About this file
This document is a Request for Quote (RFQ) issued by the Department of the Interior's Interior Business Center for an Oil Price Information Service (OPIS) subscription for the Office of Natural Resources Revenue (ONRR). The solicitation is a sole source procurement under FAR 13.106-1(b)(1) for a subscription to OPIS, which provides detailed natural gas liquids pricing data across multiple regions including the Gulf of Mexico, Midcontinent, Southwestern, and Rockies markets. The procurement includes a base year period from May 1, 2025 to April 30, 2026, with two 12-month option periods extending through April 30, 2028.
The RFQ specifies that ONRR requires the OPIS subscription to verify royalty payments for natural gas liquids, as the published prices are often used as the basis for calculating royalties on federal, Indian, and state lands. The solicitation is specifically limited to Oil Price Information Service LLC, with a NAICS code of 519290 (Web Search Portals and All Other Information Services) and a Product Service Code of DA10 for IT and Telecom business application software as a service. The subscription will provide monthly average pricing data for specific markets including Mont Belvieu, Conway, Napoleonville, and other key natural gas liquids trading locations.

2.2 Statement of Work
ONRR requires a subscription to the Oil Price Information Service (OPIS).
OPIS assesses markets for natural gas liquids (NGL) at Mont Belvieu, Conway/Group 140, Los Angeles, Louisiana, Bakersfield, San Francisco, and Canada. Based upon these market assessments OPIS publishes market prices including the low, high and average NGL prices for the upcoming (prompt) month and subsequent months.
Lessees of Federal, Indian and State properties are obligated to pay royalties to ONRR on the minerals extracted from these properties. Royalty payments for natural gas liquids (NGL) are often based upon OPIS published prices. ONRR’s review and audit processes require royalty payment price verification. In order to fulfill this mission requirement we must receive NGL prices from OPIS. OPIS publications and prices are copyrighted and are unavailable from any other source.
We need a single monthly feed displaying the monthly average of LP Gas (NGL) spot products for the following markets:
• Mont Belvieu TET and non-TET
• Napoleonville
• Geismer/Sorrento
• Conway Kansa

SECTION 6 – EVALUATION FACTORS FOR AWARD
The following evaluation factor information is provided in lieu of the FAR provision 52.212-2:
The Government anticipates making an award so long as the quotation received is technically acceptable, with a fair and reasonable price. The Government will evaluate the quote as follows to determine technical acceptability:
Technical: The Government will evaluate the quotation for completeness and compliance with the instructions provided in the solicitation. A Technical evaluation will be performed to determine if the quoter, Oil Price Information Service, LLC, provided all items identified in the Department’s requirements, and to determine if all requirements of this solicitation have been met.
Past Performance: A review may be conducted of information in Contract Performance Assessment Information Retrieval System (CPARS) and the Federal Awardee Performance in the System for Award Management (SAM.gov).
Price: A price analysis will be conducted to determine whether or not the price is fair and reasonable. The Government intends to make a single award for the requirement. If the Government issues an order resulting from a quotation, the Government may (by written notice to the supplier, at any time before acceptance occurs) withdraw, amend, or cancel its offer.
The Government will evaluate technical acceptability on a pass or fail basis. To meet the minimum technical acceptability standards, the quotation must:
1) Meet the Specifications detailed in this RFQ Group
2) Be from a Contract Holder that affirmatively demonstrates its responsibility as reported in the System for Award Management.
3) Indicate the Contract Holder’s ability to attain the anticipated Period of Performance
The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement (base period). The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
The Government intends to make a single award for the requirement. Submission of a quote implies the Contractor agrees to the terms and conditions in this document. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
RFQ Continuation Sheets RFQ 140D0425Q0262 SOL – Oil Price Information Services Page 11 of 61
The Government reserves the right to not issue an award from this RFQ. This is an RFQ only and in no way obligates the Government to award a Delivery Order or to reimburse the Contractor for any costs incurred in preparing the response to this RFQ.
