CONFIRMATION OF THE QUOTE RECEIPT.

FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) Offers will be evaluated based on price and the factors set forth in paragraph (a).

The evaluation will consider the Non-Price Technical Solution (Technical Approach and Past Performance) to be approximately equal to cost or price. However, as quotes are determined to be more equal in the non-price evaluation factor, price becomes more important and may become the determining factor for award. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, Non-Price Technical Solutions, price could become the factor in determining which vendor will receive the award.

The Government intends to evaluate the quotes and award a purchase order based on the Offeror’s initial quote; therefore, the Offeror’s initial quote should contain the Offeror’s best terms from a Non-Price Technical Solution and price standpoint.

The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received.

The Government may make award to other than the lowest-priced Offeror or the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Paragraph (a) is hereby completed as follows: Evaluation will be based on the following:

1. Technical Capability.

Quote shall demonstrate understanding of the of the specified Technical Specification listed in the Statement of Need

2. Price.

The Government intends to award a trade-off, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

STATEMENT OF NEED

NOAA Fisheries / Alaska Fisheries Science Center Custom Battery Packs for AURAL M2 Passive Acoustic Recorders

PURPOSE:

To purchase 50 custom-made battery packs designed to be installed in acoustic recorders (AURAL M2) for use in passive acoustic monitoring studies in the Gulf of Alaska, and Bering, Chukchi, and Beaufort seas. We are responsible for providing information on the timing and distribution of marine mammals in Alaskan waters and characterizing the acoustic environment of these species.

TECHNICAL SPECIFICATIONS:

Each recorder requires two battery packs in order to record for a minimum of 365 days. Each battery pack shall consist of 64 D-cell Panasonic LR20 alkaline batteries, arranged in an 8-string pattern (see schematic). The packs should be 12.8 V, 160A-h, diode protected with 1N5818 diodes. All wires should be 18AWG TFE, with leads 24” long, with a Molex 39-01-2020 connector. The center string of cells will be placed inside 1-¼” PVC for stability. Each string should be individually shrink-wrapped before attachment to the other strings, and each pack should be PVC shrink-wrapped. Both ends of each pack will be protected with double-sided adhesive tape to ensure wires remain in place, and capped with fish paper or a similar protectant.

The size of the pack should be 4.25” +/- 0.05” in diameter (max diameter 4.3”) and 19.5” +/- 0.5” in length (max length 20”). The packs will be installed in a cylindrical tube with an inner diameter of 4.5”, so there can be no deviation from the dimensions, and packs can have no angle variation greater than 1/8” (see schematic). Each battery pack will have the quick connectors already installed, and should be rated to water temperatures of -2°C and depths up to 300m with no loss of power.

If the batteries require shipment to AFSC, battery packs should be shipped one pack per box, with sufficient protection (bubble wrap) to ensure there will not be any damage to the pack.

DELIVERABLE SCHEDULE:

Vendor to provide lead time, request delivery by April 30, 2026

DELIVERY LOCATION:

NOAA Fisheries, AFSC 7600 Sand Point Way NE Bdlg #4 Seattle, WA 98115

VENDOR PERFORMANCE REQUIREMENTS:

The success of the project is reliant on the recorders working for a full year. Therefore, it is critical that the vendor has proven success developing and supplying battery packs for underwater acoustic recorders in Arctic waters.

Vendors shall provide a Technical Approach and Capability statement.
