STATEMENT OF NEED

United States Department of Commerce

National Oceanic and Atmospheric Administration, National Ocean Service Center for Operational Oceanographic Products and Services (CO-OPS)

Field Operations Division, Pacific Operations Branch Five Tide Station Enclosures

1. BACKGROUND

The Center for Operational Oceanographic Products and Services (CO-OPS) collects, analyzes and distributes historical and real-time observations and predictions of water levels, coastal currents and other meteorological and oceanographic data. This is part of an integrated National Ocean Service (NOS) program supporting safe maritime navigation, more productive water-borne commerce, and the needs of the National Weather Service, coastal zone management, engineering and surveying communities. The Center manages the National Water Level Observation Network (NWLON) around the coastal United States and the national network of Physical Oceanographic Real-Time Systems (PORTS®) in major U.S. harbors. It conducts its programs through university, industry, Federal, and State partnerships as appropriate. CO-OPS resides within NOAA's National Ocean Service.

The Field Operations Division (FOD) installs and maintains a variety of equipment and provides support services in order to ensure the efficient collection and dissemination of CO-OPS water level and meteorological data. Collection of tidal water level and meteorological data at many locations requires the use of steel clamps around pier pilings to attach and secure components and to protect and preserve precision electronic oceanographic and meteorological instrumentation.

2. OBJECTIVE

CO-OPS uses precision electronic oceanographic and meteorological instrumentation to provide quality water level and meteorological information at its numerous temporary and permanent water level stations. This purchase is for five enclosures that will be used to house sensitive electronic oceanographic and meteorological instrumentation in remote coastal locations ranging from the equatorial Pacific to the Arctic. The enclosures must be made of low maintenance materials and be capable of withstanding extreme marine conditions including, but not limited to, extreme temperatures, continuous salt spray, driving rain, regular sustained winds of at least 80 miles per hour, and occasional sustained winds of at least 150 miles per hour. CO- OPS is purchasing five enclosures, four of the enclosures have the same specifications and dimensions and the 5th enclosure has a larger footprint to house additional equipment.

3. REQUIREMENTS

The five enclosures should meet the following specifications:

External dimensions of (4) fiberglass enclosures are 72” wide x 48” deep (4’x 6’), with a maximum external height of 92”.

External dimensions of (1) fiberglass enclosures are 72” wide x 72” deep (6’x 6’), with a maximum external height of 92”.

The walls should be no more than 3” thick, insulated, and strengthened with internal structural support. The portion of the ceiling contained within the walls shall be of equivalent thickness to the walls and be insulated in a similar manner to the walls. The insulation for all walls shall be R7, and ceiling shall be R11-R14. The minimum internal height of the enclosures shall be at least 78” from floor to ceiling.

The roof shall have sufficient pitch to facilitate runoff of rainwater under normal conditions. The roof shall have a minimum overhang of two inches on all sides and overhang shall be a minimum of ½” in thickness and of the same sturdy material used in the walls. The enclosure base shall be made of steel and include a method of anchoring the enclosure to the site surface with one ¾” inch hole at each corner. Each hole must be vertically accessible to be drilled in place from above.

The enclosures must be designed to be both lifted from below by forklift and from above by a crane. The roof shall be reinforced and include two lifting eyes to allow lifting by crane. The floor shall have a passive one-way drain that will allow standing water to drain out but will not allow water in from below in the case of minor exterior flooding. The floor shall be capable of supporting the weight of at least 800lb, and a submersible non-skid coating such as Tuff Coat UT-200, or comparable, shall be applied to the floor surface as per the manufacturer’s specifications.

The enclosures will be exposed to extreme temperatures and conditions as it may be used in coastal locations ranging from the equatorial tropics to the arctic. The enclosures shall be fabricated from material that is conducive to a marine environment and has a white, low maintenance finish. Normal conditions in many locations may include continuous winds of 60-70 miles per hour with salt spray and/or driving rain and temperatures ranging from as low as -50º to as high as +130º Fahrenheit.

The enclosures must have ventilation adequate to minimize condensation while remaining waterproof in all but extreme conditions. Ventilation shall consist of one passive closeable vent located on the tallest wall as close to the ceiling as possible and designed to reduce the likelihood of water intrusion. The vent shall be no larger than 8" diameter and no less than 6" diameter, or square equivalent.

The enclosures shall have a door centered in one of the long walls that opens and closes easily.

Door shall be minimum Grade I - Premium FRP. If a door handle is installed it shall be a non-locking type. A padlock hasp made of 316 stainless steel shall be through-bolted to the door and frame for secure locking. The door must remain waterproof in all but extreme conditions.

The door shall be of an equivalent thickness to the walls, shall be insulated, and shall have an integrated window of security glass, with a mechanism to block anyone trying to look inside when we’re not on site (shade/door/cover). All externally exposed hardware shall be 316 stainless steel. The enclosures shall have integrated electrical circuitry including a 120V, 2 15A alternating current circuit breakers, lighting, and electrical outlets. The outlet ports shall include one 4-port 120V, 15A electrical outlet on each of the sidewalls and the back wall (i.e., a minimum of three 4-port outlets). The circuit breakers shall be composed of standard off the shelf parts and provide separate power to one of the outlet ports.

Interior lighting shall be LED strip lighting minimum 3 ft long with at least 2500 lumens, and 4000K to 4500K color temp range. Lighting shall be mounted overhead to provide dispersed light and minimize shadows while working along the rear and side walls. A weather resistance fixture is preferred.. All exposed interior electrical wiring shall be housed in rubber coated flex conduit and shall be run flush with the interior walls to minimize interference with strut and equipment placement.

Galvanized or stainless steel shallow depth Unistrut shall be installed on each of the side walls and on the back wall running vertically from floor to ceiling every 14” (i.e., 2 runs of Unistrut on each side wall and 4 runs on the back wall). Unistrut shall be anchored to three horizontal supports (low, mid, high) embedded in the wall via hollow wall anchors, or similar method, in such a way that each run shall be capable of supporting a minimum of 120lbs indefinitely without pulling away from the wall. A vertically adjustable 18” deep shelf the width of the back wall, along with mounting hardware, shall be provided. Vertical strut shall be securely attached to the inside walls and mounted such that horizontal strut can span the entire wall and will reach a minimum height of 74” from the floor.

4. DELIVERABLES

All enclosures shall be delivered by August 1, 2026. All enclosures shall be delivered as specified in the requirements, and shall be delivered FOB to the final destination of 7600 Sand Point Way NE, Seattle, WA 98115.

5. SECURITY REQUIREMENTS

The Certification and Accreditation (C&A) requirements of clause 48 CFR 1352.239-72 do not apply, and thus a Security Accreditation Package is not required.
