Property Description
The proposed acquisition consists of one legal parcel of record and a portion of two other legal parcels of record that are located within the city limits of Jemez Springs, NM. The largest parcel (APN 1-011-105-514-365) contains a large one-story office building that is leased by NPS as a headquarters and science center for the Valles Caldera

National Preserve, which is a few miles to the north along State Road # 4. This 9.0-acre main parcel fronts on State Road # 4 and provides access to the main building and the other two portions of the subject property along Villa Louis Martin Drive, a private road on the property that crosses the Jemez River that runs along the west side of State Road # 4). The other two portions of the property do not front on State Road # 4 and are currently portions of two adjacent Assessor’s Parcels. However, there is one owner of all three parcels, and they have agreed to divide the other two parcels to match what the NPS is interested in purchasing. Therefore, it is an assignment condition to appraise the property as described herein.
The northern portion of the subject property is about a half-acre in size and contains a 900-square-foot single family home known as the Hill House. It is part of an 896-acre parcel (APN 1-011-105-170-315) that is otherwise vacant.
The remainder of this parcel is currently being appraised for acquisition by the US Forest Service as part of the adjacent Santa Fe National Forest. The southern portion of the subject property is about 5.5 acres in size and is the unimproved part of APN 1-011-105-511-295 that is on the west side of the Jemez River. The seller will retain the improved portion of this parcel between State Road # 4 and the Jemez River.
The one-story office building on the main parcel contains 17,265 square feet of rentable area (per GSA calculations) and is entirely leased to the NPS on a three-year lease that expires at the end of September 2022. The current rent is $13,363 per month ($0.77 per sf/mo.) on a fully net basis. The single-family home had been rented to an individual but is now unoccupied. The appraiser is to measure both buildings and prepare a floor diagram for each structure.
Legal Description
A complete legal description is being prepared by a NPS cartographer. All dimensions herein are approximate and will be either provided by NPS in the case of the land areas, or by the appraiser by field measurements.
Property Interest
Fee Simple subject to reservations, easements, and encumbrances of record. Although the commercial building is leased to NPS until October 2022, the Yellow Book requires the property to be appraised in fee simple.
The appraiser must immediately notify the AVSO review appraiser of any indications of rights contrary to these described. This may result in amended instructions.
Outstanding Rights
None. If the appraiser detects any other outstanding rights, they must promptly report them to AVSO Review Appraiser.
Reservations
The property owner has reserved a 50-foot-wide easement along the northern portion of the central assessor’s parcel for access and utilities to the adjacent parcel to the west currently being appraised for acquisition by USFS. The owner is not reserving any other rights.
Personal Property
None.
Property Access
Physical The property fronts on State Road # 4, a public right of way. Villa Louis Martin Drive, a private unpaved road on the property provides access to various portions of the property.
Request for Quote 140D0422Q0483 009
Legal Legal access is available from State Road # 4.
Larger Parcel
The property is adjacent to parcels that are in the same ownership. The appraiser must make a determination of what the larger parcel(s) is/are on their own accord. Regardless, the appraiser should discuss their thoughts on the larger parcel with the AVSO Review Appraiser before doing their market data research (see UASFLA 1.2.7.3.1, 1.4.3-1.4.7, 2.3.3.1, & 4.3.).
Ownership/Occupant
The property owner does not occupy any portion of the subject property. The office building is occupied by NPS and the single-family residence is vacant.
Tenancies
NPS occupies the office building under a lease that expires at the end of September 2022.
Owner Contact Information
To be provided with assignment award.
Provided Subject Property Exhibits
The following Subject Property Exhibits will be provided as attachments to the solicitation:
1. Aerial Map of Property Boundary
2. Office Building Floor Plan
The following additional Exhibits will be provided to the winning bidder after contract award:
1. Property Inspection Certificate from Owner
2. Project Contacts
3. Preliminary Title Report
4. 2021 Survey

SECTION 2 – Appraisal Requirements & Instructions
Appraisal Standards
1. Uniform Standards of Professional Appraisal Practice (USPAP)
2. Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA)
3. Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended; Federal Regulations 49 CFR, Part 24
Market Value
The amount in cash or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of the appraisal, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property.
[Uniform Appraisal Standards for Federal Land Acquisitions, 6th edition, 1.2.4.]
Request for Quote 140D0422Q0483 010
Date of Value
The date of value is the date of the last property inspection, which must be no later than 30 calendar days prior to the submission of the draft appraisal report, unless the AVSO Review Appraiser approves in advance other conditions in writing.
Extraordinary Assumptions (EA’s)
None. If the appraiser determines that extraordinary assumptions are necessary for the completion of the assignment, he/she must contact the AVSO Review Appraiser for prior written approval.
Hypothetical Conditions (HC’s)
None. If the appraiser determines that hypothetical conditions are necessary, he/she must contact the AVSO Review Appraiser for prior written approval. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
Jurisdictional Exceptions (JE’s)
The appraiser should invoke USPAP’s Jurisdictional Exception Rule to comply with the UASFLA prohibition against stating an Exposure Time in the report. For any other JE’s, the appraiser must contact the AVSO Review Appraiser to obtain prior written approval. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
Placement in Report
The appraiser must clearly identify all Extraordinary Assumptions, Hypothetical Conditions, and Jurisdictional Exceptions wherever the final value conclusion is stated, including the Letter of Transmittal and the Summary of Salient Facts. These must also be communicated with any General Assumptions and Limiting Conditions.
Property Inspection
The appraiser must offer the property owner’s representative the opportunity to accompany them on the inspection and to tell the appraiser any information they deem relevant to the valuation of the subject property. [Uniform Relocation Assistance & Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended and the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Ed. (Section 2.3.1.4, page 58).] The appraiser must notify the AVSO Review Appraiser at least two weeks in advance of when the property inspection will occur.
Controversies/Issues
As noted, two of the portions of the property are currently part of two legal parcels of record. The 0.5-acre northern portion is part of an 896-acre parcel. The remainder of this 896-acre parcel is being appraised for acquisition by the USFS. The 5.5-acre southern portion is part of a 15-acre parcel. The owner is retaining the 9.5-acre portion on the east side of the Jemez River. The portion to the west of the river is currently vacant may be either excess or surplus land.
The owner has agreed to configure the property as described herein for sale to the NPS. Therefore, the description of the property in the appraisal is to be considered an assignment condition rather than a hypothetical condition.
Should appraiser identify any unforeseen valuation issues during the course of assignment, he/she must immediately notify the AVSO Review Appraiser identified below. The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this
Request for Quote 140D0422Q0483 011 contract, or accept nonconforming work.

AVSO Review Appraiser can modify appraisal instructions (in writing).
2. The appraiser may not communicate assignment results to any party except AVSO until authorized to do so in writing by AVSO.
3. Any communication (verbal or written) with the Client Agency Realty Contact shall include the assigned
