COMBINED SYNOPSIS/SOLICITATION

RM Young Wind Monitors, Shields, and Spare Parts

Brand Name: “The R.M. Young Model 05103 and 05103-45 Wind Monitors are the standard mechanical wind monitoring sensors used at CO-OPS environmental monitoring stations on the Atlantic coast, the Gulf of America, the Caribbean, the Great Lakes, and throughout the Pacific.

The R.M. Young Multi-Plate Radiation Shield Model 41003 is the standard radiation shield utilized by CO-OPS to protect temperature and relative humidity sensors at its stations from error-producing solar radiation and precipitation. This purchase is for spare parts to support maintenance efforts at stations within the CO-OPS network, including those in the NWLON, Lake Charles PORTS®, Upper Chesapeake Bay PORTS®, and Narragansett Bay PORTS®.

Significant engineering effort has been expended to ensure the R.M. Young Model 05103 and 05103-45 Wind Monitors and the R.M. Young Multi-Plate Radiation Shield Model 41003 are capable of withstanding the harsh marine environments in which they are deployed for extended periods and that they function without issue with the specialized data acquisition and logging systems to which they are connected. Implementing different components will result in additional cost and resources and will affect the continuous operation of these systems. In addition, there will be a resulting delay for testing, training, and the purchase of support equipment.”

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 1305M226Q0226 is issued as a request for quotation (RFQ), for RM Young Wind Monitors, Shields, and Spare Parts.

This acquisition is a total set-aside for small business concerns. The associated NAICS code is 334519.

The small business size standard is 600 employees.

This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul.

Statement of Need

NOAA’s National Ocean Service (NOS) Center for Operational Oceanographic Products and Services (CO-OPS) requires the following to support maintenance efforts at environmental monitoring systems in the National Water Level Observation Network (NWLON) and Physical Oceanographic Real-Time Systems (PORTS®) which provides critical data for safe and efficient marine navigation, the protection of infrastructure along the coast, and NOAA’s forecast models.

The R.M. The R.M. Young Model 41003 Multi-Plate Radiation Shield is the standard shield used by CO-OPS to protect temperature and relative humidity sensors from solar radiation and precipitation. Significant engineering effort was utilized to ensure these sensors not only provide the precise measurements required but also are capable of withstanding the harsh marine environments in which they are deployed for extended periods of time and that their power consumption, size, and other characteristics are appropriate for the specialized data acquisition and logging system to which they are connected. This purchase is for spare parts to repair and refurbish sensors in CO-OPS inventory and to support maintenance efforts at stations within the CO-OPS network, including those in the NWLON, Lake Charles PORTS®, Upper Chesapeake Bay PORTS®, and Narragansett Bay PORTS®. Implementing different components will result in additional costs and resource requirements. Also, there will be resulting delays associated with testing, training, and the procurement of support equipment.

Procurement of a different sensor will require extensive testing including bench testing using controlled conditions and physical measurement, controlled environmental testing to check reliability under different conditions, and long-term comparison testing with accepted equipment at multiple real-world locations. These tests and the analysis of the resulting data take a large amount of time, money, and resources to conduct. If different equipment is procured additional resources will also be required for integrating the sensors into CO-OPS observing station and training personnel on the maintenance of the new equipment.

NOAA Acquisition Manual 1330-52.232-71 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (FEB 2023)

The Contractor must submit payment requests electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). The Contractor must use the IPP website to register, access, and submit payment requests. The IPP website address is https://www.ipp.gov.

"Payment request" means any request for contract financing payment or invoice payment to the Contractor. To be considered proper, invoices must be prepared in accordance with, and contain all elements specified in, the contract payment clause (e.g., FAR 52.212-4(g), FAR 52.232-25(a)(3), FAR 52.232-26(a)(2), FAR 52.232-27(a)(2)).

The Contractor must include the following documents as attachments to payment requests submitted through the IPP: [Contracting Officer list required invoice attachment(s); none if left blank].

If the Contractor is unable to comply with the requirement to submit payment requests through the IPP due to a threat to national security; a matter of unusual or compelling urgency; or because the political, financial, or communications infrastructure of a foreign country does not support access to the IPP, the Contractor must request an exception in writing. Contact the Contracting Officer for more information about requesting an exception.
