33rd ANNUAL PROVIDERS CONFERENCE

PERFORMANCE WORK STATEMENT

For Conference Facilities, IT/Audiovisual Support and Event Management

BACKGROUND

The mission of the Bureau of Indian Affairs (BIA) is to enhance the quality of life, to promote economic opportunity, and to carry out the responsibility to protect and improve the trust assets of American Indians, Indian Tribes and Alaska Natives.

More than 80,000 tribal members make up the 229 Federally-recognized Tribes under the jurisdiction of the Alaska Region Office. The Alaska Region is responsible for delivery of program services to Alaska tribes whether directly or through Self-Governance Compacts, Public Law 93- 638 Contracts or grants.

The conference brings together approximately 2,200 registered attendees. The conference serves as the primary conduit for providing technical assistance, training, and mission-critical information to the customers served by BIA. The conference will be attended by tribal members, BIA officials, federal and state representatives, subject matter experts, consultants and various interested parties from locations within Alaska and outside Alaska.

This Performance Work Statement (PWS) identifies contractor provided services, equipment, facilities, and the event management necessary to support the BIA in hosting the 2023 Providers Conference. The primary requirements include providing the venue, audiovisual/IT equipment, on-site technical support for the audiovisual/IT equipment, beverage service, website management, event planning and registration. An event planner will be provided under this contract that will interface as necessary with BIA staff and be responsible for overall conference management and planning, registration, website, agenda preparation, scheduling, coordination, etc. The event planner will be the focal point for all conference planning and execution, to include troubleshooting and problem resolution during the conference.

OBJECTIVES

The Government will award a firm fixed-price contract to provide the venue, host, and plan, manage, and facilitate the conference. The conference is a 3-day event that is scheduled for November 28th through November 30th, 2023.

The contractor shall provide all required supplies, materials, furnishings, equipment, and staff to ensure the Providers Conference is a success.

The contractor must cooperate and coordinate closely with all parties to ensure a seamless event and minimize demands on limited BIA staff to resolve issues and reduce workload in planning and executing the event. The contractor is expected to be proactive in identifying and resolving any issues that may have an adverse impact upon the success of the event.

SCOPE

The BIA has a requirement for a contractor to facilitate all arrangements and provide the venue for the Providers Conference for approximately 2,200 attendees. The conference enables the BIA program departments an opportunity to provide training, one-on-one appointments, technical assistance, and share relevant information with its tribal customers.

TASKS

A. Conference Facility: The facility must provide dedicated staff resources to manage the logistics associated with conference events and respond in a timely fashion to issues as they arise. Rooms and room furnishing layouts shall be provided to accommodate up to 2,200 participants in the general session on Tuesday morning, concurrent breakout sessions throughout the day on Tuesday afternoon, all-day Wednesday, and all-day Thursday. There will also be one-on-one appointments throughout the event in a dedicated space. The facility must be accessible to the handicapped and must be approved for occupancy of up to 2,000 by municipal authorities. The facility must provide Wi-Fi throughout the entire building for use by the attendees.

B. Copier: An on-site copier shall be provided in the registration area for use by BIA personnel.

There is no cost to the individual user and no limit to the number of copies. However, we anticipate that over the 3-day period BIA personnel will make approximately 1,000 copies.

C. Electronic Marquees/Visual Aids/Signage: The contractor must prepare, and post easily understood, visually interesting signage and/or information brochures to keep the audience informed and aware of the daily schedule of events, meeting locations, subject matter, etc. The contractor will ensure digital signage is updated to reflect the daily schedule. Each meeting/training event will be posted on kiosks in front of each room to include event name, time, and room name.

The signs located at the meeting room entrances shall identify the event within (for example, Real Estate, Self-Determination, Tribal Transportation, etc.) The contractor shall provide 5 foam boards (36” x 28”) displaying the master agenda on easels at appropriate viewing locations. The contractor shall produce 2,000 printed, color master agendas for distribution for the duration of the conference.

D. IT/Audiovisual Support: The contractor shall provide all required IT/audiovisual equipment and accessories to ensure a high-quality visual and audio experience for presenters and members of the audience. The contractor will coordinate with BIA to prepare an audiovisual equipment plan for each room. This plan must be completed no later than 60 calendar days before the conference start date. The contractor will set up each room according to the plan and ensure technical support is on-site for the duration of the conference to troubleshoot and resolve technical matters that could adversely impact the conference. The contractor will have the room used for the opening ceremony set-up and tested in the presence of BIA officials no later than 3 PM on the day before the conference (November 28th). The contractor will have all remaining rooms set up and tested in the presence of BIA officials no later than 10 AM on the first day (November 29th) of the conference.

The contractor will have the one-on-one meeting room set up and tested in the presence of BIA officials no later than 10 AM on the first day (November 29th) of the conference to include power cords to meeting tables properly secured to prevent a tripping hazard and a flat screen display for appointments. Contact information for technical support shall be provided to BIA key personnel.

See attached specifications sheet for an example of audiovisual requirements by room.

IT/Audiovisual requirements may include, but are not limited to, 1. Podium with a microphone and wireless microphones; 2. Projectors; 3. Wireless remotes; 4. Projection Screens; 5. Laptop computers; 6. Microphones at head tables or panelist tables; 7. Sound systems; 8. Standing microphones for audience questions; 9. Flat screen TVs; 10. Associated cables, speakers, power cords, microphone stands and batteries; 11. On-site/on-call technicians for on-the-spot troubleshooting; 11. Set-up and tear-down.

E. Refreshments: Provide beverage service for approximately 2,200 participants for the three days estimated at 150 gallons of coffee. Sufficient beverage service includes coffee/tea/water and shall be available to accommodate a surge in demand in the mornings and during mid-morning and mid-afternoon breaks with periodic waste removal. Water shall be available in each meeting room.

F. Conference Management: The contractor and conference planner shall work directly with BIA Program Managers to build agendas to include contacting and scheduling presenters/speakers/panelists, collecting speaker biographical information, gather electronic copies of presentations, and plan breakout session rooms as needed. Whenever possible agenda topics and speakers will relate to the overall conference theme. The contractor will ensure BIA managers have approved all presenters and speakers before agendas are finalized. The contractor will facilitate planning meetings by sending meeting invitations, establishing a meeting schedule, preparing meeting agendas, taking notes, and submitting minutes for approval by the BIA Conference Chairman. Planning meetings will be held no less than weekly in the last 4 weeks leading to the conference.

G. Registration/Website Management: As soon as the award is made, BIA will begin working with the contractor in the creation and management of the website (shall not be a “dot gov” website) for participant registration, agendas, presenters, appointments, frequently asked questions, and any other pertinent conference information. The website will be fully functional no less than 30 days prior to the beginning of the conference. As soon as draft agendas are ready, they will be provided to the Contractor to be placed on the website and replaced with updated agendas periodically. The Contractor shall ensure there are no vendor endorsements displayed on the website. The contractor will propose a conference theme and upon the approval of the BIA Contracting Officer Representative, incorporate the conference theme into the website. The contractor will work with BIA to establish agendas for breakout sessions in a standardized format suitable for posting on the website. Contractor will provide an on-site registration area, to include tables, chairs, and power outlets. The contractor will be responsible for manning the registration table for the duration of the conference. The registration area shall include sufficient queuing space for those participants not previously registered online. Contractor shall supply conference evaluation surveys to participants.

At the end of conference, collect and summarize recommendations and lessons learned for future conferences. Contractor shall solicit comprehensive feedback from attendees, speakers, staff, etc.

and present the information to the BIA. The Contractor has 45 days to complete this task after the conference.

H. Attendance: The contractor shall facilitate conference sessions by developing and maintaining a master attendance roster. The contractor shall provide approximately 2,200 name badges with lanyard or clip that identifies the name of the participant and the organization they represent. Name badges will be printed for all attendees who pre-registered the day before the conference starts.

Name badges will be printed for attendees who register the day of the conference on-site and will be ready for pick-up later in the day. The contractor shall obtain a twice (midmorning and midafternoon) daily attendance count for the opening session, one-on-one meetings, and breakout sessions. The master attendance roster will be turned in no later than 5 days after conference to the COR for multiple uses but primarily to close out the TDY component of the conference after action report.

I. One-on-One meetings: Contractor will setup and maintain an on-line appointment schedule for one-on-one meetings between BIA program managers and tribal officials. The contractor shall also maintain a schedule and roster for classroom training. One-on-one meetings and classroom training will be conducted on site. The contractor will provide a helpdesk and facilitator in the room to assist tribal officials in meeting their appointments and making new appointments on the spot if time slots open. The facilitator will be present at the one-on-one helpdesk from 9-4:30PM each day of the conference, to assist with scheduling of meetings. The website will be updated with cancellations and new appointments in real time. A flat screen TV will display the appointment schedule at the helpdesk.

J. Stewards/Security: Contractor shall provide 2 to 4 easily identifiable stewards located near the entrances/escalators/elevators to assist attendees with room assignments and directions. Stewards will man their stations from 7:30AM-5:30PM each day of the conference. The stewards shall respond to disturbances, unruly behavior or other security issues and will escort offenders from the premises if necessary. The stewards will contact the proper law enforcement authorities as necessary.

K. Opening General Session: Contractor shall be responsible for assisting the Opening Ceremony Chairperson in establishing an inspirational, theme-based program for the 3.5- hour opening session on Tuesday morning, to include sourcing keynote speakers, color guard, entertainment, etc.

Contractual arrangements may be necessary for some speakers and entertainers that are non- Federal. If so, the conference planner will coordinate any necessary contractual arrangements with BIA, to include pricing and payment arrangements, but will not enter any contracts on behalf of the BIA. The conference planner will present potential contract documents to the BIA for review and approval. Preference shall be given toward obtaining Alaska Native speakers and entertainers with a message of relevance or inspiration for the audience. The conference planner will communicate with individuals on the agenda to ensure they are in-place and ready to speak or perform at the scheduled time. The conference planner will present a proposed plan for the opening session to the BIA for approval approximately four weeks prior to the conference. Upon approval, final arrangements will be made by the conference planner.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
