SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106- 1(b)(1))

(Requisition 140802-26-0472)

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.

2. Description of supplies or services required to meet agency needs (including the estimated value).

Procurement of a new Dive Air Compressor is required to replace the old Dive Air Compressor on NOAA Ship PISCES. The existing Dive Air Compressor is manufactured by Mako. A new Mako Air Compressor compatible with the existing Mako Air Charge Compressor Station and Filling Station is required to minimize cost and scope of replacement parts. Dive Air Compressor/motor within the Air Charge Station is a direct upgrade with a new compressor/motor assembly. A certified and operational Dive Air Compressor is required for damage control operations of the ship.

3. Identification of the single source or the brand name to be solicited. Mako

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs:

A replacement Mako Dive Air Compressor is required for compatibility with the Mako Air Charge and Filling Stations being retained on board. Certified Mako brand name equipment is required to operate with Mako Air Charge and Filling Stations. Mixing/matching brands will not be certified for use by the OEM (Mako). PISCES was designed with this split Mako design and the installed equipment footprint on the ship must be retained due to space constraints. Only certified Mako parts are authorized for installation/use in the Mako compressor and are certified for use by the OEM. Custom produced parts are not authorized. Alternate sourced vendor dive air compressors are available, but complete unit replacement is not a cost-effective solution and does not meet the ship schedule.

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

A direct replacement Mako Air Compressor is required because PISCES will retain the installed Air Charge Compressor Station and Filling Station. Both the Air Charge and Filling Stations are manufactured by Mako and designed to contain a 5000 PSI 8.6 CFM Mako Air Compressor and fill single SCBA cylinders in the filling station. This split design is required to maintain the current configuration with the SCBA Cylinder Relief Bank as well as compatibility with the allocated space on the ship to minimize equipment footprint. There is simply no other space on the ship for this compressor/filling station. The existing Mako Filling Station/Air Charge Stations are in good condition and will be retained to minimize cost. A suitable direct OEM replacement compressor is required for compatibility with remaining ship equipment already installed on the ship. The new compressor must also be certified by the OEM for use of Class D/E breathing air for emergency response purposes.

5. Market Research.

Mako is an American manufacturer of Breathing Air Compressors for Diving and Emergency Response operations. Mako is a subsidiary of Ingersoll Rand which is headquartered out of North Carolina. Mako has a global authorized distributor network for parts & service (link below). However, Mako distributors are assigned regions within the US.

The following factors will be used to evaluate offers:

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
