COMBINED SYNOPSIS/SOLICITATION NOAA NWFSC SAMPLING NET AND FISHING GEAR REPAIR

SERVICES

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number

1333MF25Q0054.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 (08/07/2025) (Deviation 2025-07) (May 2025).

(iv) This solicitation is being issued as unrestricted and open to all sources. The associated NAICS code is 541990. The small business size standard is $19.5M.

(v) This combined solicitation/synopsis is for the purchase of the following commercial services:

Services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary for the catastrophic repair of Aberdeen 85/104 NWFSC WCB Bottom Trawl in accordance with the Statement of Work. One service job. 1 Job. Period of Performance shall be 12 months from the date of the award of the Purchase Order.

Services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary for the general repair of one Aberdeen 85/104 NWFSC WCB Bottom Trawl in accordance with the Statement of Work. Two service jobs. 2 Jobs. Period of Performance shall be 12 months from the date of the award of the Purchase Order.

Services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary for the minor repair of one Aberdeen 85/104 NWFSC WCB Bottom Trawl in accordance with the Statement of Work. Services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary to rebuild 16 shots 90’ NOAA NWFSC mud gear in accordance with the Statement of Work. Sixteen service jobs. Period of Performance shall be 12 months from the date of the award of the Purchase Order.

Services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary to certify 32 shots of 90’ mud gear in accordance with the Statement of Work. Thirty-two service jobs. Period of Performance shall be 12 months from the date of the award of the Purchase Order.

CLIN 0007

Services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary to deliver 1 certified85/104 Aberdeen Trawl Net from the contractor’s facility to Coastal Washington (Port Angeles, WA) and transport damaged trawl from Port to net repair in accordance with the Statement of Work. One service job. Period of Performance shall be 12 months from the date of the award of the Purchase Order.

CLIN 0008

Services, non-personal, to provide all labor, equipment, and materials (unless otherwise provided herein) necessary to transport 1 certified 85/104 Aberdeen Trawl Net from the contractor’s facility to Southern Oregon (Newport, OR) and transport damaged trawl from Port to net repair facility in accordance with the Statement of Work. One service job. Period of Performance shall be 12 months from the date of the award of the Purchase Order.

FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023) NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive.

Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.

1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. Quote documents shall include signed copies of the SF 18 and SF 30(s) to acknowledge the solicitation and any applicable amendments. Email quotes are required and can be sent to the Contracting Officer, Shawana.Randolph@noaa.gov, and to the Contracting Specialist, Raynier.Camerino@noaa.gov.

Background/Overview The NWFSC provides scientific and technical support to the National Marine Fisheries Service (NMFS) for the management, conservation, and wise use of the Pacific West Coast’s marine and anadromous fisheries resources. The NWFSC is charged with conducting research and scientific analysis on the fisheries within the Exclusive Economic Zone (EEZ) off the coast of Washington, Oregon, and California.

The Northwest Fisheries Science Center of the NMFS annually provides stock assessment managers and mailto:Shawana.Randolph@noaa.gov mailto:Raynier.Camerino@noaa.gov mailto:Shawana.Randolph@noaa.gov mailto:Raynier.Camerino@noaa.gov https://sam.gov/content/home researchers with data concerning the abundance, distribution, and health of their associated fisheries stocks. Fundamental to the acquisition of this data are the surveys and research that provide the foundation of almost all fisheries management. The NWFSC has exponentially increased its survey and research capacity by progressively increasing survey durations and geographical locations. Each survey is performed with its own set of protocols, and they are governed by their respective Science Centers.

The surveys are used to annually index commercially and recreationally harvested species to set allocation and bycatch limits on harvested and endangered fish species. The NWFSC conducts these surveys on chartered commercial fishing vessels. The NWFSC has numerous types of nets, as well as numerous numbers of each type of net in its inventory. Some nets are extremely large and contain upwards of a million meshes. These nets and associated rigging and hardware need to be maintained through a very dynamic and rigorous field season. The NWFSC does not have staff or facilities to satisfactorily accommodate the maintenance of this GFE (gear and equipment) and must contract with a local net repair “loft” (i.e., a manufacturing and repair facility especially concerned with trawl nets, seine nets, gill nets, long line gear, rigging, and hardware). Construction consistency between sampling trawls of the same type is paramount to the survey mission. NWFSC current sampling trawls have been constructed and need to be inspected, repaired, maintained, and then certified by a trained technical representative from each specific Science Center (i.e., reviewed by the appropriate survey team) prior to acceptance of the completed repairs. The NWFSC is required to adhere to extremely strict national trawl standardization requirements (NOAA Protocols for Groundfish Bottom Trawl Surveys of the Nation’s Fishery Resources, Stauffer, Gary, NOAA Technical Memorandum NMFS-SPO-65, October 2004). NOAA requires a contractor that has experience with national requirements and sampling trawls, so as to provide NWFSC with the appropriate equipment in a timely fashion. Due to National Trawl Standardization Rules, all nets are required to be “certified” prior to deployment. This includes measuring all rigging and framing lines in the trawl. Measuring all seizings, benzels, lacings, and floats. It also includes counting every panel and a check of every mesh in each sampling net. We estimate that 4 to 6 net loft man-hours per net will be required in the certification of each trawl after it has been repaired. All discrepancies from the net diagrams/net descriptions shall be fixed before the net can be recertified.

Scope of Work This procurement is for materials and services. It involves maintenance for needed repairs, modifications, and transport of Government Furnished Equipment (GFE). Contractor Facilities, Contractor Furnished Equipment (CFE), and Contractor Furnished Materials (CFM) shall be utilized to accomplish work. The NWFSC requires net mending expertise, consultation, and trawl net certifications by a net fabricator, as well as potential emergency transport capability. This will be defined as trawl net support services. The Northwest Fisheries Science Center shall provide the Contracted Vendor with detailed specifications of net gear and or fishing gear to be modified, repaired, certified, shipped, or inspected, as well as required materials to make those modifications and repairs.

Government-Furnished Resources The Government will provide all necessary information, data, and documents to the Contractor for work required under this contract. The Government will provide Government Furnished Equipment (GFE) in the form of:

• 85/104 Aberdeen 4 seam trawl nets

• 5’ x 7’ Standard bottom trawl vee doors

• 90’ used bottom rigging mud gear

Travel, and Training Training is not applicable. The contractor is responsible for the costs of transporting the equipment to and from the NWFSC location as identified and shall provide delivery services through coordination with the NWFSC Project Lead.

Security Requirements There are no unique security requirements associated with the performance of this contract. The contractor will not require access to NOAA IT systems, secure facilities, or sensitive information. The position does not involve work that warrants a risk designation or background investigation under NOAA’s Position Designation Tool. Therefore, no special passes, security clearances, or escort provisions are necessary for contract execution.

Special Requirements

a. Confidentiality and Data Privacy

This contract may require that service contractors have access to Privacy Information. Services contractors are responsible for maintaining confidentiality of all subjects and materials and may be required to sign and adhere to a Non-disclosure Agreement (NDA).

b. Intellectual Property Rights All deliverables are the property of the U.S. Government. All documents, analyses, files (digital or other), reports, notes, and photos are to be used only by Contractor personnel assigned to this purchase order.

Documents, files, and other data are to be stored exclusively on government-owned equipment, and at no point should they be saved or archived on personal drives or devices. Copies are not to be disseminated to anyone outside of the NMFS or to any other contractor personnel without explicit release from the Government.

c. IT Security The contractor will not require access to Federal Buildings, DOC Systems, and will not includes an IT component.

Inclusion of Clause 52.217-8 Inclusion of FAR clause 52.217-8, Option to Extend Services, in the solicitation and resultant contract is for use by the Government as outlined at FAR 37.111, Extension of Services. The option will be exercised as needed at any time during the life of the contract using the rates applicable at the time of exercise.

Required Knowledge and Experience Reference section I. Background/Overview.

Evaluation Factors The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:

Technical Evaluation Factors Factor 1 - The offeror shall have all the technical knowledge and capabilities to provide the needed services described in the Statement of Work, in terms of the scope to accomplish the tasks, and meet the delivery schedule requirements. The vendor shall provide a response to support their technical knowledge and capabilities for these evaluation factors.

Factor 2 - Experience. The offeror shall provide a background, experience, and qualifications that will support the offeror’s capability to successfully perform the contract requirements.

Factor 3 - PAST PERFORMANCE. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, effective management of subcontractors, cost management, level of communication between the contracting parties, proactive management, and customer satisfaction. If a quoter has no relevant past performance, the quoter must affirmatively state that it possesses no relevant past performance history. Offerors who fail to either provide past performance information or affirmatively state that they have none may be considered non-compliant with the solicitation.

Factor 4 - FIRM-FIXED PRICE. The proposed prices/costs will be evaluated. The cost evaluation will determine whether the proposed costs are realistic, complete, and reasonable in relation to the solicitation requirements. Proposed costs must be entirely compatible with the technical approach.

CONTRACTOR'S INVOICE

Per NAM 1330-52.232-71 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (FEB 2023)

The Contractor must submit payment requests electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). The Contractor must use the IPP website to register, access, and submit payment requests. The IPP website address is https://www.ipp.gov.

"Payment request" means any request for contract financing payment or invoice payment to the Contractor. To be considered proper, invoices must be prepared in accordance with, and contain all elements specified in, the contract payment clause (e.g., FAR 52.212-4(g), FAR 52.232-25(a)(3), FAR 52.232-26(a)(2), FAR 52.232-27(a)(2)). All invoices are to be submitted in arrears per 31 U.S.C. § 3324.

Advance payments are prohibited by 31 U.S.C. § 3324, which provides that, except as provided by a specific appropriation or other law, “a payment under a contract to provide a service or deliver an article for the United States Government may not be more than the value of the service already provided or the article already delivered.” The primary purpose of 31 U.S.C. § 3324 is to protect the Government against the risk of nonperformance (or refusal to refund moneys) by the contractor after receipt of payment. Government from paying for goods before they have been received or for services before they have been rendered.

The Contractor must include the following documents as attachments to payment requests submitted through the IPP: Vendor’s Invoice.

If the Contractor is unable to comply with the requirement to submit payment requests through the IPP due to a threat to national security; a matter of unusual or compelling urgency; or because the political, financial, or communications infrastructure of a foreign country does not support access to the IPP, the Contractor must request an exception in writing. The Contractor shall prepare and submit invoices to MB.Invoices@noaa.gov along with a completed SF3881. If the invoice does not comply with these requirements, the designated billing office will return it within 7 days after receipt with the reasons why it is not a proper invoice. Invoices shall not be submitted until all work is complete and the government has made acceptance. Any invoices submitted prior to this will be returned to the vendor as unacceptable. The Government will take into account untimely notification when computing any interest penalty owed the Contractor. Terms are Net 30.

Please do not seek payment information until the 30 days have passed from acceptance. NOAA does make every attempt to make prompt payments.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. (a) Definitions. As used in this provision—

Covered telecommunications equipment or services has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.

Reasonable inquiry has the meaning provided in the clause 52.204-25, Prohibition on Contracting for

Certain Telecommunications and Video Surveillance Services or Equipment.

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).

Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

Service-disabled veteran-owned small business (SDVOSB) concern eligible under the SDVOSB Program means an SDVOSB concern that—

(1) Effective January 1, 2024, is designated in the System for Award Management (SAM) as certified by the Small Business Administration (SBA) in accordance with 13 CFR 128.300; or

(2) Has represented that it is an SDVOSB concern in SAM and submitted a complete application for certification to SBA on or before December 31, 2023.

Service-disabled veteran-owned small business (SDVOSB) Program means a program that authorizes contracting officers to limit competition, including award on a sole-source basis, to SDVOSB concerns eligible under the SDVOSB Program.

Small business concern—

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

Small disadvantaged business concern, consistent with 13 CFR 124.1001, means a small business concern under the size standard applicable to the acquisition, that—

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by—

Subsidiary means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation

Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

Veteran-owned small business concern means a small business concern—

(1) Not less than 51 percent of which is owned and controlled by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.
