Since Major Overhaul” (TSMOH) and the engine Total Time (T.T.).
B8. AIRCRAFT RECORDS AND DOCUMENTATION
B8.1 The Government will furnish a list of life limited parts, inspection items, and known deferred discrepancies to the
Contractor at the time that the service is approved on the AMD-79A.
B8.2 The Contractor shall provide a record of compliance with Airworthiness Directives; Manufacturer's Service Bulletins or other modifications and all maintenance actions they accomplish. They shall further record whether such modifications were performed under manufacturer specifications, FAA specifications, or by replacement of parts due to normal attrition.
The Contractor shall document the nomenclature, serial number, part number, location and total time, time since overhaul and total cycles accumulated for all replacement life-limited parts they install. In the event installed life-limited parts are inspected, reworked or modified to extend the service life; the total hours and cycles at time of rework, remaining life-limit after rework, and the document used for rework shall be recorded. Records pertaining to compliance with FAA
Airworthiness Directives, Manufacturer's Service Bulletins or other modifications shall be in such detail that the method and extent of compliance can be readily ascertained. This information shall be documented on the contractor's work orders.
B8.3 The contractor must have appropriate signatures (sign-off) for the inspection or repair work being accomplished.
Current Aircraft Flight Use Report (OAS- 2), which may identify repair needs (discrepancies), will accompany the aircraft.
The contractor must complete the OAS-2 and sign it prior to returning the aircraft to service.
B8.4 Weight and Balance - The contractor may be requested, by the POC, to weigh aircraft based on the work performed.
The contractor is responsible to provide and update weight and balance information, 337's, etc., for all work accomplished as required.

all work shall be done in accordance with the requirements and conditions of the warranty. The Contractor shall comply with specific instructions and procedures as imposed by the warranty and shall submit copies of warranty documentation for work performed.
B9.2 Certain parts furnished by the aircraft, engine, or avionics manufacturers may be covered by a Replacement Parts and
Warranty Program. Under this program, the manufacturer may, upon request by the customer, assume the cost or a portion of the cost, for parts and/or labor to replace defective parts or to accomplish designated replacement parts program items.
Contractor mechanics shall tag all such items removed from aircraft and deliver them to the POC.
B10. PURCHASE LIMITATIONS
B10.1. Individual Calls placed under this Blanket Purchase Agreement (BPA) shall not exceed the Simplified Acquisition
Threshold (SAT) and the government is obligated only to the extent of authorized purchases made under this BPA.
B10.2 The Contracting Officer will provide the Contractor a list of individuals from the OAS authorized to request service under this BPA to include the dollar limitation per purchase for each individual. Although authorized, OAS will be limited to seeking responses to a request for quotes from BPA holders and develop the call order packet; it will be the Contracting
Officer who will approve work on an AMD-79A and then issue the call order under a BPA for invoicing and payment purposes.
B10.2.1. Government Representative/Point of Contact (POC): The Government Representative/POC is delegated by the
Contracting Officer and is authorized to take any or all actions with respect to administrative functions by assuring the
Contractor performs in accordance with the BPA. BPA Call order responsibilities and personnel are identified below:
• Obtaining quotes/AMD-79A, preparing BPA Call Order packets and administration of BPA Call Orders:
Government Representative/POC: Andrew Davis, andrew_davis@ios.doi.gov
Government Representative/POC: Kevin Fox, kevin_fox@ios.doi.gov
• Issuance of BPA Call Orders and administration of Blanket Purchase Agreement (BPA):
AQD Contracting Officer: Division 2, Branch 1 as applicable
B10.3. Changes to the above individuals will be made through unilateral contract modification. Letters of delegation to these individuals will be issued by the Contracting Officer with a copy provided to the contractor.
B11. CALLS FOR SERVICES
B11.1. The Government does not guarantee the placement of any calls for use under this BPA, and the Contractor is not obligated to accept any calls.
B11.2. Calls for service will be approved by the Contracting Officer as needs become known. The Authorized
Purchaser/POC is authorized to schedule maintenance with the contractors within the requirements of the Call. If the
Contractor accepts a Call, the Contractor shall be obligated to perform in accordance with the terms and conditions stated herein and under the specific project. If none of the Contractors awarded a BPA are available or capable of performing a specific project or if found to be cost prohibitive, OAS reserves the right to utilize other sources to accomplish the project.
B11.3. Calls for service under this contract will be placed with the Contractor offering the best value to the Government for aircraft maintenance services conforming to the Government's individual project requirements. The Government will make its selection for a project based upon familiarity with the work to be done, past performance, capability, availability, location of facility, hangar keepers’ insurance, material lead-time, and price.
B11.3.1. The Government Authorized Purchaser/POC will use the hourly and maintenance rates in the Contractor’s BPA to
OAS FLEET MAINTENANCE BPA 11 SOLICITATION # 140D0423R0051
develop the cost comparisons. Authorized Purchaser/POC shall check availability with the recommended Contractor. The
Authorized Purchaser/POC will determine the best value for the specific fleet maintenance requirement based on the location, availability, and cost estimate. Once the Authorized Purchaser/POC selects the best valued Contractor, a request will be made for the Contractor to submit the AMD-79A.
B11.4. AMD-79A shall be submitted to the Authorized Purchaser/POC. It is impractical to expect a contractor to always be able to provide a firm estimate upon receipt of aircraft without having the ability to determine the nature and extent of repairs required when aircraft requires disassembly. Contractor shall provide a cost estimate using the AMD-79A Form to the Authorized Purchaser/POC as soon as reasonably possible to receive approval to proceed. The contractor’s receipt of a
Contracting Officer approved AMD-79A shall constitute notice to proceed with performing the required service(s).
Contractor will communicate with the Authorized Purchaser/POC any changes from what was approved prior to performing the work, unless approved in advance by the Authorized Purchaser/POC. The AMD-79A Form will be provided electronically to each contractor upon BPA award. Pricing offered under Section A will remain in effect for the duration of this BPA.
B11.5. The contractor shall respond to requests for unscheduled maintenance as soon as mutually agreed to by the
Authorized Purchaser/POC and the contractor. If the contractor is not able to respond in a reasonable time, maintenance services may be obtained from another source.
B11.6. Any maintenance requiring overtime, and/or Saturday/Sunday/Holiday pay must be approved in advance by the
Contracting Officer.
B11.7. Maintenance services may be ordered at locations other than the contractor's principal location. Contractor's travel time to outside facilities will be paid for at the rate identified in the schedule. Travel expenses for food and lodging will be paid at the rates established by the Federal Travel Regulations (FTR) for each overnight stay. Payment for commercial airfare and ground vehicle rental will be made at the actual cost incurred by the contractor. The contractor shall be required to provide airline and/or rental car receipts prior to payment.
B12. SUPPLEMENT TO CONTRACT TERMS AND CONDITIONS
B12.1. 52.212-4(A) Inspection/Acceptance, the following is added:
B12.2. After award of the BPA(s) and any renewal thereof, an inspection of the Contractor's proposed facility, equipment and personnel may be made by the POC at the POC’s discretion at any time during the ordering periods to assure compliance with the requirements of this BPA. Contractor’s refusal of inspection may result in the use of a different
Contractor. The POC will report refusal of inspection to Contracting Officer within 24 hours. Hours for inspection are
0730 to 1630 local time, Monday through Friday (Government holidays excluded) unless otherwise scheduled by the
Government. The POC can conduct scheduled or unscheduled inspections at any time. The Contractor may request rescheduling of any inspection in writing to the POC no later than 7 days prior to the date of a scheduled inspection. The
POC will attempt to accommodate the request, if possible.
B12.3. Inspection of Work in Progress. The Government reserves the right to inspect and document all maintenance and refurbishing work in progress.
B12.4. Inspection and Acceptance. The contractor shall notify the POC when the aircraft is airworthy.
B12.5. Performance Test. The Government reserves the right to conduct a post maintenance flight of the aircraft and components prior to acceptance. The post maintenance flight will be conducted after the OAS-2 is properly signed off as maintenance released and the POC is notified. The government typically conducts the post maintenance flights within 24 hours (normal business days only, subject to weather and pilot availability) of contractor notification.
B12.6. Test Flights/Ferry Flights/Run Up and Movement. All post maintenance/ferry flights shall be conducted by an approved Department of the Interior pilot designated by the POC. The contractor is not authorized to fly the aircraft.
Contractor mechanics may run up aircraft for the purposes of inspection and test, including limited movement under power to and from the contractor’s facility (or other repair site).
OAS FLEET MAINTENANCE BPA 12 SOLICITATION # 140D0423R0051
B12.7. Post maintenance flight inspections are for the purpose of acceptance of work performed. New items noted during post maintenance flights are considered new discrepancies.
B13. MATERIALS AND WORKMANSHIP
B13.1. All work shall be performed in accordance with the standards set forth in 14 CFR 43, 145, and the requirements of these specifications.
B13.2. Correction of Non-Conforming Work. Work that was not performed correctly or does not conform to acceptable standards of workmanship shall be repaired at no cost to the Government.
B14. OVERNIGHT ALLOWANCE (Applies only to Government Directed Travel, approved in writing by the POC)
B14.1 Except as provided below, the Government will furnish all meals and lodging to, or pay an overnight allowance for each mechanic required by the specifications to remain with the aircraft. Lodging, meals, and incidental expenses shall be documented on the invoice for payment and supported with receipts.
B14.1.1 The Government will not pay invoices submitted with incomplete or missing supporting documentation.
B14.2 Travel will be in accordance with the Federal Travel Regulations (FTR) currently in effect on the date of travel and
FAR 31.205-46. In accordance with FAR 31.205-46, Cost for lodging, meals, and incidental expenses may be based on per diem, actual expenses, or on a combination thereof, provided the method used results in a reasonable cost. Therefore, the Government will utilize a combination of methods to determine reasonable cost. The per diem rates can be found at https://www.gsa.gov/portal/content/104877.
B.14.2.1 Meals and incidentals will be reimbursed at the applicable maximum per diem rates per location. Lodging will be reimbursed at the applicable maximum per diem rates per location. In locations, where costs may be escalated because of special or unusual events, and lodging within prescribed allowances cannot be obtained, actual costs not to exceed 300% above per diem may be authorized. When known in advance, the Contractor should notify the Contracting Officer that lodging costs for their travel will exceed per diem. In the written notification, the travel dates, lodging location(s), and estimated lodging costs should be provided. When not known in advance, the Contractor should notify the Contracting
Officer as soon as practicable. A signed written justification for the use of the higher rate shall be provided by the Contractor with the submission of the invoice. The receipt must show employee(s) names, date(s), location, and amount paid. Receipts*
ARE required for all lodging expenses.
*NOTE: Lodging receipts are NOT required when lodging is provided by the Government.
B14.2.2 If the Contractor does not use Government-provided meals and/or lodging, the Government will NOT reimburse the
Contractor for costs incurred utilizing an alternate method of procuring meals or lodging accommodations. Mileage will NOT be paid for transportation to and from lodging accommodations or meals.
B14.2.3 Per Diem (lodging, meals, and incidentals) is authorized when the mechanic is away from their designated base for overnight stays.
B15. GOVERNMENT PROPERTY
B15.1 Aircraft and its installed equipment are considered Government owned property. All Parts will be returned unless the POC has determined the parts removed is an expendable item(s) and at such time will give approval for disposal. All items that are determined to be unserviceable or otherwise changed out, shall be listed (to include make model and serial number, if applicable and condition code) on an addendum to the work order. All equipment furnished and installed by the contractor shall become Government property upon installation and payment.
B15.2. Security/Damage - When the contractor takes possession of an aircraft, any physical damage shall be noted on the
OAS -2 Aircraft Flight Use Report. All damage shall be immediately brought to the attention of the POC. The contractor is responsible for the aircraft during maintenance activities.
