About this file
This is a Request for Quote (RFQ) for antifouling anodes to be provided to the NOAA Ship Pisces through a firm fixed-price contract awarded on a best value basis. The solicitation number is 1333MK26Q0080, issued on June 11, 2026, with a quote submission deadline of June 18, 2026 at 5:00 PM Eastern Time. All questions must be submitted in writing to Alexander Cancela (alexander.cancela@noaa.gov) by June 16, 2026 at 5:00 PM ET; telephone inquiries will not be honored.
This acquisition is a 100% small business set-aside under NAICS Code 335931 (Current-Carrying Wiring Device Manufacturing) with a 600-employee size standard. The government will award based on three evaluation factors: authorized dealer/vendor/distributor status, product availability and delivery after order receipt (ARO), and price. The specific requirement is to procure 18 Cathelco Part Number TZX27 (Wilson Walton Part Number NOAA-CU-16425) anodes and 2 Cathelco Part Number TZX29 (Wilson Walton Part Number NOAA-FE-16425) anodes per the attached Statement of Need and technical specifications. Delivery must occur as soon as possible to the NOAA Ship Pisces Gulf Marine Support Facility in Pascagoula, Mississippi, with shipping/freight included in the quoted price. Offerors must submit comprehensive documentation including company information, active SAM registration confirmation, itemized cost breakdown, acknowledgment of any solicitation amendments, statement of agreement with all terms and conditions, proof of authorized dealer/distributor status, product summaries on vendor letterhead with availability/delivery timelines, and manufacturer documentation/data sheets demonstrating specification compliance. The contracting officer is Alexander Cancela, and all responsive sources registered in SAM.gov are eligible to submit quotations.

1333MK26Q0080
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
2. Description of supplies or services required to meet agency needs (including the estimated value).
To provide CATHELCO or Wilson Walton ICCP (Impressed Current Cathodic Protection) and MGPS (Marine Growth Prevention System) parts for NOAA Ship Pisces. ICCP and MGPS parts are a consumable item that need to be replaced during vessel dry dock periods. Parts are needed by 30 October 2026, to be installed during scheduled dry dock period.
3. Identification of the brand name to be solicited.
CATHELCO or Wilson Walton International
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.
CATHELCO Anodes are made to specific OEM tolerances with regards to materials, size, weight, and electrical/electronic components. Anodes made by non-OEM vendors do not meet these tolerances and their inferior construction will lead to premature wearing of the anode and system failure. OEM anodes will provide system integrity and operation per system designed parameters/life cycle.
The antifouling systems are critical to operating NOAA FSV ships. Once the anodes meet their designed life (3 years), the system no longer functions. Without a working system, sever degradation of salt water piping and cooling systems occurs which leads to machinery and piping system failures. When a ship mailto:Stephen.spindler@noaa.gov piping and machinery become damaged, additional funding is expended to fix these systems and a ship loses sea (production) days which is contrary to the NOAA mission goals.
Wilson Walton anodes are an acceptable replacement for the Cathelco anodes. Wilson Walton anodes are currently in use on NOAA Ship Pisces and they are also known for their durability and reliability.
5. Market Research.
CATHELCO and Wilson Walton anodes have been used on several NOAA ships and are currently installed onboard the NOAA Ship Pisces with satisfactory results.
