PROPERTY DESCRIPTION
The Department of the Interior (DOI)/Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Appraisal & Valuation Services Office (AVSO) is issuing a request for quotation for an appraisal report. Agency Case ID: 00228177, AVIS Number: F250035, Case Name: Devils Lake Wetland Management District (WMD), 520 acres of vacant land located in Benson County, North Dakota.
SOLICITATION/AWARD PROCEDURES
This Request for Quote (RFQ) is issued in accordance with the Federal Acquisition Regulation (FAR) Part 12, the acquisition of commercial items and FAR Part 13 Simplified Acquisition Procedures.

Requirement is provided in the Statements of Work (SOW).
DELIVERY/PERIOD OF PERFORMANCE
The target period of performance is 130 days from the date of the Purchase Order (PO) award. The appraiser shall have 90 days from the date of award to deliver the initial appraisal report to the AVSO Review Appraiser. If the target delivery dates are not achievable, then the appraiser may provide justification (workload, vacation, etc.) and propose an alternative delivery date. See Section 6, “Performance/Deliverable Requirements” of the SOW.

TECHNICAL QUALIFICATION FOR REQUIREMENT
FACTOR 1: STATE CERTIFICATION
The contractor must hold a current Certified General Appraiser license in the State of North Dakota or have the ability to obtain a temporary practice permit from the State of North Dakota. Please acknowledge the certification status in your quote (it will be confirmed on government websites). If the appraiser is licensed in another state and applying for a license in the subject jurisdiction, he/she must provide a reference to the state and certification status.
FACTOR 2: TECHNICAL ACCEPTABILITY
a. Experience for Assignment: Both geographical competency and technical competency will be considered. The contractor shall provide a standard Appraiser's Statement of Qualifications and a signed quote letter that describes and attests to the following:
i. The appraiser is required to provide verifiable evidence of general and technical appraisal experience within his/her statement of qualifications, a resume, and/or curriculum vitae. Please identify experience appraising similar property as well as recent experience working with the federal government regarding acquisitions, dispositions, and commercial services.
ii. The appraiser’s resume or statement of qualifications should show geographical competency. If the appraiser has experience with these property characteristics, but not in the market local to the subject property, then they must so-state this fact and demonstrate his/her experience in other areas as well as the actions proposed that will allow them to complete the assignment competently.
iii. A designation from a recognized professional appraisal organization will be considered but is not required. If the appraiser is a member of a professional organization, this should be identified in the statement of qualifications or resume with the name of the organization, and the level, type, or category of such membership.
iv. The appraiser must provide a certificate of completion for the UASFLA course.
b. Qualifications of Associate Appraisers: The qualifications of any identified associate who may also be signing the appraisal report must be included with the offer. No other associates may work on the project without prior written authorization from the AVSO Review Appraiser. The appraisal report must detail the specific contribution(s) of all individuals, other than the signer(s) of the appraisal. If the contractor does not list anyone else as providing assistance, it is expected that the quote is submitted as though the individual contractor is doing 100 percent of the research, verifications, property inspections, valuation analyses and appraisal writing. Sub-contracting of this assignment is not permissible.
FACTOR 3: PAST PERFORMANCE
a. Submit a list of similar USPAP/UASFLA, projects that you have performed in the last five (5) years. Include property type, general location, agency, contact information, etc. Verifiable UASFLA experience in the past five years is required.
b. Provide comparable sale write up sheets for two property types that demonstrate typical reporting levels for you work. Recall that these appraisals are required to conform to UASFLA.
c. If you have not previously contracted with AVSO within the past 5 years, please provide one reference (name, position, origination, contact information) who can verify your experience.
FACTOR 4: DELIVERY DATE
The submission of the appraisal report is due within the contracted timeframe. Target is 90 days from purchase order award date, but alternative dates will be considered. Note that preference may be applied the quotes that meet or exceed the requested delivery date.
FACTOR 5: PRICE QUOTE
a. The appraiser must provide a firm-fixed price quote that includes both of the referenced cases with any and all discounts applied for all the work to complete the assignment described in the Statement of Work (SOW).
b. Price quotes will be evaluated for completeness and reasonableness.

EVALUATION OF QUOTATIONS
FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award of this Purchase Order will be made on a Best Value/Trade Off basis.
• The following factors shall be used to evaluate offers:
A. State Certification B. Technical Acceptability C. Past Performance D. Delivery Date E. Price.
State Certification, Technical Acceptability, Past Performance, and Delivery Date when combined, are more important than Cost or Price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

FAR 52.222-55 Minimum Wages for Contractor Workers Under Executive Order 14026.
DEVIATION (Oct 2023)
(a) Definitions. As used in this clause— United States means the 50 states, the District of Columbia, Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, Johnston Island, Wake Island, and the outer Continental Shelf as defined in the Outer Continental Shelf Lands Act (43 U.S.C. 1331, et seq.).
Worker – (1)
(i) Means any person engaged in performing work on, or in connection with, a contract covered by Executive Order 14026, and–
(A) Whose wages under such contract are governed by the Fair Labor Standards Act (29 U.S.C. chapter 8), the Service Contract Labor Standards statute (41 U.S.C. chapter 67), or the Wage Rate Requirements (Construction) statute (40 U.S.C. chapter 31, subchapter IV);
(B) Other than individuals employed in a bona fide executive, administrative, or professional capacity, as those terms are defined in 29 CFR part 541; and
(C) Regardless of the contractual relationship alleged to exist between the individual and the employer.
(ii) Includes workers performing on, or in connection with, the contract whose wages are calculated pursuant to special certificates issued under 29 U.S.C. 214(c).
(iii) Also includes any person working on, or in connection with, the contract and individually registered in a bona fide apprenticeship or training program registered with the Department of Labor’s Employment and Training Administration, Office of Apprenticeship, or with a State Apprenticeship Agency recognized by the Office of Apprenticeship.
(2)
(i) A worker performs on a contract if the worker directly performs the specific services called for by the contract; and
(ii) A worker performs in connection with a contract if the worker's work activities are necessary to the performance of a contract but are not the specific services called for by the contract.
