SECTION 1 INTRODUCTION
1.1 GENERAL
The Department of Interior (DOI), Bureau of Indian Affairs (BIA), Office of Trust Services (OTS) is issuing this Combo Synopsis/Solicitation for the purchase and installation of a Video Teleconferencing Equipment.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
1.2 AWARD TYPE
The Government contemplates a Firm-Fixed-Price (FFP) Purchase Order.
1.3 SMALL BUSINESS SET ASIDE
This requirement is set-aside 100% for Indian Small Business Economic Enterprise (ISBEE).
1.4 NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The NAICS code for this award is 334310 Audio and Video Equipment Manufacturing, with a Small Business size standard of 1,000 employees.

SECTION 2 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
2.1 STATEMENT OF WORK
I. INTRODUCTION/BACKGROUND
The Indian Energy Service Center (IESC) is a multi-agency collaboration between the Bureau of Indian Affairs (BIA), Bureau of Land Management (BLM), Office of Natural Resources Revenue (ONRR), and the Bureau of Trust Funds Administration (BTFA) whose mission is to expedite Indian oil and gas activities, standardize processes, and provide for multi-disciplinary engagement in support of gaining efficiencies in the management of all types of Indian Energy, Renewable Energy, and Mineral development and activities to better serve Indian beneficiaries and Tribes.
The IESC was created through a recommendation from an Indian Energy and Minerals Steering Committee (IEMSC) subcommittee to address the growing backlog at Agencies due to the increased activity in various parts of Indian country. Approved by the Assistant Secretary of Indian Affairs, the IESC received federal funding in FY 2016 and began hiring staff from BIA, BLM, ONRR and BTFA.
The IESC currently occupies office space in Suite 300 of the GSA-leased office building managed by Cushman & Wakefield, at 13922 Denver West Parkway in Lakewood, CO 80401. IESC is comprised of 29 full-time employees (FTE) and 1 contractor employee. This includes 6 supervisory/manager positions.
IESC currently has 10 vacant FTE positions. There are approximately 110 Federal and Contract employees occupying Suite 300 and at least a 50% increase of remote/teleworking Bureau staff.
Each of the agency branch managers and supervisors conduct Bureau specific business by communicating via telephone, Microsoft Teams, Zoom and WebEx and perform personnel-related management with reporting staff conducting personal and confidential discussions. There are currently three Conference Rooms on the 3rd floor, e.g., Rooms 303, 359 and 399.
To accommodate the increased use of video conferencing i.e., Microsoft Teams, Zoom and WebEx platforms, among our teleworking and remote staff, the current Suite 300 conference rooms will need upgraded audio and video conferencing equipment that can integrate with all conferencing platforms.
To efficiently and effectively conduct large IESC trainings and meetings, e.g., Standard Operating Procedural (SOP) Trainings, Right of Way (ROW) Trainings, Indian Energy and Minerals Steering Committee Meetings (IEMSC) and Federal Partners Meetings remotely, the IESC will need to upgrade its current mobile audio/video conferencing equipment to a more robust mobile audio/video conferencing system.
SCOPE OF WORK
The IESC seeks procure mobile audio/video equipment for off-site large meetings to accommodate the increase of remote and teleworking Bureau staff. These meetings/trainings include, but are not limited to, SOP and ROW Trainings and IEMSC and Federal Partners Meetings. The IESC also seeks to upgrade Suite 300 Conference Rooms with upgraded audio/video equipment that includes in-ceiling speakers, table-top microphones, rotating zoom cameras and display units.

II. WORK/TECHNICAL REQUIREMENTS
Wall mounted cameras and in-ceiling speakers will be purchased and installed in Conference Room Nos.
303 and 359. Room 399 will have installed ceiling speakers and mobile display unit with zoom camera.
The portable unit will be assembled at the contractor place of business and demonstrated to the IESC staff. All equipment will be secured at 13922 Denver West Parkway, Suite 300, by authorized IESC personnel.
All work will adhere to contractual agreement and plan specifications submitted by the contractor.
III. DELIVERABLES/SCHEDULE
Upon contract approval, the delivery schedule will be provided by the contractor allowing for permitting, material deliveries and installation. Due to COVID, the City of Lakewood permit approval process it is taking 8-12 weeks for construction projects. The project is estimated to be completed by February 1, 2023. IESC requires a Period of Performance for this project to be October 1, 2022 to September 30, 2023.
Invoicing will be submitted through IPAC.
IV. PLACE OF PERFORMANCE
This work will be performed on-site in Suite 300 of 13922 Denver West Parkway in Lakewood, CO.
IESC will ensure building access and sign-in registry requirements at the reception desk will be required while accessing the building floor. All COVID safety rules and guidelines will be strictly adhered to.
V. PERIOD OF PERFORMANCE
The project is estimated to be completed by February 1, 2023. IESC requires a Period of Performance for this project to be October 1, 2022 to September 30, 2023.
VI. MONITORING THE PROCESS
The contractor will submit bi-weekly status reports to the IESC Director via email. The work will be monitored on-site by Shelli Grywusiewicz as the Contracting Officer Representative for IESC Procurement and Acquisition.

Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

3.2 CUSTOM CLAUSES
CUSTOM CLAUSE #1 – Invoicing Requirements Electronic Invoicing and Payment Requirements – Internet Payment Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract. The IPP website address is:

Invoice Contents:
Invoices will be paid upon approval and acceptance by the Government COR. Invoices must include, as a minimum, the following information:
1. Order Number
2. Item number of deliverable
3. Description of deliverable
4. Price of deliverable
5. Quantity of deliverable
6. Date deliverable was provided to the Government for inspection
7. Serial number/part number if applicable
The contractor is responsible for ensuring invoices submitted are accurate and complete Additional supporting documentation MAY BE REQUESTED at the discretion of the COR Final Invoice
Within sixty calendar days of product acceptance and/or completion of services:
a. The contractor shall submit a final invoice, designated as such by a clear statement of “FINAL INVOICE” on the face of the invoice document.

b. The contractor shall provide a certificate of completion which certifies all goods and service have been provided as required by this award.
c. The contractor shall provide a release of claims against the government for any further payment under this award.
The sixty calendar day submission timeframe shall not be extended without written authorization from the contracting officer. In the event items a, b, or c above are not submitted within the authorized timeframe, the contracting officer will make final cost determinations in order to make final payment and close out the contract unilaterally.
The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer with its proposal or quotation.
To constitute a proper invoice, the invoice must conform to the requirements identified in FAR 32.905(b), “Payment Documentation and Process” and FAR 52.232-25, “Prompt Payment (OCT 2003)”.

CUSTOM CLAUSE #2 – NOTICE REGARDING LATE DELIVERY/DELAYED
PERFORMANCE
The contractor will immediately notify the Contracting Officer in writing in the event the contractor encounters difficulty in performance by giving pertinent details, including the date by which it expects to complete performance or make delivery. However, the notification will be informal only in character and will not be construed as a waiver by the Government of any contractual delivery schedule or date, or any rights or remedies provided by law or under this effort.
