COMBINED SYNOPSIS/SOLICITATION

Gill Instruments MaxiMet Marine GMX560 Compact Weather Station Spare Parts

Brand Name: “The Gill Instruments MaxiMet Marine GMX560 Compact Weather Station is the standard multi-parameter meteorological sensor used for buoy applications and for landbased stations where other meteorological sensors are susceptible to damage due to moving parts or a larger physical footprint. These sensors are used to measure valuable environmental parameters including wind speed, wind direction, wind gust, air temperature, barometric pressure, and relative humidity. This purchase is for spare parts to support emergency response CURBY systems maintained by CO-OPS for NOAA’s Office of Response and restoration (OR&R), as well as maintenance efforts at environmental monitoring systems within the National Water Level Observation Network (NWLON) and Physical Oceanographic Real-Time Systems (PORTS) throughout the United States. The items in this purchase are to be used as spare parts to support systems within the CO-OPS network that employ Gill Instruments MaxiMet Compact Weather Stations.

Significant engineering effort was utilized to ensure the MaxiMet Marine GMX560 Compact Weather Station is capable of withstanding the harsh marine environments they are deployed in for extended periods and that they function without issue with the specialized data acquisition and logging system to which it is connected. Implementing different components will result in additional cost and resources and will affect the continuous operation of these systems. In addition, there will be resulting delay for testing, training, and the purchase of support equipment.”

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

RFO 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023) (Deviation Jan 2026) NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.

1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. Quote documents shall include signed copies of the SF 1449 and SF 30(s) to acknowledge the solicitation and any applicable amendments. Email quotes are required and can be sent to kyle.lawrence@noaa.gov.

2. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote.

3. Offerors shall assume that the Government has no prior knowledge of them or their capability.

4. Quotes must be valid for a minimum of 60 days.

5. Offerors must provide all evaluation criteria in accordance with RFO 52.212-2. Offerors who do not provide all evaluation criteria may not be considered.

RFO 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) (Deviation Jan 2026) Offers will be evaluated based on price and the factors set forth in paragraph (a).

Paragraph (a) is hereby completed as follows: Evaluation will be based on the following pass/fail criteria;

1. Technical Acceptability.

Specification Sheet - offeror must include specification sheets for quoted equipment.

2. Price.

The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Gill Instruments MaxiMet Marine GMX560 Compact Weather Station Spare Parts

NOAA’s National Ocean Service (NOS) Center for Operational Oceanographic Products and Services (CO-OPS) requires the following to support emergency response systems CO-OPS maintains for NOAA’s Office of Response and restoration (OR&R) and maintenance efforts at environmental monitoring systems within the National Water Level Observation Network (NWLON) and Physical Oceanographic Real-Time Systems (PORTS) which provides critical data for safe and efficient marine navigation, the protection of infrastructure along the coast, and NOAA’s forecast models.

The Gill Instruments MaxiMet Marine GMX560 Compact Weather Station is the standard multi-parameter meteorological sensor used for buoy applications and at CO-OPS environmental monitoring stations on the Atlantic coast, the Gulf of America, the Caribbean, the Great Lakes, and throughout the Pacific. These sensors are used to measure valuable environmental parameters including wind speed, wind direction, wind gust, air temperature, barometric pressure, and relative humidity. Significant engineering effort was utilized to ensure these sensors not only provide the precise measurements required but also are capable of withstanding the harsh marine environments they are deployed in for extended periods of time and that the power consumption, size, and other characteristics are appropriate for the specialized data acquisition and logging system to which it is connected. This purchase is to support maintenance efforts at stations within the CO-OPS networks though out the United States and to maintain the emergency response CURBY systems that CO-OPS and OR&R maintain to respond to events in the Gulf of America region. Implementing different components will result in additional cost and resources. Also, there will be resulting delay for testing, training, and purchase of support equipment.

Procurement of a different sensor will require extensive testing including bench testing using controlled conditions and physical measurement, controlled environmental testing to check reliability under different conditions, and long-term comparison testing with accepted equipment at multiple real-world locations.

These tests and the analysis of the resulting data take a large amount of time, money, and resources to conduct. If different equipment is procured additional resources will also be required for integrating the sensors into CO-OPS observing station and training personnel on the maintenance of the new equipment.

NOAA Acquisition Manual 1330-52.232-71 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (FEB 2023)

The Contractor must submit payment requests electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP). The Contractor must use the IPP website to register, access, and submit payment requests. The IPP website address is https://www.ipp.gov.

"Payment request" means any request for contract financing payment or invoice payment to the Contractor. To be considered proper, invoices must be prepared in accordance with, and contain all elements specified in, the contract payment clause (e.g., FAR 52.212-4(g), FAR 52.232-25(a)(3), FAR 52.232-26(a)(2), FAR 52.232-27(a)(2)).

The Contractor must include the following documents as attachments to payment requests submitted through the IPP: [Contracting Officer list required invoice attachment(s); none if left blank].
