STATEMENT OF NEED

National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries Southeast Fisheries Science Center Marine Mammal and Turtle Division (MMTD) R/V Whaler Engine Replacements

PURPOSE:

The SEFSC requires purchase of twin outboard engines (2) and controls to replace the existing engines and controls on a SEFSC small boat (R/V Whaler) in Pascagoula, MS. This vessel was used almost exclusively during fieldwork for the Deepwater Horizon (DWH) Alabama Estuarine Dolphin Population and Health Restoration Project over a 3-year period (900 engine hours). The new engines are needed due to the depreciation of the engine integrity. These costs are in the project budget, but have yet to be recovered.

SCOPE OR MISSION:

The SEFSC uses small boats to conduct abundance surveys and conduct stock structure studies (collect remote biopsy samples for DNA) of cetaceans (i.e., bottlenose dolphins) in bays, sounds and estuaries (BSE) and coastal waters of the Gulf of America and U.S. Atlantic. These surveys and studies are conducted to collect data and samples to meet the requirements of the Marine Mammal Protection Act (MMPA), which requires information (abundance and stock structure) on marine mammal stocks in U.S.

waters to be updated on a routine basis. There are 50 bottlenose dolphin stocks in Gulf and Atlantic waters, and functional small boats are required for collecting these data. The R/V Whaler is the only small boat based in the Gulf of America whose primary use is for SEFSC marine mammal studies.

BACKGROUND:

The R/V Whaler was used for the DWH project based on the intent that the DWH project would pay for its use (the funds are in the FY 24 approved budget) so that the boat would be fully available for SEFSC MMPA-related fieldwork at the completion of the DWH project. With the procurement of these 2 new outboard engines, the capabilities of the R/V Whaler will be restored and will be ready and available to continue the survey missions required to support this DWH project. The existing engines could pose operational delays, as well as cause an unsafe situation, if they are continued to be used at the operational tempo that is required for this project.

TECHNICAL SPECIFICATIONS:

0001 F150XB – 25” shaft (1 each) 0002 LF150XB – 25” shaft (1 each) Twin Yamaha 150 horsepower 4-stroke marine boat engines with counter rotating props for a 24 foot “240 Outrage” model Boston Whaler 0003 Twin Binnacle Control Box (1 each) 0004 Digital Tach Gauge (2 each) 0005 Digital Speed/Fuel Gauge (1 each)

0006 Tie Bar Kit option (1 each)

DELIVERY:

Delivery expected 45 days after award, to NOAA Gulf Marine Support Facility, 202 Delmas Ave., Pascagoula, MS 39567

Firm-Fixed Price to include FOB Destination.

BRAND REQUIREMENT:

Brand name requirement for Yamaha 150 horsepower 4-stroke marine outboard engines and controls.

Per FAR 8.405-6(b) the requirements for the Yamaha specific engines are being requested for a vessel (Whaler) that is currently powered with Yamaha engines which still have about half of the serviceable hours remaining. The new two requested engines are interchangeable with the current engines and can be swapped out in the event of an engine malfunction.
