RFQ 140D0423Q0003 ONRR – Oil & Gas GIS Dataset Subscription of 42
STATEMENT OF WORK
Purpose:
Acquire Geospatial Information System (GIS) data sets that contain detailed attributes of oil, gas, and other hydrocarbon transportation and processing infrastructure within the United States of America. The Market and Spatial Analytics office (MSA) will utilize the spatial accuracy and attributes of these data sets to perform analysis related to the path hydrocarbons take from well head to market. The information included in these data sets will help ONRR better understand and enforce regulations related to transportation and processing allowances as well as index-based valuation which concurrently will support the royalty collection, audit, compliance, enforcement and unbundling functions that ONRR performs.
Background:
The Office of Natural Resources Revenue (ONRR) manages the collection and disbursement of billions of dollars of energy related royalties annually to the benefit of the United States, individual States, Indian tribes, and individual Indians.
In order to ensure the full and fair return of federal and Indian royalties and other monies owed for the utilization of public resources, ONRR must use current and accurate technological methods. GIS allows ONRR to spatially represent its data and perform analysis based on location that would otherwise be impossible. DOI currently has an enterprise license for ESRI’s ArcGIS software and ONRR uses this suite of programs for its current GIS analyses and projects.
It is imperative to ONRR’s mission that the GIS data sets used in managing the nation’s natural resources are accurate, comprehensive, current, and integrate seamlessly with ONRR’s existing GIS infrastructure.
Specifications:
Unless required to report to a regulatory agency, infrastructure and refining/processing data is generally not publicly available. To ensure the most comprehensive data sets, information would need to be gathered from third party sources or from individual owners of midstream operations. The data obtained would then need to be normalized to allow for datasets with identical attributes across information providers.
MSA requests the following GIS data sets that contain all of the following minimum:
Natural Gas Infrastructure:
Natural Gas Pipelines Gas Storage Processing Plants
RFQ 140D0423Q0003 ONRR – Oil & Gas GIS Dataset Subscription of 42
Compressor Stations Meter Points LNG Terminals Index Pricing Points
Crude Oil Infrastructure:
Crude Oil Pipelines Refineries Terminals Crude Oil Pump Stations Railroads
Refined Products Infrastructure:
Refined Products Pipelines Refineries Terminals Pump Stations Railroads NGL Pipeline Infrastructure:
NGL Pipelines Processing Plants NGL Pump Stations Petrochemical Facilities
Miscellaneous Infrastructure:
CO2 and Helium
Oil & Gas Wells:
Oil and Gas Wells Completion
Geological Base Data:
Basins Shale Plays Producing Areas Fields Formations
MSA is also interested in knowing about any other datasets available related to minerals and renewables but is not requiring it as part of this proposal.
RFQ 140D0423Q0003 ONRR – Oil & Gas GIS Dataset Subscription of 42
MSA will also require a complete data dictionary which will describe any internal codes, abbreviations, etc. for the above data sets and value as well as in-depth release notes including all schema changes. An update schedule for each dataset will also be required.
MSA requires that this data be available for use within a desktop and web-based application that would be accessible throughout ONRR. This provision would also extend to state auditors which ONRR contracts through its 202/205 program. These auditors would be considered affiliates of ONRR. Both parties would be restricted from distributing any products created with the subscribed data outside of their respective organizations and would strictly use data for internal use only.
In relation to static end products created with the subscribed data, such as PDF maps, MSA, ONRR, and its affiliates reserve the right to keep all printed or saved documents should the agreement between MSA and the data provider terminate.
Finally, the contractor will be held liable for any damage or loss of business as a direct result of malware or malicious code embedded within data sets issued to MSA under the authority of this statement of work.
Scope of Work:
Data sets must be updated on at least a quarterly basis and reflect all major occurrences in the energy markets.
Deliverables:
The contractor may collect data sets utilizing their own internal software. However, the data sets must then be manipulated and provided in a format directly compatible with the latest ESRI ArcGIS desktop version 10.X and ArcPro 2.X series of software. Software version compatibility may be adjusted by ONRR throughout the term of the contract with notification to contractor.
The contractor must provide these data sets with the understanding that they will be saved and stored on ONRR systems to be used by ONRR employees for analysis and visualization. These data sets will not be publicly distributed by ONRR or their employees.
The contractor will deliver these data sets to MSA through a secure online site such as a FTP or web services site. The contractor will also grant access to an online site where MSA will be able to download the data sets or receive them through a file transfer protocol as needed. If delivered via FTP then MSA requires the file geodatabase format.
A virtual demonstration or sample of the GIS data sets listed under Specifications for the state of Wyoming, must be submitted along with the cost proposal to MSA so that they can be verified for
RFQ 140D0423Q0003 ONRR – Oil & Gas GIS Dataset Subscription of 42 inclusion of all required data and to ensure compatibility with current GIS software (ArcGIS). The contractor will also provide MSA with the size of their complete data offering.
The contractor will provide MSA with a direct point of contact available to discuss concerns about the accuracy of the data sets or concerns about completeness of the data sets.

SECTION 6 – EVALUATION FACTORS FOR AWARD
The following evaluation factor information is provided in lieu of the FAR provision 52.212-2:
The Government will award a Purchase Order resulting from the Request for Quote (RFQ) to the responsible quote provider whose quotation conforms to the RFQ and will be most advantageous to the Government. The Government has determined the Lowest Priced Technically Acceptable (LPTA) quotation will be the most advantageous.
The Government will evaluate technical acceptability on a pass or fail basis. To meet the minimum technical acceptability standards, the quotation must:
1) Be From a Small Business concern.
2) Meet the Specifications detailed in Section 2.1.
3) Be from a business that affirmatively demonstrates its responsibility as reported in the Federal Awardee Performance and Integrity Information System (FAPIIS) records.
4) Indicate the Quoter’s ability to attain the anticipated Period of Performance.
The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement (base period). The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
The Government intends to make a single award for the requirement. Submission of a quote implies the Contractor agrees to the terms and conditions in this document. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government reserves the right to not issue an award from this RFQ. This is an RFQ only and in no way obligates the Government to award a Purchase Order or to reimburse the Contractor for any costs incurred in preparing the response to this RFQ.
