Description of Requirement

Provide, deliver, and install one (1) rental gasoline tank or trailer sized at 1,000 gallons and one (1) rental diesel tank or trailer sized at 500 gallons. Tanks must be delivered empty; fuel is not included as part of this contract. Provide an electrically powered pump with meter and a 15’ dispensing hose with lockable nozzle for each tank. Provide rental secondary containment catchment basins for each container, or one basin for both containers that is sufficient to contain 1,000 gallons plus sufficient freeboard for precipitation. The basin(s) must be sloped or otherwise designed to drain and remove liquid resulting from precipitation. Provide a rental spill kit with absorbent pads and booms to absorb at least 55 gallons of material.

Background

The U.S. Forest Service is a federal agency and subcomponent of the United States Department of Agriculture (USDA). The Forest Service is a land management agency that protects and manages 154 national forests and 20 grasslands in 44 states and Puerto Rico, encompassing 193 million acres of land, in addition to numerous wilderness, recreation, scenic and other areas. The agency’s mission is to sustain the health, diversity, and productivity of the nation’s forests and grasslands to meet the needs of present and future generations.

The Nez Perce-Clearwater National Forests consists of 4.0 million acres of diverse land located in north-central Idaho from the dry, rugged canyons of the Salmon River to the moist cedar forests of the Selway drainage to the rolling uplands of the Palouse.

This vast, diverse area is managed to provide a variety of goods and services including breathtaking scenery, wilderness, wildlife, fisheries, timber harvest, livestock grazing, mining, pristine water quality and a wide array of recreation opportunities.

The Nez Perce-Clearwater National Forests is best known for its wild character. Nearly half of the forest is designated wilderness. They also sport three rivers popular with thrill-seeking floaters – the Selway, Lochsa, and Salmon.

4. Scope

The Contractor shall provide all personnel, equipment, materials, supervision, management, and transportation necessary to fulfill the requirements of this contract in accordance with the regulatory, references, and information resources provided within this contract and any subsequent regulatory or policy changes.

Addenda to FAR 52.212-4:

Payment

(a) Invoice. The Contractor shall invoice through the Invoice Processing Platform (IPP) system for monthly rental. The Contractor shall submit all invoices electronically via IPP. Payment will be made from the Contractor’s invoice and shall be in accordance with FAR clause 52.212-4(g) Invoice.

(b) IPP. The Forest Service is utilizing IPP for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a web-based system that provides one integrated, secure system to simplify the management of vendor invoices. It is offered at no charge to federal agencies and their vendors. After contract award, enrollment in IPP shall be completed by the USDA Forest Service based on the Contractor’s System for Award Management (SAM) account. Once enrolled by the agency, the Contractor shall receive two (2) emails: 1) one with an IPP login ID; and 2) one with a temporary password. The Contractor must ensure that the Point of Contact’s email address is up to date in the Contractor’s SAM account at www.sam.gov and that any recent update(s) have been allowed time to process resulting in an “Active” status on the SAM account.

Location Hours

Location office hours are from 7:30 a.m. to 4:30 p.m. Monday through Friday, except Federal Holidays.

Federal Holidays are excluded. The Contractor is not required to provide service on Federal Holidays.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days before the contract expires.

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor prior to the expiration of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed two (2) years.
