About this file
This is a Request for Quotation (RFQ) for an unrestricted construction project to perform access road and wind shelter repair for the National Weather Service (NWS) at the NEXRAD KBHX site in Eureka, California. The project involves non-personal services with a firm fixed-price contract awarded through trade-off criteria, with a period of performance from contract award through 120 days. The project location is at 40°29'54"N 124°17'32"W, and bonding or a letter of credit will be required unless the quote is under $35,000.
The solicitation requires vendors to submit quotes evaluating technical approach, experience, and past performance, with these non-price factors being significantly more important than price. Contractors must provide a detailed technical approach, demonstrate knowledge of road work repairs, and submit at least two references from similar recent contracts. The government will use a trade-off source selection method, potentially selecting a quote that is not the lowest-priced if it provides the best overall value. Quotes are due by 08/29/2025 at 12:00 PM, and the government reserves the right to not award the contract based on quote quality and fund availability.

(End of provision)
A site visit is highly recommended but not required. Vendors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. CAR 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APR 2010) The Government intends to award a trade-off, firm fixed price purchase order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors with payment terms of Net 30.
The evaluation will consider the Non-Price Technical Solution (Technical Approach, Capability, Experience and Past Performance) to be significantly more important than price. However, as quotes are determined to be more equal in the non-price evaluation factors, price becomes more important.
The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds.
The Government may award to other than the lowest-priced vendor or the vendor with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.
The following factors are listed in order of importance and will be used to evaluate quotations:
1. Technical Approach and Capability.
The Offeror’s overall technical approach will be evaluated to assess the Government's level of confidence in the Offeror’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. A detailed technical approach write-up describing how the Offeror will perform this service is required to be submitted with the quote regardless of whether a site visit was made or not. The technical approach write-up must not be a reiteration of the Statement of Work, but how your company plans on performing the tasks listed in the attached Statement of Work. (i.e. performance checklists, anticipated number of employees, anticipated hours at the facility and/or confirmation of supplies being provided, etc.)
2. Experience.
The offeror's background, experience, and qualifications (relevant past projects performing similar services, certifications related to current requirement, etc.) will be assessed to determine the likelihood that the offeror can successfully perform the contract requirements. Offeror must have knowledge and experience with road work repairs.
3. Past Performance.
Quote shall include at least two references from at least two separate contracts for similar and relevant recent services within the past two years including the name, phone number, full address, and e-mail address of the reference to demonstrate the offeror’s capability to successfully perform the services listed in the Statement of Work.
The offeror is required to fill out blocks 1-4 and send the attached Past Performance Questionnaire to the references provided by the offeror in their submission. The references should complete the Past Performance Questionnaire and then email it directly to Jamie.Rosales@noaa.gov by the closing date and time of this solicitation.
The Government reserves the right to consider past performance report forms received after the due date and time of the solicitation, past performance questionnaires submitted from previous solicitations, and to contact references for verification or additional information.
The Offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the Offeror, the agency’s knowledge of Offeror performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services.
mailto:Jamie.Rosales@noaa.gov
Offerors lacking relevant past performance history, or for whom past performance information is either not available or has not been submitted to the Government, will receive a neutral rating for past performance. A good past performance rating provides higher confidence than a neutral or satisfactory rating.
4. Price.
The quoted prices will be evaluated but not scored. The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements.
Quoted prices must be entirely compatible with the Non-Price Technical Solution.
(End of Provision)
CAR 1352.213-71 Instructions for Submitting Quotations Under the Simplified Acquisition Threshold—Non-Commercial (APR 2010)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition is 238990 and $19 Million.
(b) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. At a minimum, quotations must show–
(1) The solicitation number;
(2) The name, address, and telephone number of the offeror;
(3) Acknowledgment of solicitation amendments;
(4) A technical description showing that the offeror can supply the requirements in the specifications or statement of work in sufficient detail to allow the Government to evaluate the quotation in accordance with the evaluation factors stated in the solicitation.
(5) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and reference information (including contract numbers, points of contact with telephone numbers and other relevant information).
(6) Price and any supporting details for the price, as requested in the solicitation.
(c) Offerors are responsible for submitting quotations and any modifications thereto, so as to reach the Government office designated in the solicitation by the time specified. The offeror's initial quotation should contain the offeror's best terms from a price and technical standpoint.

Section III - Description/Specifications
STATEMENT OF WORK SOW
1. BACKGROUND:
The National Weather Service (NWS), Next Generation Radar (NEXRAD) in Eureka, CA, has a wind shelter attached to two fiber bond buildings that serves as a windbreak. This shelter is in need of rust mitigation and repair due to the climate in the area. The access road to the site hasn’t been maintained and suffers from major potholes and ruts caused by water run off.
2. GENERAL INTENTION:
This requirement is to improve drainage and removal of excess vegetation for vehicular travel on the access road to the site located in Ferndale, CA. The road is approximately 1.5 miles and is in need of rehabilitation to a state that allows for proper water runoff and safe travel. The access road work will start at 40°30'05"N 124°16'23"W and end at 40°29'54"N 124°17'32"W. The wind shelter will need surface stripping, rust rehabilitation and painting to prolong its lifespan.
3. GENERAL REQUIREMENTS:
The contractor shall provide all supervision, labor, tools, materials and equipment necessary to perform work as stated. All work and materials supplied shall be in accordance with these instructions, manufacturer’s specification, all applicable federal, state, local, OSHA, EPA, NEC, NFPA, building and facilities codes and criteria.
The Contractor Shall:
Access Road:
2.1. Accomplish all work according to these instructions, following specifications and accepted trade and industry standards.
2.2. The contractor will verify all measurements.
2.3. Ensure all vegetation is cleared alongside the roadway to allow safe traffic flow and fire protection as per DOT standards.
2.4. Provide all equipment and machinery necessary to complete the project as set forth in these specifications.
2.5. All road work must not impede local traffic. Must have work warning signs posted per DOT standards.
Wind Barrier:
2.6. Strip surface to bare metal at corroded areas.
2.7. Assess stripped surface for excessive damage. Patch or replace areas as needed
2.8. Replace all fasteners with stainless steel.
2.9. Paint all shelter surfaces with one coat of rust inhibitive primer and two coats of durable exterior paint that are appropriate for the outdoor moist climate. Color must be approved by the Contracting Officer’s Representative (COR) prior to painting. The Contractor will provide a minimum of 5 color options for selection.
2.10. Install enough galvanized sacrificial anodes to properly protect the total wind shelter
SURFACE BLADING SPECIFICATIONS:
Description:
Surface blading is keeping the native or aggregate surfaced road in a condition to facilitate traffic, minimize additional future maintenance, reduce erosion, and provide proper drainage. It includes maintaining the crown, in-slope or out-slope of the traveled roadway and shoulders, water bars, drainage dips, leadoff ditches, berms, turnouts, removal of minor slides and slumps, and other irregularities that prevent normal runoff from the road surface. Add imported aggregate base material must meet California DOT specifications for a Type 1, class A material to achieve these desired conditions.
Requirements:
Surface blading shall be performed as necessary and to the standards required to facilitate traffic and proper drainage.
The blading shall be performed in such a manner as to preserve the existing cross section and to conserve surface materials. On gravel-surfaced roads, the base must not be disturbed and no surface material may be bladed into the ditch or over the road shoulders. Blading of native surface roads shall be performed so no base material less than 4 inches in the greatest dimension is lost. All ruts, holes, etc., shall be removed by scarifying and/or cutting to the bottom of any surface irregularities. Oversize material brought to the surface in the scarification process shall be removed from the roadway. Surface material which has been displaced to the shoulders, turnouts, outside of curves, etc., shall be brought back so as to leave a uniform depth on the traveled way at completion of blading. Water shall be applied during blading if sufficient moisture is not present to prevent segregation.
Roadside cut-slopes or berms shall not be undercut.
At intersections, the roadbeds of side-roads shall be graded for a reasonable distance to assure proper blending of the two riding surfaces.
Drainage dips and leadoff ditches shall be cleaned and continually maintained to conform reasonably to their original constructed lines, grade, and cross section.
Berms shall be repaired promptly by placing selected material as needed to restore the berm to its original condition.
All blading operations shall be properly “Signed” in accordance with all applicable state laws.
Surface blading of native surface roads also includes ditch cleaning, which shall be done in accordance with the following ditch cleaning specifications.
DITCH CLEANING SPECIFICATIONS:
Description:
Ditch cleaning is removing and disposing of all slough material from roadside ditches to provide an unobstructed waterway, conforming to the previous line, grade, and cross section.
Requirements:
Native Surfaced Roads. Slough material from ditch cleaning, if suitable, may be placed and blended into the existing road surface or shoulders or placed in a designed berm during surface blading.
Aggregate Surface Roads. Slough material from ditch cleaning shall not be mixed with aggregate surfacing or left on the road surface unless otherwise agreed. Material shall be disposed of in an agreed manner at designated locations

FAR 52.225-9 Buy American - Construction Materials. (OCT 2022)
(a) Definitions. As used in this clause-
Commercially available off-the-shelf (COTS) item- (1) Means any item of supply (including construction material) that is-
(i) A commercial product (as defined in paragraph (1) of the definition of "commercial product" at Federal Acquisition Regulation (FAR) 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
Construction material means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies.
However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.
Cost of components means-
(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or
(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the construction material.
Critical component means a component that is mined, produced, or manufactured in the United States and deemed critical to the U.S. supply chain. The list of critical components is at FAR 25.105.
Critical item means a domestic construction material or domestic end product that is deemed critical to U.S. supply chain resiliency. The list of critical items is at FAR 25.105.
Domestic construction material means-
(1) For construction material that does not consist wholly or predominantly of iron or steel or a combination of both-
(i) An unmanufactured construction material mined or produced in the United States; or
(ii) A construction material manufactured in the United States, if-
(A) The cost of its components mined, produced, or manufactured in the United States exceeds 60 percent of the cost of all its components, except that the percentage will be 65 percent for items delivered in calendar years 2024 through 2028 and 75 percent for items delivered starting in calendar year 2029. Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic. Components of unknown origin are treated as foreign; or
(B) The construction material is a COTS item; or
(2) For construction material that consists wholly or predominantly of iron or steel or a combination of both, a construction material manufactured in the United States if the cost of foreign iron and steel constitutes less than 5 percent of the cost of all components used in such construction material. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the construction material and a good faith estimate of the cost of all foreign iron or steel components excluding COTS fasteners. Iron or steel components of unknown origin are treated as foreign. If the construction material contains multiple components, the cost of all the materials used in such construction material is calculated in accordance with the definition of "cost of components".
Fastener means a hardware device that mechanically joins or affixes two or more objects together. Examples of fasteners are nuts, bolts, pins, rivets, nails, clips, and screws.
Foreign construction material means a construction material other than a domestic construction material.
Foreign iron and steel means iron or steel products not produced in the United States. Produced in the United States means that all manufacturing processes of the iron or steel must take place in the United States, from the initial melting stage through the application of coatings, except metallurgical processes involving refinement of steel additives. The origin of the elements of the iron or steel is not relevant to the determination of whether it is domestic or foreign.
Predominantly of iron or steel or a combination of both means that the cost of the iron and steel content exceeds 50 percent of the total cost of all its components. The cost of iron and steel is the cost of the iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the product and a good faith estimate of the cost of iron or steel components excluding COTS fasteners.
Steel means an alloy that includes at least 50 percent iron, between 0.02 and 2 percent carbon, and may include other elements.
United States means the 50 States, the District of Columbia, and outlying areas.
(b) Domestic preference. (1) This clause implements 41 U.S.C. chapter 83, Buy American, by providing a preference for domestic construction material. In accordance with 41 U.S.C. 1907, the domestic content test of the Buy American statute is waived for construction material that is a COTS item, except that for construction material that consists wholly or predominantly of iron or steel or a combination of both, the domestic content test is applied only to the iron and steel content of the construction materials, excluding COTS fasteners. (See FAR 12.505(a)(2)). The Contractor shall use only domestic construction material in performing this contract, except as provided in paragraphs (b)(2) and (b)(3) of this clause.
(2) This requirement does not apply to information technology that is a commercial product or to the construction materials or components listed by the Government as follows:
NONE
(3) The Contracting Officer may add other foreign construction material to the list in paragraph (b)(2) of this clause if the Government determines that-
(i) The cost of domestic construction material would be unreasonable.
(A) For domestic construction material that is not a critical item or does not contain critical components.
(1) The cost of a particular domestic construction material subject to the requirements of the Buy American statute is unreasonable when the cost of such material exceeds the cost of foreign material by more than 20 percent;
(2) For construction material that is not a COTS item and does not consist wholly or predominantly of iron or steel or a combination of both, if the cost of a particular domestic construction material is determined to be unreasonable or there is no domestic offer received, and the low offer is for foreign construction material that is manufactured in the United States and does not exceed 55 percent domestic content, the Contracting Officer will treat the lowest offer of foreign construction material that exceeds 55 percent domestic content as a domestic offer and determine whether the cost of that offer is unreasonable by applying the evaluation factor listed in paragraph (b)(3)(i)(A)(1) of this clause.
(3) The procedures in paragraph (b)(3)(i)(A)(2) of this clause will no longer apply as of January 1, 2030.
(B) For domestic construction material that is a critical item or contains critical components. (1) The cost of a particular domestic construction material that is a critical item or contains critical components, subject to the requirements of the Buy American statute, is unreasonable when the cost of such material exceeds the cost of foreign material by more than 20 percent plus the additional preference factor identified for the critical item or construction material containing critical components listed at FAR 25.105.
