TECHNICAL QUALIFICATION FOR REQUIREMENT
FACTOR A: TECHNICAL QUALIFICATIONS
1. State Certification: The appraiser must hold a valid license as a Certified General Appraiser by the State of
Oregon as demonstrated by a copy of the State Licensing Certificate or have the ability to obtain a temporary practice permit for the State of California. If the appraiser is licensed in another state and applying for a license in the subject jurisdiction, he/she must provide a copy of his/her current state license. (A temporary license must also be provided by the contracted appraiser and included in the addenda of the appraisal report.)
2. Technical Acceptability:
a. Experience for Assignment: Both geographical competency and technical competency will be considered. The contractor shall provide a standard Appraiser's Statement of Qualifications and a signed proposal letter that describes and attests to the following:
1. Identify years of experience appraising comparable tracts of land in Oregon. Experience in appraising properties with timber is beneficial, as well as properties that lack established or perfected legal access. If the appraiser has no or limited experience, then submit a description outlining the proposed scope of work.
2. Identify years of experience appraising lands for federal sale or acquisition under UASFLA (Uniform Appraisal Standards for Federal Land Acquisitions) guidelines.
If none, please state such.
3. Identify years of appraisal experience as a Certified General Appraiser, professional affiliations and designations.
4. State whether a UASFLA course or seminar has been completed within the past five years. Completion of a UASFLA course or seminar will be considered but is not required.
5. A designation from a recognized professional appraisal organization will be considered but is not required. Please submit documentation.
b. Qualifications of Associate Appraisers: Any associates that will contribute to the appraisal must be identified in the proposal and a statement of qualifications and copy of license or permit must be provided for each individual. Those qualifications will be considered in the evaluation of proposals, with emphasis on professional designations and license, years of appraisal experience, years of UASFLA appraisal experience, and extent of education applicable to the appraisal of this property type. An expanded description of these qualifications for any associates must be included in the proposal. If any associates or other key personnel will be used, provide specific details and thoroughly describe the roles and contributions for each individual (including the signer). If the proposal does not list anyone else as providing assistance, it is expected that the proposal is submitted as though the individual contractor is doing 100 percent of the research, verifications, property inspections, valuation analyses, and appraisal writing. Sub-contracting of this assignment is not permissible.
c. Initial Delivery Date: The target date for the initial appraisal report is 90 days from the award of the contract. If the target date is not achievable, then the appraiser may provide an alternative delivery date and the reason for the later delivery. All delivery schedules will be considered.
FACTOR B: PAST PERFORMANCE
a. Provide a list of the same or similar appraisal assignments completed in the last five years.
Include details about the appraisal assignments, such as property type, property rights appraised, general location, size, date, etc. Please state whether these appraisal assignments were or were not written with the intention to be compliant with UASFLA. If none completed, please state such.
b. Supply the contact information for government agency references in which UASFLA compliant appraisal reports have been completed for the federal government. If none completed, please state such.
c. Consideration may be given to whether the past performance of the appraiser involved any corrective reviews, report rejections, and significant corrections or revisions in appraisals prepared for the government. Preference may be given to positive past performance with the Appraisal and Valuation Services Office (AVSO).
FACTOR C: PRICE QUOTE
a. The Quoter must provide a firm-fixed price quote with any and all discounts applied for all the work to complete the assignment described in the Statement of Work (SOW).

SECTION 1 – Subject Identification & General Information
Background
The subject properties are located in Jackson County, Oregon, within the Cascade-Siskiyou National Monument (CSNM), which is situated at the crossroads of the Cascade, Klamath, and Siskiyou mountain ranges. This convergence of three geologically distinct mountain ranges has resulted in an area with unparalleled biological diversity and a tremendously varied landscape. The CSNM was established in 2000 in recognition of its remarkable ecology and to protect its diverse range of biological, geological, aquatic, archeological, and historic resources.
The CSNM is home to a wide variety of animals including deer, bears, mountain lions, small.
mammals and songbirds. Eagles and other raptors are also a draw for birdwatchers. Hiking, wildlife viewing, fishing, hunting, scenic drives, skiing, snowmobiling and sledding are popular activities. The elevation ranges from 2,100 to 6,100 feet.

(AVSO)
Intended Users The appraisal report will be used by the Appraisal and Valuation Services Office (AVSO) and the Bureau of Land Management (BLM) on behalf of the United States of America.
Intended Use The appraisal report will be used for the potential acquisition of the identified property. It is not intended for any other use.
mailto:mike_mcguire@ibc.doi.gov
The subject properties consist of six parcels of vacant land located within the Cascade-Siskiyou National Monument (CSNM), adjacent to the Soda Mountain Wilderness. After the proposed acquisition by BLM, the subject properties will be added to the CSNM.
Two of the subject properties are identified as the Mill Creek Parcels and four of the subject properties are identified as the Randcore Parcels. The vegetation includes different seral stages of mixed conifer areas, woodland, grassland, and semi-wet meadows.
According to online mapping for Jackson County (Jackson County Interactive Mapping) and a Planner with Jackson County Development Services (Dawn Rittiman, Phone 541-774-6922, rittimdm@jacksoncounty.org), all the subject properties have zoning of FR (Forest Resource) and a comprehensive plan map designation of Forestry/Open Space Land. These details about the zoning and comprehensive plan map designation are provided for initial informative purposes and must be fully investigated by the appraiser.
A summary of the six parcels that comprise the subject properties is presented in the next table.

Total Land Area –Randcore Parcels 123.30 acres
Total Land Area – Mill Creek Parcels and Randcore Parcels 843.30 acres *BLM reports the land areas were derived by BLM’s Cadastral Survey Program and must be used in the appraisal
Size discrepancy exits among the information from public records and figures provided by BLM’s Cadastral Survey Program. According to BLM, the acreages determined by BLM’s Cadastral Survey Program must be used in the appraisal because these figures are more accurate and represent the basis of the proposed acquisition.
Timber
The landowner believes the subject properties have merchantable timber, although no details are available about the forest resources. Based on aerial views, the amount of timber on portions of the subject properties appears sparse, particularly the Randcore Parcels. Nevertheless, the appraisal assignment must consider both the real property and contributory value (if any) of the merchantable timber.
The cost of completing the Timber Cruise and Valuation on the subject properties needs to be included in the bid proposal. If the appraiser will need to hire (sub-contract with) a Timber Cruiser/Appraiser mailto:rittimdm@jacksoncounty.org professional, an allocation should be made between the total bid proposal and the work to be performed by Timber Cruiser/Appraiser professional.
The Timber Cruise and Valuation must be performed to the standards presented in this Statement of Work (SOW) and other documents included as part of this appraisal assignment [Timber Cruising & Appraisal Guidance - BLM Northwest Region DOI-AVSO (6-1-2020) and Supplemental Directions for Timber Cruising - BLM Northwest Region DOI-AVSO (6-1-2020)].
Various maps showing the location of the subject properties and surrounding area are presented on the following pages, along with sample photographs that were provided by BLM.

Legal Description
BLM’s Cadastral Survey Program prepared a Land Surveyor Report (LSR) and a legal description of the subject properties, which is provided in one of the documents included as part of this appraisal assignment (document #33 identified as “Cadastral_A3 - Suggested Legal Description”). This document contains multiple variations of the same legal description and is reiterated in the following exhibit for easy reference. As reported by BLM, the legal description that will be used convey the subject properties to the United States of America (USA) is under the heading, “Alternative as modified to suit common preferences to title companies generally.”
Property Interest
For the subject properties identified as the Mill Creek Parcels, the appraiser will value the Fee Simple Estate (including the surface estate and mineral estate) subject to encumbrances and reservations of record.
For the subject properties identified as the Randcore Parcels, the appraiser will value the Fee Simple Estate (including the surface estate but excluding the mineral estate) subject to encumbrances and reservations of record.
BLM reports the mineral rights are intact (owned by the current landowner) for the subject properties identified the Mill Creek Parcels and will be conveyed to the United States of America (USA) as part of the proposed acquisition by BLM.
As for the subject properties identified as the Randcore Parcels, the mineral rights are not part of the proposed acquisition since they are owned by Jackson County, not the current landowner. A prior landowner (Weyerhaeuser Company) donated the mineral rights to Jackson County (quitclaim deed 2014- 033816). BLM plans to pursue the acquisition of these mineral rights from Jackson County, which is beyond the scope of work for this appraisal assignment.
The valuation of the subject properties needs to include and address any value associated with the mineral rights that will be transferred to the USA. The following table summarizes the mineral rights for the subject properties.
Subject APN Parcel
Identification Mineral Rights
Account #1-11116-9, Map No. 403E Tax Lot 5300 Mill Creek Parcel 100% of the mineral rights intact

Account #1-54495-8, Map No. 404E Tax Lot 4401 Randcore Parcel 0% of the mineral rights intact
The appraiser must immediately notify the AVSO Review Appraiser of any indications of rights contrary to these described. This may result in amended instructions.
Outstanding Rights
One of the documents included as part of this appraisal assignment is a Preliminary Title Report prepared by Ticor Title (Title No.: 470323084937; Effective Date: January 23, 2023). The appraiser must consider the exceptions listed in the Preliminary Title Report and any recorded or unrecorded documents, conditions, agreements, easements and/or encumbrances must be discussed in the appraisal report in relation to their impact on value.
As part of this appraisal assignment, BLM’s discussion of the title exceptions (document #28 identified as “BLM Discussion of the Title Exceptions”) is provided for assistance; however, the appraiser must still independently examine the exceptions listed in the Preliminary Title Report and report their effects on value.
The appraiser must immediately notify the AVSO Review Appraiser of any indications of rights contrary to these described. This may result in amended instructions.
Reservations
The current landowner is reserving the following rights: None
Mineral Potential
For the subject properties identified as the Mill Creek Parcels, BLM reports the mineral rights are intact (owned by the current landowner) and will be conveyed to the United States of America (USA) as part of the proposed acquisition by BLM.
BLM provided a Mineral Report, which was prepared in July 2023 by Kirby Bean (BLM Geologist). As shown in the following excerpt, which is from page 2 of the Mineral Report, the subject properties have no foreseeable mineral development potential:
The Appraisal and Valuation Services Office (AVSO) Division of Mineral Evaluations (DME) provided the following information about the mineral potential for the subject properties (bold added from emphasis):
“The parcel is outside of any known hydrocarbon or mineral producing area. Datasets such as USGS's Mineral Resources Data System, local aerial imagery (Google Earth, Digital Globe), state of Oregon MILO web map and IHS Enerdeq were reviewed for relevant mineral information. BLM completed a mineral potential report and concluded no mineral potential and DME agrees with these findings. There are no recognized mineral development or mineral valuation issues.”
Improvements
As reported by BLM, a small, dilapidated log cabin is located one of the subject properties (the southernmost of the Randcore Parcels – Map No. 404E Tax Lot 4401), which BLM plans to remove upon completion of the proposed acquisition.
Property Access
The appraiser must thoroughly research the Physical Access and Legal Access for the subject properties, including the effect on value. The following details are from BLM, but must be verified by the appraiser:
• Physical Access: From Medford, take I-5 South to Exit 14 and turn left (east) onto Highway 66 (Green Springs Highway). Continue on Highway 66 for approximately 20 miles, passing the Greensprings Inn (signs for Hyatt Lake) and Tub Springs State Wayside. The entrance to Mill Creek Road (BLM Controlled Road 40-3E-12.0 Road) is highly visible and located approximately 0.40 miles before the Pinehurst Elementary School.
After turning right (south) on Mill Creek Road (BLM Controlled Road 40-3E-12.0 Road), keep right at the fork in the road to reach the Mill Creek Parcels. Alternatively, to reach the Randcore
Parcels, take the same route but make a sharp left turn at the fork in the road onto BLM Controlled Road 40-3E-12.1 (Lincoln Creek Road).
Note: Physical Access to both the Mill Creek Parcels and Randcore Parcels requires traveling through locked gates. For the Mill Creek Parcels, a locked gate is located at the edge of the northern boundary. For the Randcore Parcels, a locked gate is located approximately ½ mile to the north (walking distance of approximately ¾ mile).
Depending on when the inspection occurs, driving the entire way to subject properties may be restricted due to fire season dangers and tall dry grasses. BLM is requesting that the appraiser be prepared to walk from the locked gates to and throughout the Subject Properties.
• Legal Access: Legal Access to both the Mill Creek Parcels and Randcore Parcels has not been established or perfected, as stated in the Preliminary Title Report (prepared by Ticor Title, Effective Date: January 23, 2023, Title No.: 470323084937) and confirmed with the Title Manager (Trudy Lycett) for Ticor Title. For easy reference, Exception 18 from the Preliminary Title Report is reiterated as follows:
Based on discussions with the Title Manager (Trudy Lycett) for Ticor Title (Trudy.Lycett@ticortitle.com, 541-476-1171), Ticor Title has agreed to remove Exception 18 on BLM's title insurance policy. However, this exception would not be removed if any other party (i.e., any party besides the United States of America) was purchasing the subject properties. In other words, if the subject properties were placed on the open market and purchased by a new private private-party market participant, Exception 18 would not be removed because there is no legal access to the subject properties.
With that being said, if landowner of the subject properties obtained a Right-of-Way (ROW) Grant from BLM for ingress/egress and officially recorded this document, then Ticor Title would modify Exception 18. More specifically, Ticor Title would remove the language in Exception 18 about the lack of legal access and say something to the effect that legal access exists and is subject to the terms and conditions stated in the recorded ROW Grant.
Note: ROW grants are authorizations to use a specific piece of public land for a specific project.
To retain the ROW grant, the landowner must pay rent to BLM, which is based on the acreage encompassed by the ROW grant. ROW grants are not tied to the land, so when a property with a ROW grant is sold, the ROW grant does not automatically transfer to the new landowner. The new landowner has to receive approval from BLM for the transfer of the ROW grant.
The following excerpt is from an email conversation with the Title Manager (Trudy Lycett) for Ticor Title:
“I will be able to remove exception no. 18, when the USA goes into title, due to common ownership of adjacent lands, 403E12 tax lot 2200, 404E tax lots 6900,7000,7100,7300, and the Access Road Easement REM-571 over the private land that brings access to the highway… I can only do that for BLM as purchaser. For any other purchaser I would be able to modify the exception once a ROW is recorded, to reflect the recording information.”
The appraiser must appraise the subject properties in their “As Is” condition.

Therefore, as part of the appraisal assignment, the appraiser must research how the marketplace views the Legal Access and Physical Access situation for the subject properties and reach a justifiable conclusion about the effect on value (if any).
A map showing details about the Physical Access for the subject properties is presented on the following page.
ACCESS MAP – SUBJECT PROPERTIES

SECTION 2 – Appraisal Requirements & Instructions
Appraisal Standards
1. Uniform Standards of Professional Appraisal Practice (USPAP 2020-2023)
2. Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA), 6th edition
Market Value
The amount in cash or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of value, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property. [Interagency Land Acquisition Conference, Uniform Appraisal Standards for Federal Land Acquisitions, 6th ed. [The Appraisal Foundation, 2016), p.10]
Date of Value
The date of value is the date of the last property inspection, which must be no later than 30 calendar days prior to the submission of the completed appraisal report, unless the AVSO Review Appraiser approves in advance other conditions in writing.
Extraordinary Assumptions (EA’s)
None. If the appraiser determines that extraordinary assumptions are necessary for the completion of the assignment, he/she must contact the AVSO Review Appraiser for prior written approval.
Hypothetical Conditions
None. If the appraiser determines that hypothetical conditions are necessary, he/she must contact the AVSO Review Appraiser for prior written approval.
Jurisdictional Exceptions (JE’s)
Note that the definition of market value includes reference to a reasonable exposure time. USPAP’s SR 1- 2 (c) (iv) requires that “When reasonable exposure time is a component of the definition for the value opinion being developed, the appraiser must also develop an opinion of reasonable exposure time linked to that value opinion.” However, UASFLA 4.2.1.2 states, “Appraisers should not link an opinion of market value made for federal acquisition purposes to a specific exposure time. This jurisdictional exception is required for appraisals applying the federal definition of market value.” In order to be consistent with UASFLA the appraiser is instructed to employ a Jurisdictional Exception and not develop an estimate of exposure time. The regulations requiring the exception to USPAP SR 1-2 (c) (iv) should be cited as UASFLA 4.2.1.2 and 49 C.F.R, Part 24.103. Any other jurisdictional exceptions require approval from the AVSO Review Appraiser.
Placement in Report
The appraiser must clearly identify all Extraordinary Assumptions and Hypothetical Conditions wherever the final opinion of value is stated, including the Letter of Transmittal and the Summary of Salient Facts, and General Assumptions and Limiting Conditions.
As required by USPAP, the appraiser must include a statement that the use of any Extraordinary Assumptions and Hypothetical Conditions might have affected the assignment results.
Jurisdictional Exceptions, other than the approved one regarding exposure time, must also be disclosed in the same manner as directed above for Extraordinary Assumptions and Hypothetical Conditions.
Property Inspection
The appraiser must
1. Inspect the subject properties and all the market properties used in direct comparison, unless the AVSO Review Appraiser has approved other conditions in writing.
2. Notify in advance both the BLM Realty Specialist and AVSO Review Appraiser when the property inspection will occur (contact information will be provided upon contract award).
3. Depending on when the inspection occurs, driving the entire way to subject properties may be restricted due to fire season dangers and tall dry grasses. BLM is requesting that the appraiser be prepared to walk from the locked gates to and throughout the subject properties.
For this appraisal (with an intended use of acquisition), the appraiser must certify in the report that he/she extended an offer to the property owner (or the owner’s designated representative) to accompany him/her during the property inspection. [Uniform Relocation Assistance & Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended and the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Ed. (Section 2.3.1.4, page 58)]
Pre-Work Meeting
The appraiser may need to coordinate a pre-work meeting with the assigned AVSO Review Appraiser, the agency BLM Realty Specialist and/or other agency representatives or interested parties.
If any significant items of concern are observed during the property inspection, from aerial photographs, or other materials researched during the appraisal process, then the appraiser must contact the AVSO Review Appraiser before continuing with the appraisal assignment.
Controversies/Issues
No controversies or extraordinary issues are anticipated for the appraisal assignment. Should the appraiser identify controversies or issues during the course of assignment, he/she must immediately notify the AVSO Review Appraiser.
Legal instructions
None. Should the appraiser require legal instruction during the course of the assignment, he/she must immediately notify the AVSO Review Appraiser.
Special Appraisal Instructions
1. The landowner believes there is merchantable timber on the subject properties. A contracted timber cruise and valuation is an element of this appraisal assignment.
A Timber Cruise Plan will be prepared by your forestry consultant/cruiser with assistance and input from the BLM Medford District Check Cruiser/Appraiser (contact information will be provided to the selected appraiser). This plan will be used in the inventorying of timber located on the subject properties. At the time of the cruise, your consultant may arrange for the BLM Check Cruiser to accompany your consultant on a portion of the cruise and/or take other measures to assure that any problems are quickly identified and resolved. Coordination with check cruiser is critical. A copy of a sample Timber Cruise Plan will be provided by BLM to the contract appraiser under separate cover.
Inventory work must adhere to the Timber Cruising & Appraisal Guidance - BLM Northwest Region DOI-AVSO (6-1-2020) and Supplemental Directions for Timber Cruising - BLM Northwest Region DOI-AVSO (6-1-2020) included as part of this appraisal assignment.
If timber resource is judged to contribute to the value of the subject properties other than aesthetically, then the forestry consultant must also perform a timber valuation. The valuation of the timber must conform to the highest and best use of the properties and consider the perspective of the most likely buyer of the subject properties. The timber value methodology should be discussed with the Review Appraiser in advance. The preferred method is through the sales comparison approach utilizing comparable sales with a similar timber resource. If an allocation between land and timber is appropriate on comparable sales, then the preferred sources of that allocation are the buyer, seller and broker (if any). Immediately upon completion of the timber cruise and valuation, a draft copy must be provided to the Review Appraiser who will transmit the report to the BLM Check Cruiser/Appraiser. The appraiser must also keep in mind and conform to the unit rule from UASFLA and avoid a summation approach without market support. The unit rule must be discussed in the appraisal report with an explanation as to how the overall valuation conforms to it.
The contractor must include the cost of performing the required timber cruise and valuation on the subject properties. An allocation must be made of the total bid between the timber consultant’s work and the rest of the appraisal. If the timber cruising and valuation is to be subcontracted to another party, then that party must be identified and their qualifications, including references and experience with the timber types involved in this assignment, must be included with the bid proposal. If the contractor will be doing the cruise and valuation, then the same information must be provided.
The estimated time for completion of the cruise must be included in the bid proposal, as well as the proposed cruise design description. The target accuracy is addressed in the Timber Cruising & Appraisal Guidance – BLM Northwest Region DOI-AVSO (6-1-2020).
The cruise report and timber valuation must include:
a) the cruise design
b) road network including any required new construction
c) timber type map
d) harvesting restricted zones
e) harvesting method by area
f) stand tables
g) gross and net volumes and the basis for the adjustment
h) statistical analysis
i) delivered log prices
j) log and haul costs
k) post-harvest required activities and costs
l) whatever else is necessary to help the reader understand what was done and how the conclusions were developed.
2. The appraiser must deliver an appraisal report that complies with both USPAP 2020-2023 and UASFLA 6th Edition. Further, the appraisal report must conform to the sequence and content outlined in UASFLA 6th Edition, Appendix A (Pages 208-212; Appraisal Report Documentation Checklist) and Appendix B (Page 213-214; Recommended Appraisal Report Format for Total Acquisitions) of UASFLA.
3. The appraiser may not communicate assignment results to any party except AVSO until authorized to do so in writing by AVSO.
4. Any communication (verbal or written) with the Client Agency BLM Realty Contact and/or the Property Owner shall include the assigned AVSO Review Appraiser.
5. If the appraiser encounters any obstacles that are outside the normal appraisal process as directed in the SOW, the AVSO Review Appraiser is to be contacted immediately.
General Appraisal Requirements & Instructions
1. The appraiser must have training and experience in appraising property similar to the property involved in this appraisal assignment pursuant to the UASFLA.
2. The appraiser must hold a valid license as a Certified General Appraiser for the jurisdiction in which the subject property is located. Valid credentials include those obtained directly from the jurisdiction, those issued under a reciprocity agreement, and/or those characterized as “temporary” under the jurisdiction’s licensing and certification statutes.
3. The appraiser must have completed the education or taken the necessary steps to conduct an appraisal in full compliance with the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Edition.
UASFLA (Page 56) states that a report prepared in accordance with UASFLA Sections 2.3, 2.4, and
2.5 is consistent with and/or exceeds the requirements for an Appraisal Report under Standard 2 of
USPAP.
4. The AVSO Statement of Work (SOW) and other assignment instructions must be included within the Addenda to the appraisal report.
5. The appraiser must appraise the subject property in its “As Is” condition unless authorized in writing by the AVSO Review Appraiser to do otherwise, or as noted via the Extraordinary Assumptions and Hypothetical Conditions.
6. The preferred method of adjusting comparable data is through the application of well supported quantitative adjustments (percentage, $/acre, etc.). Quantitative adjustments without market support are unacceptable.
Qualitative adjustments (similar, inferior, or superior) should be used when market variables cannot be quantified and/or market data is inadequate. When the appraiser applies qualitative analysis, the appraiser shall include thorough narratives for all elements of comparison to explain the appraiser’s rationale and reasoning for the differences between the comparable data and the subject property.
All adjustments, whether quantitative or qualitative, must include comprehensive discussions and be supported by clear, appropriate, and credible analysis based on documented market research.
Mere references to undisclosed “trends,” or reliance on the appraiser’s “opinion” or “judgment” without market support is unacceptable.
Market support includes, but is not limited to, discussions with buyers, sellers, investors, brokers, attorneys, and title officers. The appraiser must also consider the effect of applying multiple adjustments and beware of the risk of double-counting overlapping adjustment factors.
7. The opinion of market value may not be predicated upon highest and best uses that are speculative or conjectural. A highest and best use estimate requires showing reasonable probability that the land is both physically adaptable for such use and there is an economic need or demand for such use at the effective date of appraisal. Adequate support for a reasonably probable, legally permissible and physically possible use may result in multiple financially feasible uses. As such, each financially feasible use must be examined within the parameters of its supply and demand and the buying power of identified market participants to arrive at a specific maximally productive highest and best use from among the financially feasible uses. Overly broad highest and best use identification should be refined to more specific uses that generate the highest monetary return to the land. The appraiser is expected to be familiar with the different levels of market analysis (Chapter 15 – Market Analysis, The Appraisal of Real Estate, 14th Edition) and identify and apply the level of Market Analysis necessary to support the determination of a specific highest and best use. Reference to Scope of Work Rule in USPAP is made for guidance.
8. If sales to governmental entities, including sales to environmental/public interest organizations and non-profit entities with the intention of transferring the sale property to a governmental entity later, are included in the appraisal report, they are subject to extraordinary verification and treatment insuring that these government related sales represent credible, arms-length transactions. These types of sales must be examined in accordance with the guidelines found in UASFLA Section 1.5.2.4.
