STATEMENT OF NEED/SALIENT CHARACTERISTICS

(Requisition: 145027-24-0058)

PURPOSE:

The purpose of this procurement is to purchase a brand name or equal to a SeaTrac USV system to be deployed in the Federated States of Micronesia (FSM) as part of the project FSM Testbed supported by the US Department of State.

SCOPE OR MISSION:

The mission of purchasing this item is to have a USV system that can be easily shipped and deployed to FSM. The plan is to use this USV to make bathymetry and air-sea measurement near the FSM coasts to provide information to the local community on the vulnerability to coastal inundation caused by tsunami and storm surges and on weather-related coastal safety for fishing vessels. Meanwhile, the deployment of this USV along with other uncrewed systems would allow testing of their capability of automated self-tracking and navigation.

BACKGROUND:

The US Department of State has provided funding to PMEL (through National Weather Service) to engage FMS communities through the development of ocean observing technologies and local capacity building. The project is intended to serve two main goals: Advancing ocean observing technologies and serving FMS local communities. For the first goal, PMEL plans to test the new capability of pairing uncrewed aerial drones to surface vehicles through automated location identification and navigation.

For the second goal, PMEL is teamed up with other organizations (GOMO, The Ocean Foundation, PacIOOS, Weather Service, etc.) to build a partnership with FSM communities to design a tesbed at FMS that would meet three criteria: (a) observations taken by local communities, (b) provision of information to benefit local communities, and (c) a legacy of increase capacity of ocean observations after the project ends.

Salient Characteristics:

Solar power system capable of charging at least 500 Watts or more Winch to adapt to PMEL’s Prawler CTD system Electric propulsion only Proven and tested in long-duration mission (up to a month) The USV must be ship and lad deployable Modified WING design through a collaboration between contractor and PMEL engineers and scientists CERTUS Satellite system PMEL METOC sensor and TELOS integration Single beam echo sounder Heavy weather package

DELIVERY SCHEDULE:

Lead time is 90 days.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

FAR 52.212-2 Evaluation - Commercial Products and Commercial Services. (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical Acceptability/Capability.

Quote shall include the brand name that it will be providing along with all the specifications for the government to make the determination that the products providing meet the governments requirement.

The offeror's past performance will be evaluated to determine, as appropriate, the contractor is a responsive and responsible contractor.

Quote shall include at least two references from at least two separate contracts for similar successful contracts including the name, phone number, full address, and e-mail address of the reference to demonstrate the offeror’s capability to successfully perform this requirement.

The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the Offeror, the agency’s knowledge of Offeror performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services.

Offerors lacking relevant past performance history, or for whom past performance information is either not available or has not been submitted to the Government, will receive a neutral rating for past performance.

2. Salient Characteristics - items provided must meet or exceed all salient characteristics

3. Price.

4. Delivery - quote shall provide best delivery time.

The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
