Navigation Response Team – Seattle (S3006) Return to Service Vessel Repairs Statement of Work (SOW)
The National Oceanic and Atmospheric Administration (NOAA) is one of several bureaus that comprise the U.S. Department of Commerce, a cabinet level agency of the executive branch of the United States of America. On April 13, 2024, a 30’ NOAA Navigation Response Team hydrographic survey vessel (S3006) was reported submerged at the dock. The vessel was refloated and placed on its trailer within approximately 7 hrs. In FY24, a full electrical and material survey of the vessel was performed to determine the extent of repairs needed to bring the vessel back into operational readiness.
The NOAA National Ocean Service (NOS) Office of Coast Survey (OCS) urgently requires the following repairs prior to the beginning of the 2025 field season to restore the hydrographic survey response readiness for the Pacific Northwest region.
1.General Requirements
1.1 This Statement of Work contains the requirements for repairs necessary to bring NOAA Navigation Response Team – Seattle vessel, NOAA hull number S3006 back to operational readiness.
1.2 The general characteristics of the vessel are as follows:
Length:~34 feet (w/ stern guard rail) Beam: 8.5 feet Draft: ~2 feet Displacement: ~11,500 fully loaded Vessel location: Seattle, WA Generator: Kohler 7.5EKD Propulsion: Twin Honda 225’s Shore power 125/250 VAC 50amp
1.3 All work is to be accomplished at a facility agreeable to both parties. NOAA will deliver the vessel to the facility, and redelivery will also be at the facility. The required performance period for all work defined herein is; 60 Days from the contract award date
1.4 Coordination of the work schedules will be the responsibility of the Contractor to avoid any delays or disruptions in order to meet the performance period. The Contractor will provide all facilities, labor, materials, tools, and services required to complete the work UNLESS exceptions are noted in the specified tasks below.
1.5 Upon arrival at the Contractor’s facility the contractor will accept full responsibility for the safety of the vessel, including but not limited to fire protection, security patrols, water-tight integrity, protection from adverse environmental conditions, etc. This responsibility will terminate only after all work defined herein (or added during the work period) is complete, accepted by NOAA, and NOAA personnel remove the vessel from the Contractor’s facility.
1.6 The Contractor will ensure that all weight lifting machinery and equipment (if applicable) are fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of required lifts, and operated by trained, competent personnel.
1.7 Any welding (if applicable) shall be performed by certified welders working in accordance with approved welding procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these certifications shall be presented to the TPOC before work begins. Any new plate used during the course of this contract shall be 5083-H116 aluminum and any extruded support structure shall be 6061-T6 or 6063-T52 aluminum alloy. Weld filler shall be 5356 or 5183. Weld throat widths shall equal the original welds. After welding, remove all smoke, soot, and oxides with a wire brush, and deburr all sharp edges.
1.8 All work performed under this SOW (or added to it during the period of performance) will meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below.
1.9 In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor will submit a Condition Found Report (CFR) to the TPOC. The CFR will define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the performance period. CFR’s will address only one issue each, and be identified numerically as “CFR-1”, “CFR-2”, etc.
1.10 All work performed on the vessel will be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and those alternatives are agreed to by NOAA.
1.11 The contractor shall purchase all equipment and materials necessary to complete the work items in this statement of work unless an item is specifically identified as Government Furnished Equipment. Equipment purchased by the contractor shall be new. Used and/or refurbished parts are strictly prohibited unless specifically called out in the contractor’s offer and specifically approved by the Government prior to contract award. All equipment and materials shall be suitable for use in the marine environment. Appendix B is a list of parts provided by the vessel’s manufacturer. To the greatest extend possible, the contractor shall replace items with the same make and model as listed in Appendix B. In instances when a part is not listed on the list in Appendix B, the contractor shall attempt to replace items with the make/model installed on the boat. Equivalent items are allowed provided they meet or exceed the specifications of the original equipment.
1.12 The terms “install” and “installation” used herein include the acts of physically mounting/attaching the item to the vessel, as well as making all mechanical and/or electrical connections per the manufacturer’s installation instructions.
1.13 Due to the number of electrical components on the vessel and the fact that not all items are listed in the vessel’s OEM parts list in Appendix B, it is highly encouraged that prospective offerors arrange for an on-sight vessel check.
2.Scope The scope of this Statement of Work covers the complete rewiring of the vessel and the replacement of all electrical systems and components. Some of the navigation and communications equipment have already been purchased and are provided as Government Furnished Equipment (GFE). The work items herein have been organized into logical subgroups in an effort to ensure that items are not inadvertently omitted.
