Section III - Description/Specifications

STATEMENT OF WORK

Maintenance Service Agreement for HVAC and Control Systems for Gray, ME National Weather Service Forecast Office

· Location National Weather Service Weather Forecast Office 1 Weather Lane Gray, ME 04039-1208

· Statement of Work The Contractor shall furnish all labor, material, equipment, and incidentals to provide a Preventive Maintenance and Service Plan for all HVAC and Control System and Components on a Quarterly Basis during Operating Season, and Annual Preventative Maintenance Service. Contractor shall be factory trained and certified on Trane HVAC.

· Equipment The National Weather Service intends to award a Preventive Maintenance Program Contract for all associated equipment with HVAC, Fire Alarm, Smoke, Heat or CO/CO2 Detectors, and Humidity Controls/Canisters. All HVAC equipment will be serviced and maintained under this agreement including, but not limited to, the following: Air Handler Units, Electronic Duct Heaters, all Condensing Units, Humidifier System, Heat Pumps, VAV Boxes, Dampers and Louvers, all Exhaust Fans, Control System including sensors, transmitters, Differential Pressure Switches and all other Components, and Heating and Air-Conditioning Units located in the Weather Forecast Office, Radar, TPMS and Storage Buildings at the above address.

· Description of Work

a. Heat Pumps and A/C Condensing Units - Quarterly -Check bearings and compressor for proper lubrication.

-Check all safety/operating controls; calibrate as necessary.

Semi-Annually -Check thermostats; calibrate as necessary.

-Check condition of condenser coils; clean twice per year.

-Check and record temperature differences across the condenser and evaporator coils.

Annually -Install gauges and check and record refrigerant pressures.

-Check and tighten all electrical connections.

-Check and record compressor voltage and running amps.

-Check and record super heat temperature.

-Check and record sub cooling temperature.

-Check condition of blower wheels and drive belts; re-tension, clean and replace as necessary.

-Leak test refrigerant circuits.

-Advise NWS Point of Contact of any deficiencies noted during the above inspections and make recommendations to correct the deficiencies. Supply written report of all deficiencies found to POC.

b. Fans and Air Handling Units - Quarterly -Check belts and sheaves.

-Check motor mounts and vibration pads; check for excessive vibration or noise. Check motor operating conditions.

-Inspect electrical connections and conductors annually.

-Lubricate and adjust associated dampers, motors and linkage.

-Check all fan operations.

-Check heating and cooling coils.

-Lubricate fan and motor bearings per manufacturer’s recommendation. Also check and tighten locking collars and bolts.

-Check coils.

-Check all operating conditions and adjust as required.

Semi-Annually -Tighten all nuts and bolts.

-Change pleated filters semi-annually or sooner if necessary. Filters for AHUs1, 2&3 shall be FARR Glide Pack casings with 30/30, 4” thick pre-filters; FARR Giga-Sorb carbon panel filters, and FARR Riga-Flo 100- 85F final filters or equivalent. Follow manufacturer recommendation for replacement schedule or replace at sooner frequency.

-Check motor operating conditions.

-Check and clean fan blades.

-Inspect condensate drain pans and piping to ensure proper drainage; clean drains and drain pans annually or as needed.

Annually -Clean external surfaces as required.

-Inspect for leaks.

-Check belts and supply/replace as necessary. Check fan belt tension and adjust as required.

-Inspect operating and safety controls.

c. Self Contained Package Units and Other Equipment- Quarterly -Check operating controls for proper functioning; calibrate as necessary.

-Check safety controls for proper operation; adjust as necessary.

-Check condition of unit air filters. Supply and change as required.

-Note any discrepancies found during the above procedures. Report same to NWS Point of contact along with recommendations for correction in writing.

Semi-Annually -Inspect fan belts and supply/replace as necessary. Check fan belt tension and adjust as required.

-Inspect condensate drain pans and piping semi-annually to ensure proper drainage; clean as necessary.

-Inspect refrigerant piping and fittings for leaks.

-Check and replace humidifier cartridges.

Annually

-Inspect condition of evaporator coils.

-Check fan motor bearings for proper lubrication per manufacturer’s recommendations. Also check and tighten locking collar bolts.

-Check compressor oil pressure and level. Also check compressor amperage draw with ammeter and record readings.

-Check and record compressor motor windings with meg ohm meter.

-Install pressure gauges and check and record refrigerant pressures.

-In the beginning of heating season check operation of heating section.

· Additional Annual Preventative Maintenance Service -Check vessel connections for leaks.

-Check condenser and receiver relief valves for leaks.

-Check refrigeration systems and piping for problems.

-Calibrate pressure gauges and thermometers.

-Check safety controls for proper settings and operation.

-Check and tighten electrical connections.

-Monitor compressors to determine integrity of motor windings and record readings.

-Change oil filters and clean strainers when required.

-Take oil sample for laboratory analysis when required.

-Check oil heaters and controls.

-Remove condenser heads and brush/clean tubes when required.

-Inspect condensers for signs of corrosion.

-Check evaporator coils, clean as required.

-Clean inlet vanes/linkage and IGV ring.

-Verify proper operation of inlet vane assembly.

-Inspect fan motor control.

-Clean condensate pans and clear condensate drains, or more frequently as needed.

-Tighten set screws on fan assembly locking collar; torque locking collar per manufacturer’s specifications.

· Control/Energy Management System Maintenance Contractor to have full knowledge and be factory trained on the TRANE HVAC system operating program and qualified to be able to correct operating system malfunctions. The contractor will also be responsible for all software licenses fees and upgrades. Contractor to make a copy of the original system operating instructions and a copy is to be kept on site for emergency needs.

Preventive maintenance shall be performed according to the recommendation schedule of the standardized maintenance routines for the Automated Logic, Johnson Controls and other equipment.

This schedule shall list the equipment name, location, and specific preventative maintenance functions to be performed as outlined by the manufacturer to maintain system performances.

Preventive maintenance of the controllers and associated temperature controls according to the recommended schedule of the standardized maintenance routines for the system will be performed annually.

All repair and replacement parts and materials shall be new and compatible or approved equal.

Controller:

1. Verification of the sequence of operation

2. Inspection of the battery backup

3. Inspection for physical damage

Automated Temperature Controls

1. Verification of all sequences of operations

2. Inspection and lubrication of all valves and dampers for proper operations

3. Inspection and calibration of all controllers and room sensors

4. Calibration of all sensors

5. Inspection of all auxiliary control devices

1. Quarterly Preventative Maintenance

-Check and adjust all control loops.

-Inspect all controllers and verify proper system operation.

-Verify incoming AC power and note proper voltages, check for transformer degradation and report.

-Ensure all wiring and terminations are secure.

-Check all electronic board seating.

-Check data/power cabling for pinching, cracking, tears or breaks and report unusual conditions.

-Check diagnostic LED’s, fuses and surge transient protection devices where applicable. Report unusual conditions.

-Verification of all sequences of operation and building systems on the PC; troubleshoot minor operational problems relating to controls with NWS Point of Contact; make recommendations.

2. Semi-Annual Preventative Maintenance

-Verify power supply voltages and record.

-Ensure proper cabinet grounding.

-Review system performance with NWS Point of Contact and discuss recommendations/changes as required.

-Via the computer, exercise controlled devices to verify hardware capability.

-Inspect cables, electrical connections, computer and system peripherals, and clean computer as required.

-Diagnostic testing, examining, calibrating, adjusting and cleaning of control devices as required.

-Perform quarterly tasks per manufactures requirements not listed.

3. Annual Preventative Maintenance

-Check and calibrate sensors as required.

-Review control loops and adjust as necessary.

-Evaluate all input/output points for proper operation and report any deficiencies.

-Inspect interior surfaces and components of the panel enclosures and associated field equipment and clean as required for proper operation. Ensure all monitoring devices and plug-in -components are securely in place, note any deficiency for review.

-Perform quarterly and semi-annual tasks.

-Meet with NWS Point of Contact to discuss system needs, operational deficiencies and system enhancements.

4. Password Access

Password access to the system will at all times be available to the NWS Point of Contact. Full administrator privileges for the NWS on-site POC.

· ADDITIONAL REQUIREMENTS

a. Maintenance Log Records The Contractor shall provide and maintain an inspection system (Maintenance Log Records) designed for the specific NWS equipment that will be acceptable to the Government for all periodic maintenance, repairs and services and shall be maintained and made available at the National Weather Service Office at all times. The Maintenance Log Records designed for the specific NWS equipment will be submitted to the COR for approval prior to the first scheduled maintenance visit. The Contractor shall be responsible during the contract to log the information in a timely manner so that maintenance trends and frequency can be established. The maintenance log shall be a summary of all inspections completed at the site on a per visit basis, records of all periodic inspections and preventive maintenance procedures executed and all completed maintenance to include uncorrected deficiencies.

b. On Call and Emergency Repairs The Contractor shall provide qualified service personnel and parts to provide repairs as necessary to sustain continuous operation of this facility. The Contractor shall provide a 24-hour telephone number and respond within three (3) hours of any call for service. Normal working hours are 8:00 a.m. to 5:00 p.m., Monday thru Friday. All National Weather Service holidays will be treated as off hours and will be invoiced as an emergency service call.

c. Unscheduled Service and Repairs Unscheduled service including labor, parts and components required to troubleshoot, diagnose or repair the above equipment are not covered under this contract. All unscheduled service, repair and estimated cost will be presented to, and authorized by NWS management prior to performance of any additional work. All unscheduled service and repair will be handled through separate contracts and/or government credit card use.

d. Qualifications and Standards The technicians and personnel tasked with service and repairs shall be licensed, certified and skilled to repair and service the specific mechanical and automated environmental control systems, software and equipment on site. All work and materials supplied will meet or exceed industry standards and equipment manufacturer’s specifications.

e. Safety Data Sheets (SDS) SDS sheets will be provided when necessary for supplies and materials used by the contractor for NWS files.

f. Lock-Out/Tag Out

Advise NWS Point of Contact prior to starting maintenance or repair procedures.

Disconnect power supply; Tag unit as “Out of Service” as per OSHA requirements.

All Federal, State, local codes to be followed to include OSHA regulations and/or requirements.

g. Non-compliance Statement NWS may cancel this contract with a thirty (30) day written notice of cancellation for non-compliance of all or part of this agreement. The contractor will have five (5) working days to correct any/all deficiencies or the agreement is cancelled.

h. Visitor Sign-In All visitors must sign in and sign out at the Reception Desk when visiting and leaving the premises.

· Site Examination Before submitting a bid, it is highly recommended that the Contractor perform a site visit to examine all existing and associated equipment conditions under which they shall be obligated to perform work under this Contract. Below is a partial equipment schedule. Contractor is responsible for their own verification of all HVAC equipment and Controls. Successful bidding contractor shall not be granted any relief from any equipment they may have missed during site and equipment inspection or verification.

Failures of some the equipment listed below may have necessitated replacement or change-out prior to the award of this contract. Most manuals are located at the Gray Weather Forecast Office and must annotate the models in the Maintenance Log. Some needed Maintenance Manuals may be not available on site. Contractor is responsible for getting any missing and/or needed manuals at their own expense.

Contractor shall contact the equipment Manufacturer for their Preventive Maintenance Program requirements and keep a copy on site for the office records.

Labor All labor performed on the HVAC units shall be performed by HVAC trained and qualified personnel. All tradesmen shall be licensed for the craft/or trade involved and shall be to best standards of workmanship for respective equipment to meet the requirements of the Manufactures Preventive Maintenance Plan.

· Materials All miscellaneous materials and preventive maintenance parts necessary to complete the Preventive maintenance activities specified herein shall be new, of good quality and warranties according to the manufacturer. Materials requiring a Material Safety Data Sheet, (MSDS) shall be reviewed by the point of contact prior to usage, at least five working days prior to usage. Products found to have certain health hazards to employees shall not be used.

52.212-2 Evaluation - Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be based on the best value to the government trade off. The following factors shall be used to evaluate offers:

Vendors must provide all items requested in FAR 52.212-2. Vendors who do not provide all evaluation criteria will not be accepted. This will be a trade-off.

1. Technical Approach and Capability.

The vendor’s overall technical approach will be evaluated to assess the Government's level of confidence in the vendor’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. Provide a detailed description of the company’s experience performing the same services. A detailed technical approach write-up describing how the contractor will perform this service is required to be submitted with the quote regardless of whether a site visit was made or not. The technical approach write-up must not be a reiteration of the Statement of Work but how your company plans on performing the tasks listed in the attached Statement of Work.

i.e. performance checklists, anticipated number of trained and certified HVAC mechanics, anticipated hours at the facility and/or confirmation of supplies being provided, etc.

2. Past Performance. The vendor's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the vendor, the agency’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services. Quote shall include at least two references for similar and relevant services including the phone number, full address, and e-mail address.

Vendors lacking relevant past performance history, or for whom past performance information is either not available or has not been submitted to the Government, will receive a neutral rating for past performance.

3. Price. The quoted prices will be evaluated but not scored. The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements. Quoted prices must be entirely compatible with the Non-Price Technical Solution.

The Government intends to award a trade-off, firm fixed-price purchase on an all or none basis with payment terms of Net-30.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services (Feb 2024)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

(a) Definitions. As used in this provision— "Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR

127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

Forced or indentured child labor means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

Immediate owner means an entity, other than the offeror, that has direct control of the offeror.

Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

Inverted domestic corporation, means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C.

395(c).

Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except—

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.

Reasonable inquiry has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended."Sensitive technology"— Sensitive technology—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3)of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

Service-disabled veteran-owned small business (SDVOSB) concern means a small business concern—

(1) (i) Not less than 51 percent of which is owned and controlled by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; or

(2) A small business concern eligible under the SDVOSB Program in accordance with 13 CFR part 128 (see subpart 19.14).

(3) Service-disabled veteran, as used in this definition, means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16), and who is registered in the Beneficiary Identification and Records Locator Subsystem, or successor system that is maintained by the Department of Veterans Affairs’ Veterans Benefits Administration, as a service-disabled veteran.

Service-disabled veteran-owned small business (SDVOSB) concern eligible under the SDVOSB Program means an SDVOSB concern that—

(1) Effective January 1, 2024, is designated in the System for Award Management (SAM) as certified by the Small Business Administration (SBA) in accordance with 13 CFR 128.300; or

(2) Has represented that it is an SDVOSB concern in SAM and submitted a complete application for certification to SBA on or before December 31, 2023.

Service-disabled veteran-owned small business (SDVOSB) Program means a program that authorizes contracting officers to limit competition, including award on a sole-source basis, to SDVOSB concerns eligible under the SDVOSB Program.

Small business concern—

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others.

In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

Small disadvantaged business concern, consistent with13 CFR 124.1001, means a small business concern under the size standard applicable to the acquisition, that—

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by—

(i) One or more socially disadvantaged (as defined at13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding the threshold at 13.CFR 124.104(c)(2) after taking into account the applicable exclusions set forth at 13 CFR124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

Subsidiary means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

Veteran-owned small business concern means a small business concern—

(1) Not less than 51 percent of which is owned and controlled by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

Women-owned business concern means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women Women-owned small business concern means a small business concern—

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300.

(b)

(1) Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM.

(2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ______________.

(1)

(i) The Offeror certifies that each end product and that each domestic end product listed in paragraph (f)(3) of this provision contains a critical component, except those listed in paragraph (f)(2) of this provision, is a domestic end product.

(ii) The Offeror shall list as foreign end products those end products manufactured in the United States that do not qualify as domestic end products. For those foreign end products that do not consist wholly or predominantly of iron or steel or a combination of both, the Offeror shall also indicate whether these foreign end products exceed 55 percent domestic content, except for those that are COTS items. If the percentage of the domestic content is unknown, select “no”.

(iii) The Offeror shall separately list the line item numbers of domestic end products that contain a critical component (see FAR 25.105).

(iv) The terms “commercially available off-the-shelf (COTS) item,” “critical component,” “domestic end product,” "end product," "foreign end product," and "United States" are defined in the clause of this solicitation entitled "Buy American- Supplies."
