(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) Notice of Award. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

STATEMENT OF NEED: MAPCO2 Cables
(PO# 145027-26-0063)
PURPOSE:
The NOAA OAR PMEL Moored CO2 Group is in need of specialized cabling to support sensors installed on scientific ocean observing moorings.
BACKGROUND:
NOAA OAR PMEL Carbon group mission is to advance our scientific understanding of the ocean carbon cycle and how it is changing over time in support of NOAA's commitment to improve the Nation's ability to anticipate and respond to climate impacts and to conserve and manage healthy oceans, coastal ecosystems, and marine resources. Supporting this research requires precise data collection using sensors installed in remote locations including extended installations on ocean moorings.
Due to the harsh marine environments that these cables are deployed in, the cables are subject to wear and corrosion over time. The cables included in this order will be installed on some of the 35+ mooring sites that collect long-term observations. These sites collect a myriad of oceanographic data with multiple scientific sensors. These cables will replace worn and damaged cables at existing mooring sites, allow for construction of new moorings, and restock the group’s spare cable supply to ensure no delay or loss of data collection.

145027-26-0063 MAPCO2 Cables
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office
(AGO), NOAA/OAR/PMEL/OCRD
2. Description of supplies or services required to meet agency needs (including the estimated value). Cables for mapCO2 instrumentation, .
3. Identification of the single source or the brand name to be solicited. Subconn Connectors for cable assemblies
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Compatibility to existing systems or equipment - The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement.
These cables are deployed in harsh marine environments, which means exposure to corrosive seawater, cold temperatures, and generally very harsh conditions for electronic components. These cables are deployed on observation platforms such as surface and subsurface moorings in remote marine locations. These mooring sites often have tens of thousands of dollars-worth of scientific instruments, and require intense energy, hours, and effort to keep operational.
The end caps on these cables use specialized Subconn connectors. Using a different brand connector on the cables could affect the data collection during year(s) long deployments in the harsh marine environments. Failure of these connectors while instruments are deployed could result in damage to the instruments, and the loss of data for long stretches of time as the moorings are in remote locations at sea. Without a Subconn cable connector on these cables, they would lack a proper fit with the Subconn bulkhead connector, causing issues with data loss and potentially degrading cables or instruments.
NOAA has standardized on the Subconn connectors in order to eliminate the issues created by using more than one connector type across many floats and instruments.
Other connectors typically have subtle variances across brands. Use of another kind of connector would be unacceptable and would result in the following:
1) A redesign of instrument construction and organization to adapt to different connector construction and materials.
2) Rebuild and reassembly of existing instruments to fit the different cable assemblies
145027-26-0063 MAPCO2 Cables
3) Additional inventory tracking to ensure compatibility of existing instruments with mixed connectors and cable assemblies.
4)The 35+ mooring sites having non-standardized connectors and assemblies and therefore less flexibility in repurposing parts and cables across mooring sites, likely leading to longer down time and data loss.
5. Market Research.
As specialized cables these are not available from GSA, Ability One, Agency Inventories, Federal Prison Industries, or other Federal Supply Schedules. The cables are available commercially from a limited number of vendors, and there are few selling these cables with the specialized Subconn connectors.
6. Technical/Requirements Representative Certification
