Intended Users The appraisal report will be used by the Appraisal and Valuation Services Office (AVSO) and the Bureau of Land Management (BLM) on behalf of the United States of America.

Intended Use The appraisal report will be used for the potential acquisition of the identified property. It is not intended for any other use.

Background The subject property is in Douglas County, Oregon, along the North Umpqua River, south of Eugene, Oregon in the Cascade Range. The North Umpqua River is a federally recognized wild and scenic river renown for fishing, kayaking, white water rafting, and scenic enjoyment. However, the area near the subject was significantly impacted by the 2020 Archie Creek Fire, which burned an estimated 125,500-acres, or more, of forest according to the Oregon Forest Resources Institute and regional timber producers. The property owner indicated that portions of the subject have been salvaged logged and replanted in accordance with applicable forestry practices after the Archie Creek Fire.

Property Description The Subject Property consists of four parcels that total 219.52-acres, all of which are located east of the community of Glide and west of Umpqua National Forest (about 25 miles east of Roseburg), Douglas County, Oregon. The Baker Parcel is 56.89 acres and has area on either side of the North Umpua River, REQUEST FOR QUOTE - 140D0422Q0732 - Appraisal Service - Agency Case ID: 69272, 69273, 69274, and 69275, the North Umpqua Trail Parcel is 54.19 acres and is mostly located along the southern edge of the river, the North Umpqua River Ribbon Parcel North & South is 32.81 acres and is entirely

These sizes listed above are based off of a recent BLM survey and are considered to be accurate; it is an assignment condition that the appraisal be based on the BLM survey derived sizes reported with the legal description.

The Baker Parcel is zoned Public Reserve, the North Umpqua Trail and Smith Springs Parcels are zoned both Public Reserve and Timberland Resource, and the North Umpua River Ribbon Parcel is zoned Timberland Resource. Several overlays also affect the parcels, including Design Review, North Umpqua Park or Public Recreation, Bird Habitat, and Floodplain.

Legal and physical road access is available to the Baker, Smith Springs, and North Umpqua River Ribbon North properties via North Umpqua Highway (State Highway138), which runs along the river.

The North Umpqua Trail and North Umpqua River Ribbon South properties do not have legal road access established, but both can be accessed via the North Umpqua River and the North Umpqua

The Subject Property consists of four parcels along the North Umpqua River.

The Baker Parcel is irregularly shaped and totals 56.89 acres, with area on both the north and south sides of the North Umpqua River. The North Umpqua Trail Parcel has a triangle shape, totals 54.19 acres, the majority of which is situated south of the river. The North Umpqua River Ribbon North & South Parcels total 32.81 acres. Per BLM’s surveyor, the two tax lots that comprise this parcel are essentially the same size, and the entirety of parcel is either highway or river area. The Smith Springs Parcel is irregularly shaped, totals 75.63 acres, and has area on both sides of the river.

The topography generally slopes steeply up from the river for each parcel with the exception of the River Ribbon parcel, which is a combination of river area and bankside.

A utility line follows N. Umpqua Highway and crosses the Baker, North Umpqua Trail and Smith Springs Parcels. The line appears to end just

within the bounds of the Smith Springs Parcel. No utilities are available to the North Umpqua River Ribbon Parcels.

There are reportedly no water rights associated with any of the subject parcels.

Only the Baker Parcel has improvements: an asphalt paved road.

The mineral estate is intact for each parcel.

Timber

According to BLM, the subject property has a history of timber production, and provided the following information:

• Parcel 1 (Baker Parcel) was salvage logged after the 2020 Archie Creek Fire

• Parcel 2 (North Umpqua Trail Parcel) has not been salvage logged and did contain some merchantable timber prior to the 2020 Archie Creek Fire

• Parcel 3 (North Umpqua River Ribbon Parcel North & South) has no merchantable timber of value

• Parcel 4 (Smith Springs Parcel) was salvage logged after the 2020 Archie Creek Fire

Based on aerial views, the amount of timber appears sparse. Nevertheless, the appraisal assignment will likely include both the real property and contributory value (if any) of the merchantable timber.

Moreover, any potential contributory value related to replanting and reforestation efforts upon applicable portions of the subject property must be considered in this assignment.

Various maps showing the subject property and surrounding area are presented on the following pages (note that tax map size estimates are considered inaccurate relative to recent BLM size estimates).

REQUEST FOR QUOTE - 140D0422Q0732 - Appraisal Service - Agency Case ID: 69272, 69273, 69274, and 69275, Mineral Rights BLM provided a Mineral Report (dated June 11, 2020, and prepared by Eric Heenan, BLM Minerals Specialist) that indicates any mineral potential has no foreseeable development potential. An excerpt from the Mineral Report is as follows:

“Recommendations: Based upon the geology of the region, the findings of past investigations, data and literature searches conducted to date, and on-site investigation, there is a low potential for locatable, leasable, and salable minerals deposits to be present within or adjacent to the parcel at depth, there is no evidence to support the actual existence of these potential deposits. Further, the parcels existence within the North Umpqua Wild and Scenic River Corridor, Power Site Classification, and Pacific Power and Light (PPL) Transmission Line ROW, the likelihood of new investigations and discoveries leading to development of mineral deposits on the parcel are low-leading to the conclusion that there is no foreseeable development potential. Based upon the precluding, it is recommended that minerals (locatable, leasable, and salable) not be considered in the appraisal of the parcel.”

The valuation of the subject property must include and address any value associated with the mineral estate that will be transferred to the United States of America (USA).

SECTION 2 - Appraisal Requirements & Instructions

Appraisal Standards

1. Uniform Standards of Professional Appraisal Practice (USPAP 2020-2021)

2. Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) 6th Edition

Market Value Market value is the amount in cash, or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of value, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property. [Interagency Land Acquisition Conference, Uniform Appraisal Standards for Federal Land Acquisitions, 6th ed., Section 1.2.4, p 10., The Appraisal Foundation, 2017].

Date of Value The date of value is the date of the last property inspection, which must be no later than 30 calendar days prior to the submission of the initial appraisal report, unless the AVSO Review Appraiser approves in advance other conditions in writing.

Assignment Conditions The appraisal will be based on the legal description contained in this Statement of Work (SOW), which was provided by BLM and approved by BLM Cadastral. As previously discussed, when the current landowner acquired the subject property, an incorrect legal description was recorded in the vesting deed.

Before the proposed acquisition by BLM is completed, the current landowner will correct the legal description by rerecording the current vesting deed or filing a Bargain and Sale Deed. According to the

REQUEST FOR QUOTE - 140D0422Q0732 - Appraisal Service - Agency Case ID: 69272, 69273, 69274, and 69275, Land Survey Services Request (LSSR), prepared by the BLM Cadastral Surveyor with the BLM Medford District Office, the size of the subject property (based on the correct legal description) is 219.52-acres.

Extraordinary Assumptions (EA’s) None. If the appraiser determines that Extraordinary Assumptions are necessary, he/she must contact the AVSO Review Appraiser for prior written approval. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

If any Extraordinary Assumptions are used, then per USPAP the appraisal must include a statement that the use of the Extraordinary Assumption might have affected the assignment results.

Hypothetical Conditions (HC’s) None. If the appraiser determines that Hypothetical Conditions are necessary, he/she must contact the AVSO Review Appraiser for prior written approval. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

If any Hypothetical Condition is used, then per USPAP the appraisal must include a statement that the use of the Hypothetical Condition(s) might have affected the assignment results.

Jurisdictional Exceptions (JE’s) The federal definition of market value includes reference to a reasonable exposure time. USPAP’s SR 1- 2 (c) (iv) requires that “When a reasonable exposure time is a component of the definition of market value the appraiser must develop an opinion of the reasonable exposure time linked to that value opinion.” However, UASFLA 4.2.1.2 states “Appraisers should not link an opinion of market value made for federal acquisition purposes to a specific exposure time. This jurisdictional exception is required for appraisals applying the federal definition of market value.” To be consistent with UASFLA the appraiser(s) is instructed to employ a Jurisdictional Exception and not develop an estimate of exposure time. The regulations requiring the exception to USPAP SR 1-2 (c) (iv) should be cited as UASFLA

4.2.1.2 and 49 C.F.R, Part 24.103. Any other jurisdictional exceptions require approval from the AVSO Review Appraiser. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

Placement in Report The appraiser should clearly identify all Extraordinary Assumptions and Hypothetical Conditions wherever the final opinion of value is stated, including the Letter of Transmittal and the Summary of Salient Facts, and General Assumptions and Limiting Conditions.

Jurisdictional Exceptions, other than the approved one regarding exposure time, should also be disclosed in the same manner as directed above for Extraordinary Assumptions and Hypothetical Conditions.

Property Inspection The appraiser must:

1. Inspect the subject property and all of the market properties used in direct comparison (in-line with what would be most typically done in the marketplace by buyers), unless the AVSO Review Appraiser has approved other conditions in writing. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

REQUEST FOR QUOTE - 140D0422Q0732 - Appraisal Service - Agency Case ID: 69272, 69273, 69274, and 69275,

2. Notify in advance both the BLM Realty Contact and AVSO Review Appraiser when the property inspection will occur (contact information will be provided upon contract award).

For appraisals with an intended use of acquisition or exchange, the appraiser must certify in the appraisal report that he/she extended an offer to the property owner (or the owner’s representative) to accompany him/her during the property inspection. [Uniform Appraisal Standards for Federal Land Acquisitions 6th Edition (Section 1.2.6.4, page 12)].

Pre-Work Meeting The appraiser may need to attend a Pre-Work Meeting with the assigned AVSO Review Appraiser, the agency BLM Realty Specialist and/or other agency representative, the current landowner, and other interested parties.

If possible, the pre-appraisal meeting should be conducted at the subject property in conjunction with the property inspection, or via teleconference call immediately following the property inspection. If any significant items of concern are observed during the property inspection, from aerial photographs, or other materials researched during the appraisal process that were not discussed in the pre-appraisal meeting, then the Appraiser must contact the Review Appraiser before continuing with the appraisal assignment.

Controversies/Issues No controversies or extraordinary issues are anticipated for the appraisal assignment. Should the appraiser identify controversies or issues during the course of the assignment, he/she must immediately notify the AVSO Review Appraiser. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

Legal Instructions None. Should the appraiser require legal instruction during the course of the assignment, he/she must immediately notify the AVSO Review Appraiser. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

Special Appraisal Instructions

1. The appraiser must have completed the education or taken the necessary steps to conduct an appraisal in full compliance with the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Edition. UASFLA (Page 56) states that a report prepared in accordance with UASFLA Sections 2.3, 2.4, and 2.5 is consistent with and/or exceeds the requirements for an Appraisal Report under Standard 2 of USPAP.AVSO strongly recommends that the appraisal report format be the same or similar to the format (sequence and content) presented in Appendix A (Pages 208-212; Appraisal Report Documentation Checklist) and Appendix B (Page 213-214; Recommended Appraisal Report Format for Total Acquisitions) of UASFLA.

2. The appraiser may not communicate assignment results to any party except AVSO until authorized to do so in writing by AVSO.

3. Any communication (verbal or written) with the Client Agency Realty Contact and/or Non-Federal Party (Western Rivers) shall include the assigned AVSO Review Appraiser.

4. If the appraiser encounters any obstacles that are outside the normal appraisal process as directed in

REQUEST FOR QUOTE - 140D0422Q0732 - Appraisal Service - Agency Case ID: 69272, 69273, 69274, and 69275, the SOW, the AVSO Review Appraiser is to be contacted immediately. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

5. This statement of work (SOW) has been prepared during widespread public awareness of the COVID-19 pandemic. In the wake of financial impacts caused by COVID-19, the potential exists for significant changes to real property values. The possible/anticipated market effects caused by the Coronavirus pandemic should be investigated, and the results should be considered in the appraisal. This analysis can include interviews with real estate market participants, economic trends, listing and sales activity, commodity pricing, and changes in the financial markets as applicable.

General Appraisal Requirements & Instructions

1. The appraiser must hold a valid license as a Certified General Appraiser for the jurisdiction in which the subject property is located. Valid credentials include those obtained directly from the jurisdiction, those issued under a reciprocity agreement, and/or those characterized as “temporary” under the jurisdiction’s licensing and certification statutes.

2. The AVSO Statement of Work (SOW) and other assignment instructions must be included within the Addenda to the appraisal report.

3. The appraiser must appraise the subject property in its “As Is” condition unless authorized in writing by the AVSO Review Appraiser to do otherwise.

4. The appraiser’s conclusion of highest and best use must be an economic use. Uses based on preservation, conservation or open space, among other priorities, typically lack the competitive supply and demand necessary to indicate a free market and therefore cannot be considered in determining market value for federal acquisitions (UASFLA, 6th Edition, p. 106 Section 4.3.2.3).

5. The preferred method of adjusting comparable data is through the application of well supported quantitative adjustments (percentage, $/acre, etc.). Quantitative adjustments without market support are unacceptable.

Qualitative adjustments (similar, inferior, or superior) should be used when market variables cannot be quantified and/or market data is inadequate. When the appraiser applies qualitative analysis, the appraiser shall include thorough narratives for all elements of comparison to explain the appraiser’s rationale and reasoning for the differences between the comparable data and the subject property.

All adjustments, whether quantitative or qualitative, must include comprehensive discussions and be supported by clear, appropriate, and credible analysis based on documented market research.

Mere references to undisclosed “trends,” or reliance on the appraiser’s “opinion” or “judgment” without market support is unacceptable.

Market support includes, but is not limited to, discussions with buyers, sellers, investors, brokers, attorneys, and title officers. The appraiser must also consider the effect of applying multiple adjustments and beware of the risk of double-counting overlapping adjustment factors.

6. The opinion of market value may not be predicated upon highest and best uses that are speculative

REQUEST FOR QUOTE - 140D0422Q0732 - Appraisal Service - Agency Case ID: 69272, 69273, 69274, and 69275, or conjectural. A highest and best use estimate requires showing reasonable probability that the land is both physically adaptable for such use and there is an economic need or demand for such use at the effective date of appraisal. Adequate support for a reasonably probable, legally permissible and physically possible use may result in multiple financially feasible uses. As such, each financially feasible use must be examined within the parameters of its supply and demand and the buying power of identified market participants to arrive at a specific maximally productive highest and best use from among the financially feasible uses. Overly broad highest and best use identification should be refined to more specific uses that generate the highest monetary return to the land. The appraiser is expected to be familiar with the different levels of market analysis (Chapter 15 – Market Analysis, The Appraisal of Real Estate, 14th Edition) and identify and apply the level of Market Analysis necessary to support the determination of a specific highest and best use. Reference to the Scope of Work Rule in USPAP is made for guidance.

7. If sales to governmental entities, including sales to environmental/public interest organizations and non-profit entities with the intention of transferring the sale property to a governmental entity later, are included in the appraisal report, they are subject to extraordinary verification and treatment ensuring that these government related sales represent credible, arms-length transactions. These types of sales must be examined in accordance with the guidelines found in UASFLA Section 1.5.2.4.

8. Appraisals must not rely on statistical regression analysis techniques to extract adjustments or “fit the sales data into central tendencies” within the sales comparison approach. Without a discussion of how each comparable sale property relates to the subject property and a statistical interpretation of the validity of the results, applying a regression analysis to a small or large sample data set is not acceptable. No regression analysis may be employed in the appraisal without prior discussion with, and written concurrence of, the Review Appraiser.
