1. BACKGROUND
The Declaration House (Graff House) at Independence National Historical Park is a significant historic site associated with Thomas Jefferson’s drafting of the Declaration of Independence in 1776. As part of ongoing visitor‐use and landscape rehabilitation for the 250th anniversary, the courtyard requires replacement seating to support interpretation, rest, and accessible circulation.
Existing benches were previously removed due to deterioration and safety concerns; new benches must provide durable, historically compatible site furnishings without altering character-defining features of the courtyard. The project will furnish and install ten (10) 4-foot Grade-A teak benches with stainless-steel anchorage on new or existing concrete pads, and restore adjacent paving to match existing conditions. Work shall minimize ground disturbance, maintain egress during installation, and be executed in a manner that is reversible where feasible. All work will be performed in accordance with the Secretary of the Interior’s Standards for Rehabilitation and NPS requirements in preparation for the 250th anniversary of American independence.
2. SCOPE OF WORK
A. OVERVIEW
The Contractor shall furnish all equipment and sufficient personnel for sourcing, delivery, and installation of new benches in accordance with the specifications, plans, and details herein. Ten (10) 4-foot Grade-A teak benches—including all anchorage, pads, fasteners, adhesives, and related appurtenances—shall be provided and installed in conformance with accepted industry standards. Contractor shall repair any paving concrete necessary for mounting benches as specified Any incidental items not specifically noted but necessary for proper performance shall be furnished under this contract.
B. BENCH INSTALLATION LOCATION
Work will be performed at Independence National Historical Park, Declaration House (Graff House) courtyard, 701 Market Street, Philadelphia, PA 19106. L. PRESERVATION OF NATURAL FEATURES
The Contractor shall take all reasonable measures to avoid damage to natural features within and adjacent to the Declaration House (Graff House) courtyard during sourcing, delivery, and installation of new benches. This includes, but is not limited to, nearby vegetation, trees, shrubs, root zones, lawns, and landscaped areas. Confine all operations to the project work limits and prevent damage to all planted vegetation areas, including beds, containers, shrubs, understory and canopy trees, and turf.
The Contractor shall:
1. Install temporary barriers or fencing around vegetation and landscaped areas adjacent to the work zone to prevent accidental contact, trampling, or soil compaction, as directed by the Contracting Officer (CO) or Contracting Officer’s Representative
(COR).
2. Do not tie back, injure, remove, or destroy trees or other plants without prior written approval. Consult with the CO/COR on any roots or branches that interfere with the project. No roots or branches may be removed without written permission of the
CO/COR.
3. Do not store equipment, construction materials, excavated material, or debris on lawn areas, plant beds, or any unpaved areas except as directed by the CO/COR. If storage in these areas is approved, place 3/4" plywood over all areas before any item is staged.
4. Do not drive vehicles or create pathways on lawn areas, plant beds, tree root protection areas, or any unpaved areas except as directed by the CO/COR. The root protection area (RPA) is defined as a radius of 1.5 feet for each inch of diameter at breast height (DBH) (e.g., a 10-inch DBH tree has a 15-foot RPA in all directions). If limited vehicle traffic or a temporary pathway within these areas is approved, 3/4" plywood must be placed before any travel is permitted.
5. Supervise all activities near planting beds, lawns, and tree roots to prevent impact or contamination from concrete, adhesives, fuels, washout water, or construction waste.
6. Immediately report any accidental damage to natural features to the CO/COR.
Restore or replace damaged vegetation at no additional cost to the Government using methods and materials approved by the CO/COR.
7. Maintain all protective measures in place for the duration of the work and remove them only upon completion of activities and final site inspection.
M. PRESERVATION OF SITE FEATURES
The Contractor shall ensure the preservation and protection of all existing site features within and adjacent to the Declaration House (Graff House) courtyard during the sourcing, delivery, and installation of new benches. Work shall be executed to avoid any impact to the building’s historic and cultural resources, surrounding hardscape, and landscape elements. No anchorage or fasteners shall be installed into historic fabric unless specifically shown on the drawings or approved in writing by the CO/COR. The Contractor shall:
1. Prevent damage to adjacent building components including, but not limited to, brick masonry, stone curbs/sills, foundation walls, stucco, wood trim, painted finishes, metal railings, windows/doors, and any features not subject to removal or replacement. Protect finishes from staining, abrasion, and impact.
2. Protect ground and hardscape surfaces—including sidewalks, brick walks, ramps, steps, curbs, edging, walls, fencing, bollards, light poles, signage, site furnishings, utility covers/valves, and irrigation heads—using approved methods such as plywood barriers, rigid foam padding, fabric-wrapped sheeting, corner guards, and temporary mats. Provide slurry control for any wet cutting; no concrete washout on paving.
3. Provide temporary fencing or physical barriers to isolate the work area from public access and guide pedestrians safely around the zone of impact. Maintain ADA/ABA-compliant accessible routes at all times; coordinate any short-term detours and signage with the CO/COR prior to implementation.
4. Prevent contact with and protect vegetation (trees, shrubs, groundcover) and landscape features through fencing, root-protection zones, and non-invasive access paths. Do not prune, cut, tie back, or disturb any landscape material without prior written approval from the National Park Service. (See Section I – Preservation of Natural Features for root-protection and plywood matting requirements.)
5. Protect subsurface utilities and drainage. Immediately report any strike or unknown condition to the CO/COR and repair at no additional cost to the Government.
Maintain existing drainage patterns; do not alter grades except as shown.
6. Promptly repair or restore any site features damaged during construction at no additional cost to the Government, using materials and methods that match existing in material, dimension, color, finish, pattern, and craftsmanship. Obtain CO/COR approval of repair approach prior to work.
7. Maintain the site clean and orderly, free from debris and obstructions. Keep all protective measures secure and effective throughout the work and remove them only after final inspection and acceptance without damaging underlying features.
N. PUBLIC USE OF SITE
Both the Declaration House building and adjacent courtyard site / landscape areas will be closed to the public during construction.
