.
1. Should this equipment be approved, contractor shall rinse all sediment from the equipment and tires to an appropriate area to prevent sediments from reaching paved surfaces or waterways and ensure inlet protection is installed in all areas where this equipment enters and exits paved surfaces.
IX. PERMITS AND RESPONSIBILITIES

A. NPS has received plan approval from DOEE and will by the time of construction have a DOB BCIV permit for the work. Contractor will be responsible for contacting DOEE to schedule pre-construction inspection.
Contractor shall notify NPS of time and day of inspection once scheduled.
B. The contractor shall be responsible for all damages to persons or property that occur as a result of the contractor’s negligence and shall take proper safety and health precautions to protect the work, the workers, the public and the property of others.
C. The contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work.
D. This work requires coverage under the EPA Construction General Permit (CGP). NPS shall obtain coverage under the CGP. Contractor will be responsible for proving a Stormwater Pollution Prevention Plan (SWPPP) for the work and completing all required inspections while work is active.
X. ON-SITE SUPERVISOR:
A. As a minimum, the contractor must provide one on-site supervisor to direct all contract personnel and maintenance operations.
B. The on-site supervisor shall be fluent in the English language in order to effectively communicate with the contractor’s employees and/or subcontractors as well as the COR and other Government personnel.
C. If the on-site supervisor is not present or otherwise absent, the contractor shall provide an alternate supervisor to manage and direct all contract personnel and operations. The alternate supervisor shall possess the same qualifications as the on-site supervisor.
D. The onsite supervisor shall be available for phone calls during all working hours.
E. When working within the CRZ of any tree, a current ISA Certified Arborist shall be on the job site at all times and shall be the primary contact with the Government's technical representative responsible for controlling the quality of work and inspecting all completed work in order to ensure that contract performance requirements are met. The contractor shall provide the arborist’s certification ID for verification before work begins, and any time there is a change in the onsite arborist. Certification and currency will be subject to verification by the government utilizing the ISA database.
XI. CONDUCT:

A. The contractor’s employees shall, at all times while on the job site, whether on or off duty, conduct themselves in a professional, orderly and safe manner.
Rudeness, fighting, being under the influence of alcohol and/or drugs or bringing and/or consuming alcohol and/or drugs, gambling, soliciting, stealing, and any immoral or otherwise undesirable conduct shall not be permitted on the job site and shall result in immediate and permanent removal from the job site of any employee engaging in such conduct.
XII. SITE MAINTENANCE:
A. The contractor shall maintain the work site in a safe, neat and orderly manner. All supplies and equipment on the project site shall be stored to preclude any damage.
B. Limited space may be provided for the storage of materials, which shall be stored in a clean and neat condition as approved by the COR. This is not guaranteed; thus the contractor must be prepared to transit the entire operational footprint daily.
C. All mud, dirt, debris, foreign objects or spills of any kind from the contractor’s operations shall be cleaned up daily or as requested by the COR.
D. All contractor generated refuse and waste, including stumps, wood chips, posts, concrete and other materials removed during performance of the work shall be hauled from the work site daily and legally disposed. Refuse and waste material shall be hauled in trucks with tight fitting covers to prevent spillage on roadways.
E. The contractor shall prepare a Temporary Traffic Control Plan if Ohio Drive and/or the bicycle/pedestrian lane are to be impacted by equipment, vehicles, or other work for an extended period of time. At a minimal, signage and flaggers shall be in place when the lanes are impacted for vehicles and equipment entering/exiting the roadway. Anytime the traffic control plan needs to be implemented for an extended duration, the contractor shall contact NPS prior to closing the lanes.
F. It shall be the contractor’s responsibility to take whatever measures are necessary to assure the protection of the Government assets and to perform the work so as to cause minimal disruption of ongoing activities near occupied areas.
This shall include coordinating any impacts to golf course operations.
G. The contractor assumes the risk and responsibility for the loss or damage to the Government furnished property.
H. Any/all turf protection mats shall be removed from turf nightly. No mats to remain on soil/turf overnight.

XIII. ENVIRONMENTAL CONCERNS AND SAFETY STANDARDS:
A. The contractor and each of their employees shall work in compliance with all applicable OSHA, Federal, state and local safety laws and regulations (e.g.
CFR29, etc).
B. While within the CRZ of any NAMA tree, the contractor shall be in compliance with ANSI Z133.1 standards unless waived in writing by NPS.
C. The contractor shall provide and ensure that all personnel at the work site use the proper Personal Protective Equipment (PPE) required by OSHA regulations and ANSI standards.
D. The contractor shall take all necessary precautions for safety and shall provide reasonable protection to prevent damage, injury or loss to persons, properties, equipment and vehicles.
E. The NAMA Resource Management staff will perform necessary nesting bird and bat surveys at appropriate times of year. It is only after their confirmation of all-clear can the contractor begin their overhead tree manipulations.
F. In the event of an emergency the contractor should first call 911. For other nonemergency issues requiring a law enforcement officer, the US Park Police watch desk may be reached at (202) 438-1617.
G. Damage caused by the contractor to any properties, including utilities, shall be repaired or replaced to the satisfaction of the Government at the expense of the contractor. The Government, at its sole direction, may elect to repair or replace the damaged property, and deduct such costs from monies due the contractor.
H. The contractor shall not leave any tools, parts and/or supplies unattended in the public area at any time while performing work.
I. The contractor shall report damage caused to US Government trees or landscape immediately to the COR or NAMA staff Arborist.
XIV. VEHICLE OPERATIONS
A. Contractor personnel operating motor vehicles used in performance of this contract shall have a valid state operator’s license and shall operate all motor vehicles in accordance with applicable laws. The contractor’s vehicles shall have an identification tag clearly visible while on site.
B. All vehicles shall be registered and insured in accordance with all applicable laws and regulations.

XV. QUALITY ASSURANCE
A. When the contractor considers work is acceptable to the Government and complete, the contractor shall inform the COR that the work is complete and ready for inspection. The COR will inspect the work on-site in consultation with the NPS staff. In the event that the work is not acceptable, the contractor shall record a list of items noted by the Government to be corrected. A subsequent inspection may take place in order to review the corrected items.
B. Upon completion, the contractor shall provide the government with a work/treatment log denoting the work performed by specimen. The work log shall utilize standard industry terms and include any tree health or hazard concerns noted during work performance. Contractor work log entries will be used to build historical tree health data archives and better inform urban forest management decisions within the park.
C. The Contractor shall submit all invoices through www.ipp.gov within 30 days of work performed. All Invoices will have the work performed broken out on them along with the location site clearly defined. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected.

SECTION 4 – QUOTATION PREPARATION & SUBMISSION INSTRUCTIONS
The following instructions to the Quoter are included as an addendum to Federal Acquisition Regulation (FAR) provision 52.212-1. The Quoter shall reply to this request as follows.
4.1 Quotation Preparation Instructions

Your quote shall become the property of the Government and will not be returned. If your quote contains information that you do not wish disclosed to the public or used by the Government for any purpose other than evaluation of your quote, such restrictions shall be clearly indicated on each sheet containing such information. Prior to submission of your quote, the Quoter is expected to reach an understanding of the requirements of this solicitation. If such a review establishes the need for correction, such information should immediately be brought to the attention of the Contracting Officer so that the matter can be resolved. The Government reserves the right to request such additional information as may be necessary to determine the Quoter’s qualifications for award of a Purchase Order or to clarify any aspects of the technical and/or business quotes. Section 1 – Technical Capability
This section may include introductory language which describes the services of the vendor, its history, its achievements, and/or its areas of specialization. This section shall provide specific information on the topics related to the Government Statement of Work (SOW).
Technical Capabilities and Approach –
Technical Capabilities demonstrate how the quote for fence & stump removal services conform to the Statement of Work (SOW) contained in the RFQ. Approach is the Quoter’s methodology, management, and resources to achieve safe, timely, efficient, cost effective, and high-quality results, with special emphasis on cost control methods.
Staffing and Organizational Experience:
Staffing Experience is the extent, depth, and relevance of experience of Contractor’s employees as it relates the SOW. Staffing Experience includes the identification of staffing’s critical skills, knowledge, and technical expertise relevant to the services specified. Organizational Experience is defined as the Organization’s experience and history in providing fence & stump removal services as required by this RFQ. It includes the Organization’s pertinent skills specific to the RFQ and any special or unique characteristics of the Organization which would make it especially qualified to perform the required work activities.
The Quoter must:
1) Provide a staffing narrative including relevant experience and qualifications. The Contractor must demonstrate the quality and depth of experience of staff in meeting the requirements of this RFQ. Resumes / Certifications are not required except for the records needed to demonstrate compliance with the requirement for current ISA (International Society of Arboriculture) certified arborist credential or shall possess the current credential of LTE (Licensed Tree Expert) in the state of Maryland, Virginia, or in the District of Columbia. The contractor shall provide the arborist’s certification ID for verification before work begins, and any time there is a change in the onsite arborist. Certification and currency will be subject to verification by the government utilizing the ISA database.
2) Provide a narrative describing the organization current capabilities, qualifications, and experience for assuring performance of this requirement. The narrative must describe clearly and thoroughly the Organization’s experience, expertise, knowledge and management strategy in providing fence & stump removal services.
Technical Assumptions, Conditions, and/or Exceptions
Quoters must submit, under separate cover, all (if any) assumptions, conditions, or exceptions with any of the terms and conditions of this RFQ. If not noted in this section of your quote, it will be assumed that the quoter proposes no assumptions for award and agrees to comply with all of the terms and conditions as set forth herein. It is not the

Section 2 – Contractor’s Past Performance
This section of the Quotation must describe the company’s past performance in performing work related to fence & stump removal services described in the Statement of Work.
The Quoter must:
• Provide three to five recent and relevant references using Attachment 3 Past Performance Template. (Recent is defined as within the past three years of this RFQ issuance date. Relevant is defined as work of similar type in complexity, magnitude, and scope of the work described in the accompanying SOW.) The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size and complexity to the work specified by this solicitation. Quoters are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. Discuss in detail the quality in performance of each identified relevant contract.
• It is recommended that the Quoter alert their References that their names have been submitted in response to this RFQ and that the Contacts are authorized to provide past/present performance information related to the listed contracts at the DOI’s request.
• If more than five contracts/ orders are submitted in this section, the Government shall only review the first five. Any additional contracts/orders submitted will not be evaluated.
To ensure that Volume I is evaluated strictly on its merit, no pricing information is to be included in the above sections.
VOLUME 2 - PRICING
Section 1 - Price Quote
Your Price portion shall be a separate volume from the Technical portion. No other price quote will be accepted.
The Department of Labor Wage Determination is attached (Attachment 3) for those categories that are not exempt from Service Contract Labor Standards requirements.
Price Assumptions, Conditions, and/or Exceptions:
Quoters shall indicate, in this section only, if any price related assumptions have been made, conditions have been stipulated or exceptions have been taken with the statement of work as written. If not noted in section of this volume of the quote, it will be assumed that the Quoter’s quote reflects no price assumptions for award and agrees to comply with all of the terms and conditions set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within

4.5 Submission of Quotations

Other General Information The Government reserves the right to contact a Quoter regarding their quote including to request additional discounts.
The Government reserves the right to not issue an award from this RFQ. This is an RFQ only and in no way obligates the Government to award a Purchase Order or to reimburse the Contractor for any costs incurred in preparing the response to this RFQ.

SECTION 5 – EVALUATION FACTORS FOR AWARD
Basis for Award: The basis of award will be Best Value to the Government using a tradeoff methodology of price and non-price factors. One Purchase Order will be awarded to the responsible Quote provider whose quote, conforming to the RFQ, will be the most advantageous to the Government, considering all price and non-price factors. The Quote provider receiving award may not necessarily be the lowest Price or have the highest Technical rating. The Government reserves the right not to make any award resulting from this solicitation. Award may only be made upon a responsibility determination in accordance with FAR 9.104-1.
Non-Price Factors 1 and 2 (Technical Capability and Past Performance, respectively) are of equal importance, and when combined, are more important than Factor 3 - Price.

The Government’s evaluation of past performance will be based on information obtained via any method the CO deems necessary.
Factor 2 Past Performance shall be evaluated using a pre-determined Confidence Rating System. A confidence rating will be assigned to each Quoter based on the following:
• The Quoter’s in-depth knowledge and successful implementation of relevant and recent contracts of similar scope and complexity.
• The lack of recent and relevant past performance information will result in the assignment of a Neutral rating (i.e. neither favorable nor unfavorable) for this factor. After review of the Quoter’s Past Performance, the Government will correlate their findings with one of the ratings shown below:

All Vendor terms, conditions, and agreements adhere to applicable Federal laws, regulations and otherwise satisfy the Government’s needs.
