1. State Certification
a. State Certification: The contractor must hold a current Certified General Appraiser license in the State of
Alaska or have the ability to obtain a temporary practice permit from the State of Alaska. Please acknowledge the certification status in your proposal (it will be confirmed on government websites). If the appraiser is licensed in another state and applying for a license in the subject jurisdiction, he/she must provide a reference to the state and certification status.

iii. A designation from a recognized professional appraisal organization will be considered but is not required. The appraisal report must detail the specific contribution(s) of all individuals, other than the signer(s) of the appraisal. If the contractor does not list anyone else as providing assistance, it is expected that the proposal is submitted as though the individual contractor is doing 100 percent of the research, verifications, property inspections, valuation analyses and appraisal writing. Sub-contracting of this assignment is not permissible.

Target for completion of the assignment is 180 days from contract award date but alternative dates up to 210 days will be considered.
5. Price Quote
a. The appraiser must provide a firm-fixed price quote that includes both of the referenced cases with any and all discounts applied for all the work to complete the assignment described in the Statement of Work (SOW).
b. Price quotes will be evaluated for completeness and reasonableness.
EVALUATION OF QUOTATIONS:
52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award of this Contract will be made on a Best Value/Trade Off basis. The following factors shall be used to evaluate offers: Technical, Past Performance, and Price.
Technical and past performance, when combined, are more important than cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)

Property Description
The improved property is comprised of one assessor’s parcel located at 206 Lincoln Street in Sitka, Alaska. The irregular shaped site is mildly sloping and contains approximately 5,318.15 square feet. Please note the land size was provided by NPS by way of a Land Survey (see Exhibit – Land Survey and below) performed by the Office of U.S. Surveyor General in 1925 and differs somewhat from county records. This must be investigated and confirmed by the appraiser.
The subject owners are operating the property as mixed-use commercial/residential building. The building fronts Lincoln Street in downtown Sitka. There is also a 10-foot easement appurtenant for ingress and egress, utilities, water, and sewer over the property behind the parcel, allowing access to Harbor Road.
The three-story building is known as the Tilson Building or Building 29 and was constructed in the 1850’s by the Russian American Company. During Russian ownership it had a bakery in the basement, and it was used by government officials and businessmen upon the acquisition of Alaska by the United States. The building has been nominated for the historic register as an example of Russian-American construction. It has a long history of use with storefronts on the first floor and living quarters on the second. The first floor contains two retail spaces, one currently leased and the other is currently vacant. The second floor contains two leased apartments. See Exhibits – Interior Photographs and Subject Leases for more details. Water, sewer, and electricity are through local utilities.
The proposed client agency action is to acquire the subject property. In addition to a market value determination of the subject property as a whole, the client request is to provide an opinion of the contributory value of real property improvements on the property for their Real Property Asset Report. By regulation and as a matter of meeting the requirements of UASFLA, the NPS is acquiring the real property only for the subject site.
Legal Description
A full legal description of the subject parcel was provided by way of a Commitment for Title Insurance dated June 29, 2021, prepared by First American Title Insurance Company (below).
Lot 7, Block 1, U.S. SURVEY 1474, Tract A, Sitka Townsite, Records of the Sitka Recording District, First Judicial District, State of Alaska.
Property Interest
Fee Simple Interests subject to the exceptions indicated in the preliminary title report and reservations, if any, by the property owner. See Outstanding Rights section below. The appraiser is to address all of the title exceptions noted in the Preliminary Title Report and the impact of those exceptions on the property value.
The appraiser must immediately notify the AVSO review appraiser of any indications of rights contrary to those described in this SOW or the Preliminary Report as this could result in amended instructions.
Per UASFLA 4.2.2.1. Ownership Interests (the Undivided Fee). A property with multiple ownership interests or estates—such as lessor and lessee, life tenant and the holder of the remainder, or mortgagor and mortgagee—must be valued as a whole, embracing all of the rights, estates, and interests of all who may claim, and as if in one ownership. For example, in an acquisition of property in fee simple absolute, the property must be appraised as an undivided fee. Similarly, in acquisitions of less-than-fee interests, the interests being appraised must be valued as if under single ownership. The market value of the whole is later apportioned among “the respective interest holders . . . either by contract or judicial intervention.” This is because just compensation is for the property itself, not the various ownership interests; thus, “the appraised value of the property represents the whole fee.” This aspect of the unit rule ensures the public is not charged twice in federal acquisitions.
Upon determination of Market Rent and Occupancy, please consult with the Review Appraiser to discuss property conditions as they relate to the “as is” condition.
Please provide a market value determination of the subject property as a whole. Further, please provide an opinion of the contributory value of real property improvements on the property for incorporation into the Real Property Asset Report.
Outstanding Rights
A preliminary title report or equivalent for federal lands acquisition will be provided.
The appraiser must discuss the impact of all outstanding rights on the subject property. Any recorded or unrecorded documents, conditions, agreements, easements and/or encumbrances discovered must be identified and discussed in the appraisal report in relation to their impact on value. Refer to Section 2.3.1.7 of the 6th edition of UASFLA. For this reason, the preliminary title report as well as other sources should be reviewed for encumbrances.
The appraiser must investigate for and promptly report additional or inaccurate encumbrances on the property to the AVSO Review Appraiser.
Reservations
None Reported
Personal Property
None
Property Access
Physical Yes. The property has physical access along Lincoln Street.
Legal Yes. The property is reported to have legal access.
Larger Parcel
The Agency request covers ±5,318.15 square feet. The subject landowners also own at least one nearby parcel. No further information was provided indicating ownership of other land in the general area by the subject owner. Please refer to Exhibit - Similar Ownership for reference on another parcel within proximity.
However, this is not a complete list. The appraiser must investigate and confirm all relevant parcels under the same ownership. The relevance, if any, in the determination of the larger parcel is part of this valuation.
The appraiser must conduct all research necessary for a well-supported larger parcel conclusion presented in the appraisal that is consistent with the Uniform Act PL 91-646 and UASFLA, 6th Edition (2016) Sections
UASFLA 1.2.7.3.1, 1.4.3-1.4.7, 2.3.3.1, & 4.3.
The appraiser must make the determination of the larger parcel independent of the review appraiser and notify the review appraiser of his reasoning and concept of the larger parcel as soon as possible following his inspection of the property and prior to completion of the appraisal.
Communications between the review appraiser and the appraiser are essential since the appraiser’s larger parcel conclusion may require a modification of the appraisal assignment.

[Uniform Appraisal Standards for Federal Land Acquisitions, 6th edition, 1.2.4.]
Leasehold Acquisitions (for reference if needed)

Date of Value
The date of value is the date of the last property inspection, which must be no later than 30 calendar days prior to the submission of the completed appraisal report, unless the AVSO review appraiser approves in advance other conditions in writing.
Extraordinary Assumptions (EA’s)

Hypothetical Conditions (HC’s)
None. If the appraiser determines that hypothetical conditions are necessary, he/she must contact the AVSO Review Appraiser for prior written approval.
Jurisdictional Exceptions
The appraiser may use a jurisdictional exception for the USPAP requirement of an exposure period estimate that is in conflict with UASFLA. If the appraiser decides to invoke any other jurisdictional exceptions, he/she must contact the AVSO review appraiser in advance to obtain prior written approval.
Placement in Report
The appraiser must clearly identify all extraordinary assumptions, hypothetical conditions, and jurisdictional exceptions wherever the final value conclusion is stated, including the Letter of Transmittal and the Summary of Salient Facts. These must also be communicated with any General Assumptions and Limiting Conditions.
Property Inspection
The appraiser must inspect the subject property and all of the market properties used in direct comparison, unless the AVSO review appraiser has approved other conditions in writing.
For appraisals with an intended use of acquisition or exchange, the appraiser must certify in the report that he/she extended an offer to the property owner (or the owner’s representative) to accompany him/her during the property inspection. [Uniform Relocation Assistance & Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended and the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Ed.
(Section 2.3.1.4, pages 58)]

You must notify in advance both the NPS realty specialist and the AVSO review appraiser when the property inspection will occur.
Pre-Work Meeting
The appraiser will be required to attend a pre-work meeting (either on-site during the inspection or via telephone) with the assigned AVSO review appraiser, the agency realty specialist and/or other agency representative, and other interested parties. The AVSO review appraiser will coordinate the date, time & place of the meeting.
Controversies/Issues
Should appraiser identify controversies or issues during the course of assignment, he/she must immediately notify the AVSO Review Appraiser identified in this Statement of Work.
1. Upon determination of Market Rent and Occupancy, please consult with the Review Appraiser to
2. Please provide an opinion of the contributory value of real property improvements on the property for incorporation into the Real Property Asset Report.
3. A Phase I Environmental Site Assessment (ESA) was performed on the subject in June 2021 by Cos Environmental Services (CES). This Phase I ESA (provided as an Exhibit) revealed evidence of one Recognized Environmental Condition (REC) which has the potential to have adverse effects on the subject property.
a. One 500-gallon heating oil underground storage tank (UST) of unknown age and condition is present at the site. This UST is present under conditions that pose a material threat of a future release to the environment.
Based on the results of the Phase I ESA, CES recommends the following:
b. Remove and decommission the 500-gallon UST and fuel lines and replace with a double-walled aboveground storage tank (AST) and aboveground fuel lines. The vast majority of fuel leaks are due to the failure of old tanks and piping.
Additional recommendations outside of the scope of this Phase I ESA:
c. CES recommends an asbestos survey and lead-based paint survey be conducted prior to any remodeling of the building.
These factors must be investigated and addressed in the appraisal report.
Legal Instructions
None.
Special Appraisal Instructions
1. Even though communication is encouraged with the property owner and the client agency, only the assigned AVSO Review Appraiser can modify appraisal instructions (in writing).
2. The appraiser may not communicate assignment results to any party except AVSO until authorized to do so in writing by AVSO.
3. Any communication (verbal or written) with the Client Agency Realty Contact shall include the assigned AVSO Review Appraiser.
General Appraisal Requirements & Instructions
1. The appraiser must hold a valid license as a Certified General Appraiser for the jurisdiction in which the subject property is located. (Valid credentials include those obtained directly from the jurisdiction, those issued under a reciprocity agreement, and/or those characterized as “temporary” under the jurisdiction’s licensing and certification statutes.)
2. The AVSO Statement of Work, other assignment instructions and engagement letter must be included within the Addenda to the appraisal report.
3. All appraisals complying with UASFLA must conform to the sequence and content outlined in UASFLA, Appendix A, B, C and D).
4. AVSO will consider an appraisal meeting UASFLA standards a USPAP Self-Contained report (as defined in USPAP prior to 2014). UASFLA (Page 56) states that a report prepared in accordance with UASFLA Sections 2.3, 2.4, and 2.5 is consistent with and/or exceed the requirements for an appraisal report under Standard 2 of USPAP.
5. The appraiser must appraise the subject property in its “As Is” condition unless authorized in writing by the AVSO Review Appraiser to do otherwise.
6. Color photographs taken by the appraiser of all of the subject improvements, adjacent roads and adjacent properties, as well as street level photographs of all comparable properties utilized shall be included. Maps indicating the location of the subject property and comparable properties shall be included in the appraisal report. Assessor's parcel maps large enough to be legible are required for the subject property and all of the comparable properties. AVSO will sometimes accept, with prior authorization, aerial photographs for comparable properties, unless the aerial photographs do not accurately represent the property as of the date of inspection. The appraiser must photograph any unusual property features and any significant improvements from street level.
7. The appraisal report will be reviewed for compliance with the terms of this Statement of Work
(including all cited standards). Any findings of inadequacy will require clarification and/or correction.

The Review Appraiser will view the information and provide further instruction to the appraiser regarding handling and storage of the confidential information.
10. While the public is not an intended user of the appraisal report, the Freedom of Information Act (FOIA) and Agency policy may result in the release of all or part of the appraisal report to others.
11. If including any proprietary information in the appraisal, appraiser must gain concurrence from AVSO Review Appraiser and deliver the proprietary information in a separate binder.
12. When the appraiser has performed any services regarding the subject property within the three prior years, he/she must disclose this in the bid proposal.
SECTION 3 – Performance & Submission Requirements
The appraiser must address any questions regarding appraisal instructions and/or technical requirements for the appraisal to the assigned AVSO review appraiser who’s contact information will be provided when the contract is awarded.
